Abstract:
North Korea's military threat and somewhat peculiar approaches to international relations have been a central difficulty in dealing with the isolated regime during the past decade. In the early 1990s, North Korea, formally known as the Democratic People's Republic of Korea (DPRK), was expected by many observers to collapse, just as communist regimes in Eastern Europe and the Soviet Union did.

Since the Bush administration took office, and especially since excerpts of the Nuclear Posture Review were released, there have appeared in America some heated arguments about the Bush administration's changes to the Clinton administration's nuclear strategy, what consequences these changes would produce, and what influences they would exert on international and regional security. Different people have different views. The purpose of this working paper is to find solutions to these key issues. The effects of the Bush administration's nuclear strategy on China's security are also discussed.

Abstract:
U.S. president George W. Bush and Russian president Vladimir Putin have an important opportunity at their upcoming meeting to reach key agreements, remove major irritants in U.S.–Russian relations, and initiate a genuine partnership less burdened by Cold War legacies. In Europe last summer and in the United States last November, the two leaders established personal chemistry and trust—but the meetings lacked substance. Although Putin's leadership position will not be made or broken on his foreign policies, this time it will be important for his pro-Western orientation to produce a concrete payoff for Russia. As for President Bush, if the summit fails to produce results, then his vaunted Russia policy will be seen to be drifting. Thus both men require real outcomes such as a signed, legally binding nuclear arms reduction agreement and a new institutional relationship with the North Atlantic Treaty Organization (NATO). Perhaps just as important, however, Putin and Bush each must explain to his own country why this partnership is important and what are its key elements.

A half-century of zero-sum confrontation between South and North Korea ended symbolically when the two leaders of divided Korea finally met on June 13, 2000. The 74-year-old Kim Dae-jung, president of South Korea (the Republic of Korea, or ROK), flew to Pyongyang, the capital of North Korea (the Democratic People's Republic of Korea, or DPRK), to meet his counterpart, 58-year-old Kim Jong-il, chairman of the National Defense Committee. At Sunan Airport, the two leaders embraced while thousands of mobilized North Koreans sent up rousing cheers. Tens of thousands more lined the motorcade route into the city, and millions around the world watched the television coverage, fighting to keep back tears of joy.

Abstract:
Russia retains a significant strategic nuclear force capability, despite the decline in overall force size since the dissolution of the Soviet Union, and despite apparent defense budgetary shortfalls and system aging. Russia also inherited sizeable biological and chemical warfare establishments from the FSU, and some components of these programs remain largely intact. Russian entities have exported various nuclear and ballistic missile technologies to states of proliferation concern, and Russia also remains a source for offensive biological and chemical warfare technologies and expertise.

Therefore, it is focused on becoming a world - class industrialized power through a countrywide modernization effort, which includes economic, technological, and military components of national power. Beijing already wields significant international influence by virtue of its permanent membership on the United Nations (UN) Security Council and its economic influence. China's public support for nonproliferation regimes is motivated by several factors, including a desire to enhance its image as a responsible world power and support for nonproliferation objectives.
