President George W. Bush’s November 2005 visit to Mongolia marked an important milestone in U.S.-Mongolia relations. When the two countries established diplomatic relations in 1987 after many years of Cold War frostiness, Mongolia was a communist country closely allied to the Soviet Union.Bush’s visit, the first by a sitting U.S. president, re-affirmed Mongolia’s transformation from communism to democracy and a free market economy.

2. The PLA’s Mask Diplomacy

Abstract:
Much has been written about China’s “mask diplomacy” during the Covid-19 pandemic. As the epicenter of the pandemic shifted from China to the rest of the world, China’s government sent planeloads of masks and medical supplies to hard-hit countries around the world. Beijing’s “mask diplomacy” sought to bolster China’s image as a responsible global power and was widely perceived as part of Beijing’s attempt to control the narrative around the pandemic and distract from its initial cover-up. But while all the attention focused on the Chinese government’s actions, the People’s Liberation Army (PLA) was carrying out its own, much quieter version of mask diplomacy. According to MERICS data, in the three months between March 13 and June 19, the PLA sent military planes full of medical material to 46 countries. The material, which mostly consisted of masks and personal protective equipment (PPE), was invariably donated to the recipient countries’ armed forces or defense ministries. The PLA also set up video conferences with foreign militaries to share its experiences of fighting the Covid-19 outbreak and strengthen military-to-military relations. At first glance, the Chinese government’s mask diplomacy campaign and the PLA’s look remarkably similar. However, a number of differences suggest there were different goals and strategies at play.

Abstract:
The UK Referendum decision to leave the European Union in June 2016 exacerbated some of the long-standing challenges the National Health Service (NHS) has been facing in recruiting and retaining nursing staff. In 2018, it was estimated that one in eight posts was vacant, which translates into 36,000 nursing vacancies (King’s Fund, 2018). Arguably, these challenges have been present since the founding of the NHS in 1948. Pre-established initiatives recruiting overseas nurses to deal with acute staffing shortages during the war effort, mainly from the Commonwealth, were also adopted by the NHS. Hence, the Nurses’ Act of 1949 relaxed the criteria for the registration of overseas nurses set up by the General Nursing Council (Solano and Rafferty, 2007). Therefore, we can trace historical developments in recruiting non-UK nurses, which reflect changing state regulations over time, connected to particular political and financial factors, xenophobic rhetoric and also problems in retaining British nursing staff (Bach, 2007; Ball, 2004; Cangiano et al, 2009; Simpkin and Mossialos, 2017; Solano and Rafferty, 2007). In the 1950s, for example, significant numbers of overseas nurses entered the UK as trainees, while an even higher number of British nurses emigrated abroad, fuelling concerns over training of overseas nurses but also bringing to the forefront anxieties over race (Solano and Rafferty, 2007). An illustrative example of political will influencing recruitment of overseas nurses was seen in New Labour’s push for a ‘modernization agenda’ in the late 1990s and subsequently, a push for international recruitment (Deeming, 2004). However, aggressive recruitment initiatives targeting nursing staff from developing countries such as Zimbabwe, Kenya and Zambia, led to the introduction of the NHS ‘Code of Practice’ on ethical recruitment in 2001 (Deeming, 2004), with calls for overseas recruitment to focus mainly on pre-existing agreements with countries such as the Philippines and India (Buchan, 2006).

4. Slipping Through the Cracks: The Demolition of a Government Homeless Shelter in an Informal Settlement: The Case of Amir Khusro Park

Abstract:
In May 2017, the Delhi Development Authority (DDA) demolished a Delhi Urban Shelter Improvement Board (DUSIB) shelter located in an informal settlement in South Delhi’s Amir Khusro Park. DUSIB had built the shelter in response to a 2014 Delhi High Court Order. DDA demolished the same structure in cognizance of a 2015 Delhi High Court Order, issued in response to a Public Interest Litigation (PIL) filed by a private citizen urging the state to remove illegal encroachments in the area. The demolition of the shelter led to the eviction of various groups of people in Khusro Park: families in self-constructed ‘jhuggis’; women in the DUSIB shelter managed by a local NGO; and various people in a temporary shelter not authorized by government agencies. Field visits revealed connections between these settlements. Women and children of some jhuggi families, for instance, lived in the shelter where food, nutrition, documentation, education and health services were provided by the managing NGO for shelter residents and joint and nuclear jhuggi families. In this context, the report raises and responds to two salient questions. What makes homeless shelters in Delhi vulnerable to government sanctioned demolition and eviction? What is the implication of the particular case of Amir Khusro Park on the fate of shelters in Delhi’s other numerous informal geographies? The authors examine events that preceded and unfolded during and after the demolition through ethnographic research in Khusro Park, interviews with government officials and NGO social workers, and legal analysis of both Supreme and High Court Orders and policies that assign powers to various federal, state and municipal land owning agencies. The report finds that Khusro Park residents’ Court-substantiated, though broadly defined, rights to live in shelters and urban informal settlements were violated by government agencies, such as DDA. Such government agencies are permitted to undermine general rights urban poor people have to city spaces and resettlement through the existence of specific provisions that categorize jhuggi and shelter residents on government land ‘encroachers’. The authors conclude that due process measures of DUSIB’s current resettlement policy – land surveys, provision of notice and rehousing – should be based on a thorough understanding of (a) types and nature of settlements along the informal urban housing continuum (b) infrastructure and services used by residents and (c) the nature of contracts between (i) state and federal agencies and (ii) government agencies and NGOs that authorize land use and service provision.

5. The Candlelight Mandate & Moon Jae-in’s Inter-Korean Dilemma

Abstract:
The question of the proper relationship between domestic sentiment and foreign policy is a vexed one. Historically, statesmen and strategists have tended to distrust or disparage the role of the demos in the elite enterprise of foreign affairs. In the immortal words of the then vice president Richard Nixon: “If we indulge in the kind of thinking which assumes that foreign policy decisions should be made on the basis of public opinion polls we might as well decide now to surrender our position of world leadership to the communists.” Yet from even the most condescending foreign policy establishment perch, it is hard to dispute the significance of securing public support for key foreign policy moves. Nixon as president was fully aware of this, carefully stage-managing his most dramatic maneuver, the visit to China in February 1972, in a way that would maximize support back home. And of course, Nixon’s loss of public trust over the Watergate scandal brought about the abrupt end of his influence on everything, including foreign affairs. Nixon’s impeachment, after years of public opposition to the war in Vietnam, strengthened the view in the United States that unsupervised elites were in fact the worst possible stewards of the instruments of national power, and that popular, democratic checks were critical ingredients in wise and prudent foreign policy. Once the public is accorded a decisive role in foreign affairs deliberation, we have to grapple with the problem of determining what “the public” thinks in the first place. Who represents “the public”? How can we assert “it” thinks one way or another? What do we mean by expressions such as “the public seems to have changed its mind”? French theorist Pierre Bourdieu, for example, challenged the validity of statistical representations of “public opinion” based on polling data. Bourdieu argues that public opinion so constructed is an “artefact” of the pollsters, rather than a reflection of an actual thing in the world. Polling data creates a false sense of certainty about public preferences—the illusion of a static and knowable thing, “the public,” where one does not exist. Despite the epistemological limitations and political biases embedded in the art of polling, public sentiment must be brought into the equation of foreign policy analysis. Particularly in a South Korean context, given the highly participatory nature of political culture, it would be foolish to adopt an elitist premise that the public factor can be ignored. South Korean president Moon Jae-in, for one, emphasizes the critical importance of democratic legitimacy and public input in all aspects of governance, including foreign policy.

6. Salvaging the Sunshine Policy

Abstract:
Shortly before his election as South Korea’s president in May 2017, candidate Moon Jaein issued his most detailed North Korea policy statement. As president, he declared, he would “inherit” the engagement-based, inducements-oriented Sunshine Policy approach of Korea’s only other progressive presidents, Kim Dae-jung (1998-2003) and Roh Moohyun (2003-2008)1. Moon judged the North Korea policies of his immediate predecessors a failure; Presidents Lee Myung-bak (2008-2013) and Park Geun-hye (2013-2017), both conservatives, had disagreed with key aspects of the Sunshine Policy and suspended the major inter-Korean projects undertaken by Kim and Roh. Moon’s emphasis on incentives to Pyongyang contrasted with United Nations Security Council resolutions adopted during the preceding decade; far from offering inducements, the UNSC had imposed increasingly stringent sanctions on the regime in response to its accelerating pursuit of a full-fledged nuclear weapons capability. Moon also struck quite a different tone than the new Trump administration in Washington, which had only recently concluded a North Korea policy review and characterized its approach as one of “maximum pressure and engagement. This chapter assesses Moon’s North Korea policy, its implementation during his initial year in office, and its prospects under difficult circumstances. It begins by reviewing the Sunshine Policy concept, its practice by previous progressive governments, and the significantly different approach of South Korea’s succeeding conservative administrations. It then argues that Moon and many progressives continue to believe in the basic Sunshine Policy approach, even though, unlike when the policy was first formulated, North Korea now already has a limited nuclear weapons capability and may soon be able to credibly threaten the United States homeland with nuclear attack. It reviews how Moon, as president, has attempted to salvage the policy and how North Korea and other concerned countries have responded. The chapter concludes by considering the prospects for Moon’s North Korea policy and offering recommendations to modify it to maximize the interests of both the ROK and the international community as a whole.

7. Analysing Transformative Local Leadership in Indonesia

Abstract:
Since 2001, Indonesia’s political decentralisation has opened fresh avenues for a new generation of local government executives to be elected. These new local leaders tend to promote novel styles of political leadership that are can transform how public policy and services are delivered at the local level. This report profiles a number of Indonesian local transformative leaders, most notably Surabaya Mayor Tri Rismaharini and Bandung Mayor Ridwan Kamil. The report finds a number of characteristics that helped them to become transformative local leaders, including: an ability to develop popular legitimacy among their citizens, independence from political parties, ability to promote innovative policy to reform local public services, having strong political networks with senior politicians and other stakeholders, an ability to handle setbacks, and having political pragmatism. It is not yet known if these local “transformative leaders” can change the nature of national-level politics in Indonesia that is often characterised to be dominated by “oligarchic” party leaders. Nonetheless, they certainly have changed how politics and public policy are being done within their respective localities.

8. Odisha Urban Sanitation Policy and Strategy 2017

Abstract:
Over the past four years, the national policy environment and institutional response to sanitation have undergone a substantial change. The launch of the Swachh Bharat Mission (Urban) and Atal Mission for Rejuvenation and Urban Transformation (AMRUT) have catapulted sanitation into the league of priority sectors. In the backdrop of such developments, Housing and Urban Development Department under the Government of Odisha sought to revise the Urban Sanitation Strategy 2011 with the able support from the Centre for Policy Research (CPR) supported by the Bill and Melinda Gates Foundation. The revised Odisha Urban Sanitation Strategy 2017 and Odisha Urban Sanitation Policy 2017 make crucial strides towards the achievement of a Clean Odisha. The purview of the strategy has been expanded to address gaps in the entire sanitation value chain for the management of not only solid waste, but also liquid waste including faecal sludge/septage and menstrual hygiene. The revised strategy is grounded in the principles that have underpinned the Odisha government's efforts so far to provide the people with equitable and safe access to sanitation, along with establishing the most advanced sanitation infrastructure. Over the next ten years, concerned departments will work towards six objectives: (a) achieving open defecation free and (b) open discharge free urban areas; (c) effectively managing and treating solid waste; (d) ensuring that sewage, (e) septage/faecal sludge and liquid waste are safely treated and disposed; and (f) ensuring safety guidelines are followed in physical handling and management of waste. In addition, providing women and girls with safe access to menstrual hygiene has also been included as an objective in the revised strategy.
