Abstract:
On 16 May, the government introduced a huge reform that liberalised India's space sector, leveling the field and propelling the space ambitions of private players. Corporations such as L&T and Godrej Aerospace, can now compete and collaborate with the Indian Space Research Organisation, to build an indigenous Boeing or Lockheed Martin, and be part of global, private, space industry syndicates. The timing is significant, as the space race has accelerated with the U.S. and China marking their space territories through Accords and SEZs. India now is much better equipped to launch its space agenda. This paper analyses India's future potential.

2. Unlocking the Potential of Private Financing for Low-carbon Energy Transition: Ideas and Solutions from ASEAN Markets

Abstract:
Under the Paris Agreement in 2015, the opportunities for the ASEAN Member States (AMS) to maximise low-carbon energy sources to achieve the Nationally Determined Contributions (NDC) target in reducing carbon emission levels have expanded. In order to move towards a low-carbon energy transition, private sector actors must work together with governments to implement strategies to invest in the low-carbon economy. However, major barriers such as insufficient enabling policy environment, availability of technologies and access to funding somehow impede the implementation. It is believed that unlocking the potentials of private sector would accelerate the transition of low-carbon energy. This paper, based on a market survey, which aimed to identify barriers and risks that private sectors face in accelerating the low-carbon investments. The survey respondents are divided into two categories, Lenders and Borrowers. Analysing 110 total respondents helped to identify the perceived and actual barriers as well as risks underlying to the access to financing and generated potential solution for policymakers to overcome these barriers. The survey results indicate that the main obstacles faced by private sectors are incoherent policies that created a high-risk environment for investment, a lack of access to de-risking mechanisms, and insufficient capacity to communicate the opportunities amongst financial institutions and project developers. To bare these risks, this paper suggests four interdependent solutions – establishment of a low-carbon transition fund, government warranty programme, broadening of de-risking mechanisms, and capacity building programme to accelerate the low-carbon energy transition across ASEAN.

3. Economic Damage from Natural Hazards and Local Disaster Management Plans in Japan and Thailand

Abstract:
Japan and Thailand are geographically similar in that both countries have a vast coastline and a population that is concentrated in urban areas. Natural hazards such as earthquakes, tsunamis, typhoons, floods, and landslides bring about a considerable amount of damage every year. To counter these natural hazards, both countries have developed disaster management laws at the national, provincial, and prefectural levels. Establishing and executing local disaster management plans is particularly important as the initial response to a disaster is first performed at the local level. In this study, we have focused on the local disaster management plans in Thailand and examined the state of the development of the plans, which are essential during a post-disaster period. We also found that in Japan there was a defined tangible system of cooperation with the private sector based on the unique characteristics of each local government.

Abstract:
Since 2011, under the Thein Sein government, Myanmar has started to build financial institutions almost from scratch. Japan has played a leading role in this effort, writing off debt, opening the Yangon Stock Exchange, vying for the entry of Japanese banks, and laying out finance-related laws. Myanmar’s weak institutions present considerable challenges. By examining common features of financial markets in Southeast Asia, this paper identifies the preconditions for financial development to be a vehicle for Myanmar’s industrialisation as well as the rationale for Japan’s public and private involvement in Myanmar.

Abstract:
This article reviewed three major projections of the global space industry by Goldman Sachs, Morgan Stanley, and Bank of America Merrill Lynch and extracted the trands that would significantly impact the design of both the domestic and international space traffic management (STM) schemes. If found that, in the next two decades, the United States will have the largest market share in practically every space industrial sector. It suggests how the United States, as well as the West, can use its market power to incentivize Russia and Chinna to fall in line with a STM that provides peace and prosperity to all. It also proposed five measures as building blocks for developing standards, practices, regulations and laws for such STM.

Abstract:
Tensions between South Korea and Japan are frustratingly persistent. Despite the shared interests of both countries, such as economic development in Southeast Asia, and keeping a robust alliance with the United States, South Korea and Japan maintain a bellicose relationship because of unresolved historical misunderstandings and territorial disputes. Inconsistent diplomatic policies and lack of strong leaders have made it difficult to prevent unnecessary hostility between South Korea and Japan. Fear of losing support has prevented politicians from pursuing friendly policies towards each other. Businesspeople, too, have been reluctant to pursue friendly policies towards each other, because of preconceived risks of being targeted for backlash. An examination of economic data shows these risks are minimal, and political tensions do not affect business or consumer behavior. Current efforts from both Korean and Japanese business organizations to improve cooperation include student exchange programs, recruitment processes, and public diplomacy. We urge the business community to advocate more to improve bilateral relations. Economic relations alone are insufficient to handle the task of improving a difficult relationship; there is also a need for leadership. In South Korea-Japan relations, the business community should step in and provide that role.

Abstract:
This IFPA National Security Update examines artificial intelligence (AI),with a focus on its status, military applications, benefits, and shortcomings; competition with China and Russia to develop AI technologies; the Trump Administration’s AI Executive Order; and the need for the United States government to develop strategies and acquisition approaches to harness/leverage more effectively the AI innovations and applications being developed primarily in the U.S. commercial sector. In early 2017, the Institute for Foreign Policy Analysis initiated an online series entitled National Security Update. Its purpose is to examine key foreign policy/defense issues and to set forth policy options. These updates are made available to the broad policy community within and outside government, including key policy makers in Washington, D.C.; members of Congress and their staffs; academic specialists; and other members of the private-sector security community. Future National Security Updates will address a range of topics in an effort to provide timely analyses and policy options.

The business and investment climate for private sector actors in Yemen has long been challenging. The current conflict has expanded and magnified these changes such that today Yemen is last or near last in a host of global business competitiveness indexes. Many businesses across the country have closed and moved their capital elsewhere, while many of those that remain open have had to make drastic cuts to their workforces. However, relative to the public sector – which has seen the near collapse of most government institutions – the private sector has shown a far greater degree of resilience. Businesses have stepped in to replace absent government services in many areas, allowing access to basic commodities and providing livelihoods for millions of Yemenis.

9. Mongolia's Missing Oil, Gas and Mining Contracts

Abstract:
Many of the most important contracts for publicly owned oil, gas and minerals in Mongolia remain secret, despite government promises to make contracts public. A review of publicly available contracts in Mongolia suggests that contracts are unlikely to contain the kinds of information about a project that are commercially sensitive. Likewise, evidence suggests that there is no reason to think that confidentiality clauses prevent disclosure of contracts. Contracting regimes in Mongolia are complex and therefore in many instances, it will be necessary to publish several contracts and associated documents for each project. There are five steps that the government can take to make contracts public: 1) explain the contracting landscape, 2) define the scope of disclosure, 3) establish a contract disclosure rule, 4) make contracts accessible, and 5) support contract use.

10. Guardians of the Belt and Road: The Internationalization of China's private security companies

Chinese private security companies are going global to protect the country's assets and citizens, in the sometimes unstable countries linked to Beijing's Belt and Road Initiative. Following the build-up of infrastructure and investment projects along China’s extensive Belt and Road Initiative (BRI), private security companies from China are also increasingly going global – to protect Chinese assets and the growing number of Chinese nationals living and working in countries along the BRI, in sometimes unstable regions. Out of the 5,000 registered Chinese private security companies, 20 provide international services, employing 3,200 security personnel in countries like Iraq, Sudan and Pakistan. The impact of this newly developing Chinese activity abroad is analyzed in this MERICS China Monitor. Chinese private security companies’ international activities pose a challenge to European interests as they are often largely unregulated and their security staff are often inexperienced in dealing with serious conflict situations and combat. EU policymakers, thus, are called upon to encourage and assist Beijing to pass laws regulating Chinese private security companies’ activities overseas.
