1. The Poverty-Reducing Effects of Financial Inclusion: Evidence from Cambodia

Abstract:
This study analyses the effects of financial inclusion on poverty in terms of household income per capita in Cambodia, with data from the FinScope Survey carried out in 2015. The analysis describes the effects via financial literacy, accounting for endogenous selection bias resulting from unobserved confounders and for structural differences between users and non-users of financial services in terms of income functions. The findings suggest that the use of financial services is very likely to make a great contribution to reducing household budget deficits and poverty if the users, female in particular, have at least basic financial knowledge.

Abstract:
Using the World Bank’s Global Findex data, this research first shows that the efforts by the Indian Government and the Reserve Bank have been successful in providing access to formal banking services, especially in the rural areas of the country. Similarly, financial account ownership gap has been eliminated in terms of gender and income. Further analysis, using the Financial Inclusion Insights dataset, shows that financial inclusion has a positive and significant effect on reducing poverty in India. A closer look at the utilisation of the financial accounts shows that active usage of these accounts would lead to further reductions in poverty levels in India. Therefore, targeted programmes, such as offering financial education both in and outside schools, with the aim of improving financial literacy, could lead to further poverty reduction in India.

3. Slipping Through the Cracks: The Demolition of a Government Homeless Shelter in an Informal Settlement: The Case of Amir Khusro Park

Abstract:
In May 2017, the Delhi Development Authority (DDA) demolished a Delhi Urban Shelter Improvement Board (DUSIB) shelter located in an informal settlement in South Delhi’s Amir Khusro Park. DUSIB had built the shelter in response to a 2014 Delhi High Court Order. DDA demolished the same structure in cognizance of a 2015 Delhi High Court Order, issued in response to a Public Interest Litigation (PIL) filed by a private citizen urging the state to remove illegal encroachments in the area. The demolition of the shelter led to the eviction of various groups of people in Khusro Park: families in self-constructed ‘jhuggis’; women in the DUSIB shelter managed by a local NGO; and various people in a temporary shelter not authorized by government agencies. Field visits revealed connections between these settlements. Women and children of some jhuggi families, for instance, lived in the shelter where food, nutrition, documentation, education and health services were provided by the managing NGO for shelter residents and joint and nuclear jhuggi families. In this context, the report raises and responds to two salient questions. What makes homeless shelters in Delhi vulnerable to government sanctioned demolition and eviction? What is the implication of the particular case of Amir Khusro Park on the fate of shelters in Delhi’s other numerous informal geographies? The authors examine events that preceded and unfolded during and after the demolition through ethnographic research in Khusro Park, interviews with government officials and NGO social workers, and legal analysis of both Supreme and High Court Orders and policies that assign powers to various federal, state and municipal land owning agencies. The report finds that Khusro Park residents’ Court-substantiated, though broadly defined, rights to live in shelters and urban informal settlements were violated by government agencies, such as DDA. Such government agencies are permitted to undermine general rights urban poor people have to city spaces and resettlement through the existence of specific provisions that categorize jhuggi and shelter residents on government land ‘encroachers’. The authors conclude that due process measures of DUSIB’s current resettlement policy – land surveys, provision of notice and rehousing – should be based on a thorough understanding of (a) types and nature of settlements along the informal urban housing continuum (b) infrastructure and services used by residents and (c) the nature of contracts between (i) state and federal agencies and (ii) government agencies and NGOs that authorize land use and service provision.

Pradhan Mantri Awaas Yojana - Gramin (PMAY - G) is Government of India’s (GoI’s) flagship ‘Housing for All’ scheme. The scheme was launched in November 2016 and aims to provide monetary assistance for the construction of a pucca house with basic amenities to all rural houseless households and those living in dilapidated and kutcha houses. 5. Examining World Bank Lending to China: Graduation or Modulation?

Abstract:
Under the World Bank’s 2018 capital agreement, borrowing countries are expected to gradually reduce their portfolios once a base income threshold—the Graduation Discussion Income (GDI)—is reached. However, the agreement also affirms the case for ongoing lending to these countries. One justification is tied to external value beyond the borrowing country’s borders (global public goods, or GPGs). Another is tied to building capacity within the borrowing country, which can mean a focus on sub-regions where poverty remains high and capacity weak. In this paper, we examine World Bank graduation policies and lending through the lens of China, which maintains a large portfolio of World Bank projects. China currently exceeds the GDI thresholds for IBRD borrowing at the national level, while income inequality within the country leaves many noncoastal provinces below the GDI per capita threshold. Aggregate and provincial-level analysis of World Bank lending in China shows that less than half of China’s portfolio comprises activities clearly linked to GPGs, while a slight majority of projects are based in provinces with per capita income below the GDI threshold. A substantial number of World Bank projects in China focus on climate change mitigation and transportation infrastructure construction, while a smaller number relate to capacity building. Overall, we find evidence that China’s borrowing is broadly consistent with the 2018 principles of institutional capacity strengthening and GPG-related engagement, although significant areas of bank engagement do not appear to fall within the parameters of these principles.

6. Swachh Bharat Mission (Urban): Need vs Planning

Abstract:
This paper analyses the effectiveness of the Swachh Bharat Mission (Urban) by analyzing the financial and physical progress of the mission and the manner in which funds have been allocated and sanctioned to different activities in various states. It examines the planned allocation of central funds (i) between the SBM (Urban) and the rural component, SBM (Gramin) (ii) among the various components of SBM-U, i.e., Construction of Individual Household Latrines and Community Toilets (IHHLs and CTs), Solid Waste Management (SWM), Information, Education and Communication (IEC) and Capacity Building (CB) and (iii) across different states and UTs. It finds that the disparity in funding between the SBM-U and SBM-G does not reflect the risk-adjusted need of urban areas, given their complexities of urban congestion and poverty that lead to higher health and environmental risk. The allocation of funds between the various components of SBM-U undervalues the need for proper solid waste management, IEC and Capacity Building and appears to ignore their effect on sanitation practices, the importance of building capacity to properly manage waste from the increasing number of toilets constructed and more organized solid waste disposal. Finally, the pattern of the allocation of funds between states does not benefit states that need it the most, in terms of states that have a lower share of in-house toilets, because the funds were allocated on the basis of the share of urban population and statutory towns. The paper concludes with recommendations to rectify some of these shortcomings.

7. Becoming Homeless, Surviving Homelessness: The lives of six working homeless men in Yamuna Pushta, Delhi

Abstract:
This working paper from CPR’s and TISS' Understanding Metropolitan Homelessness project tells stories of six migrant homeless men from Uttar Pradesh and Nagaland who live, for various durations, in shelters along the western bank of the Yamuna river in North Delhi, locally referred to as ‘Yamuna Pushta’. Through tracing their journeys from villages and towns to Delhi’s streets, the paper explores how these men became homeless and how they survive homelessness in Delhi. This project, which is funded by ICSSR and is being conducted by CPR and TISS is led by Partha Mukhopadhyay and Ashwin Parulkar at CPR and Tarique Mohammed at TISS. A key objective of the project in general, and this paper in particular, is to better understand the structural causes of homelessness (e.g. poverty, unemployment) and how these are interlinked – through capturing the lived experiences of the homeless in their voice. This research aims to inform successful policy and implementation responses to address the current ineffectiveness of outreach efforts to homeless people in Delhi, despite interventions by the Supreme Court and support schemes designed by the government. The six stories in the paper uncover conditions, and combinations, of extreme poverty and physical abuse experienced by these men in their native places before they left home. It traces how they secure jobs, and survive, in daily wage, informal economies without housing, as well as access social services like shelter, health and drug de-addiction programs to endure the streets of Delhi. According to a 2010 United Nations Development Programme (UNDP) survey, 87% of nearly 55,955 homeless adults worked jobs in the informal economy, entailing ‘the most rigorous activities which are essential for movement and building in the city.’ This paper describes in detail the varied experiences these six men have in such jobs that they find through contractors in informal labour ‘markets’ (mandis); as cooks and servers in small eateries (dhabas), and as wedding catering party workers. Through their trajectories, Parulkar also explores differences between working homeless men who return home to support families and those who have no ties with their native places and live on the streets indefinitely. 8. Agrarian reform and the difficult road to peace in the Philippine countryside

Abstract:
Agrarian reform and conflict in the rural areas of the Philippines are closely intertwined. The weak government implementation of the Comprehensive Agrarian Reform Programme, inherent loopholes in the law, strong landowner resistance, weak farmers’ organisations, and the continuing espousal by the New People’s Army of its own agrarian revolution combine to make the government’s agrarian reform programme only partially successful in breaking up land monopolies. This is why poverty is still pronounced in many rural areas. The rise of an agrarian reform movement has significantly contributed to the partial success of the government’s agrarian reform programme. But the government has not been able to tap the full potential of this movement to push for faster and more meaningful agrarian reform. The agrarian reform dynamics between pro- and anti-agrarian reform actors create social tensions that often lead to violence, of which land-rights claimants are often the victims. This is exacerbated and in many ways encouraged by the government’s failure to fulfil its obligation to protect the basic human rights of land-rights claimants. This report outlines the pace and direction of agrarian reform in the Philippines and its role in fighting poverty and promoting peace in rural areas. It emphasises the importance of reform-oriented peasant movements and more effective government implementation to the success of agrarian reform. The report also asserts the need for the government and the armed left to respect human rights and international humanitarian law in promoting the full participation of land-rights claimants in shaping and crafting public policy around land rights.

9. A Different Route: Reimagining the idea of prosperity in Asia

Abstract:
Asia is home to some of the world’s fastest growing economies. Yet millions of people remain poor, while a handful gets richer and richer. Asia needs a development model that leaves no one behind: not the workers and farmers, who act as the driving force behind Asia’s growth – and certainly not the women, who take on the lowest paying jobs in the region. This model must also consider constraints, particularly the earth’s finite natural resources which future generations need to survive. It must move away from carbon dependence and must anticipate and plan for the impacts of climate change. These principles together inform inclusive and sustainable development, which Asian governments can use as a roadmap to transform their societies in an era of vanishing resources and staggering inequalities.

10. ASEAN: Creating the Rules-Based Architecture in Asia

Abstract:
In my second week on the job as the second United States Ambassador to the Association of Southeast Asian Nations (ASEAN), I headed to Naypyidaw, Burma to meet President Obama at the East Asia Summit. There I witnessed one of the many reasons the United States has increased its engagement with ASEAN: ASEAN convenes Asia. In 1967, leaders of five nations formed ASEAN, renouncing the violence that had characterized their relationships and dedicating themselves to furthering the prosperity of the region. Five more countries joined in the intervening decades and now ASEAN’s Member States, with a total population of some 625 million, are Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Philippines, Singapore, Thailand, and Vietnam. ASEAN has delivered well on its primary mission: to keep the peace among a group of member states with huge diversity in levels of economic development, political systems, cultures, religions, and size. This foundation of geopolitical stability has allowed the economies in Southeast Asia to take off and lift tens of millions out of poverty. As a whole, ASEAN has enjoyed the third highest growth rate in the world over the past decade.
