1. Not for Adults Only: Toward a Child’s Lens in Migration Policies in Asia

Abstract:
Having experienced substantial international migration since the 1970s, countries in East, South, and Southeast Asia have developed laws, institutions, policies, and programs to govern various aspects of international migration. Children, however, who comprise a significant share of the world’s international migrants, have not received as much policy attention as adults. Children are part of the region’s international migration experience (e.g., children left behind in the countries of origin when their parents migrate for work, children as migrants, and children as members of multicultural families). This article provides an overview of the challenges faced by children as migration actors, and the policy responses and programs that select countries in the region have developed to address children’s experiences and concerns. The Global Compact for Safe, Orderly and Regular Migration and the Global Compact on Refugees, which many Asian countries have endorsed, set forth objectives, commitments, and actions, informed by the principle of promoting the best interests of the child and child protection, which specifically address the needs of children. These include actions to promote universal birth registration, enhance access to education and health and social services regardless of migrant and legal status, and otherwise create inclusive and socially cohesive societies. Most countries in Asia have yet to meet these standards. Endorsing the two compacts was a first step. The good practices that have been implemented in a number of countries provide a template for how to translate these objectives into action and how to ensure that the full protection and best interests of migrant children, the left-behind children of migrant workers, and those who are part of multicultural families remain a priority.

Abstract:
The development of world politics has produced conflicts and war in several countries giving rise to a new form of migration, the migration from conflicts and war. This article analyzes the impact of the modern migration in Indonesia. It found that Indonesia is a transit country “invaded” by those migrants who pose serious dilemmas for humanitarian reasons. On the other hand, Indonesia has a limited obligations for dealing with migrants and refugees becasuse it is not part of the 1951 Convention relating to the Status of Refugees and of the following 1967 Protocol, and enconunter some thorny probloems such as some rejection from the local population and finally the limited ability to finance and hospitalize migrant and refugees. The article also explains that for solving the problem, cooperation with other parties, such as International Organizations, and Regional and Bilateral cooperation is needed.

3. The Origins of the Korean Language: A Linguist’s Perspective

Abstract:
On the basis of the comparative method, developed over more than two centuries of empirical study, the best results to date are that the presentday Korean and Japanese languages had a common source, called protoKorean-Japanese. Korean and Japanese are more similar to one another than either is to any of the languages spoken in adjacent parts of Asia. That is as far as pure linguistics takes us at present. Other scientific disciplines must be utilized to determine when and where proto-Korean-Japanese was spoken, when its speakers separated into pre-Korean and pre-Japanese groups, and when the descendants of those groups resumed contact on the Korean peninsula prior to the migration of most pre-Japanese speakers to Japan.

4. Repercussions of Negatively Selective Migration for the Behavior of Non-migrants when Preferences are Social

Abstract:
We study how the work effort and output of non-migrants in a village economy are affected when a member of the village population migrates. Given that individuals dislike low relative income, and that migration modifies the social space of the non-migrants, we show why and how the non-migrants adjust their work effort and output in response to the migration-generated change in their social space. When migration is negatively selective such that the least productive individual departs, the output of the non-migrants increases. While as a consequence of this migration statically calculated average productivity rises, we identify a dynamic repercussion that compounds the static one.

5. Is Regular Migration Safer Migration? Insights from Thailand

Abstract:
In the context of sharply increasing levels of international migration, development actors across Southeast Asia have begun to focus their attention on programming intended to make migration safer for aspiring and current migrant workers. These projects, however, typically begin with the assumption that more regular, orderly migration is also safer for migrants, an idea built into the language of the Sustainable Development Goals and the Global Compact on Migration. This article questions this assumption. It takes as its starting point the observation that migrant workers who move through legal channels do not systematically experience better outcomes among a range of indicators. Based on data collected from Cambodian, Burmese, Laotian, and Vietnamese labor migrants recently returned from Thailand, this work highlights the limits of regular migration to provide meaningfully “safer” experiences. Although migrants moving through regular channels report better pay and working conditions than those who moved through irregular channels, they also systematically report working conditions that do not meet legal standards, and routinely experience contract substitution. In other areas, regular migrants generally fare similarly to or worse than irregular migrants. They are more likely to experience deception and to have written or verbal agreements broken in migration processes. On arrival in Thailand, they routinely have their documents held, and they are more likely than irregular migrants to experience harassment and abuse both in the migration process and at their worksites. They are also more likely to return involuntarily and to struggle with financial insecurity and indebtedness after returning. These findings challenge mainstream development discourses seeking to promote safer migration experiences through expanding migration infrastructure. At the same time, they highlight the need for policymakers, development actors, and migration practitioners to reconsider the conflation of “safe” with “regular and orderly” migration throughout their programming.

6. Meaningfully Engaging Youth in the Governance of the Global Refugee System

Abstract:
Young people aged 15 to 35 comprise one-third of the world’s population, yet they are largely absent from decision-making fora and, as such, unaccounted for in policy making, programming and laws. The disenfranchisement of displaced youth is a particular problem, because it further marginalizes young people who have already experienced persecution and been forcibly displaced. This paper aims to demonstrate the importance of including displaced youth in governance and decision making, to identify key barriers to engagement that displaced youth face, and to highlight effective strategies for engaging youth. Comprehensive financial, legal, social and governance reforms are needed in order to facilitate and support the meaningful engagement of youth in the refugee and IDP systems. Without these reforms and partnerships between youth and other diverse stakeholders, it will be difficult to achieve sustainable solutions for forcibly displaced populations and the communities that host them.

Abstract:
South Korea’s deliberate liberalization of migration controls has facilitated the entry and stay of new types of residents from various ethnic, political, and national backgrounds. With this demographic shift comes new questions for the South Korean polity in terms of its expectations of rights and duties of residents in the country. South Korean citizenship has, until the past decade, been largely premised on belonging in two fields: shared ethnic descent and contributions to the nationstate development project. However, new residents, who are ethnically diverse and who contribute to the national project, are seeking greater rights and social welfare provisions just as Korean nationals are ambivalent about their inclusion in the democratic body politic. As a result, the migrant policies bring into sharper relief the contours of democratic discourse in South Korea today. Drawing from six months of immersive fieldwork conducted in South Korea, this paper analyzes the relevance of migrant rights and expectations in understanding the broader democratic challenges in South Korea. Examining the government’s institutionalization of certain migrant “categories”—namely, temporary labor migrants and so-called “marriage migrants”— the paper argues that South Korea’s treatment of diversity and the protection of individual rights should be analyzed more deeply to understand current trends in South Korean civil society and democracy.

Abstract:
As one of Syria’s neighbors, Turkey has become a refuge for more than 3.5 million forced Syrian migrants. Though many of them are living in Turkey’s border cities, in or around the refugee camps, many others have already dispersed to other cities. Among these cities, Istanbul has the largest Syrian community. Drawing on a qualitative field work in Istanbul’s neighborhoods, this study explores the Syrian migration to Istanbul and reports the attitudes towards this movement of the local neighborhood and village headmen, known as muhtars in the Turkish local administrative system. As the study shows, their attitudes towards forced Syrian migrants are paradoxical, marked both by feelings of disturbance, worry and uneasiness, and at the same time welcome and support. The study concludes by discussing historical and cultural reasons for these paradoxical attitudes by relating them to the understanding of hospitality in Turkish society to show how socio-psychological explanations of attitude formation towards Syria’s forced migrants seem more appropriate.

9. TURKISH MEDIA’S RESPONSE TO THE 2015 ‘REFUGEE CRISIS’

Abstract:
In 2015 the forced displacement of Syrians entered a new phase with the sharp rise in the numbers of refugees arriving at Europe’s shores mainly through the Eastern Mediterranean route. Grabbing widespread media and public attention, this unprecedent refugee influx and its surrounding events are commonly dubbed as ‘Europe’s refugee crisis’, which as some scholars highlight, is a ‘re-contextualised’ version of already existing processes of politicisation and mediatisation of immigration. This paper intends to contribute to the debate on ‘mediatisation of refugee crisis’ by giving an insight on the role of Turkish media in telling its readers what to think about the ‘refugee crisis’ during this period of particular significance. The paper relies on a content analysis of front-page articles from three Turkish newspapers (Birgün, Hürriyet and Yeni Akit) between July and November 2015. By limiting our analysis to ‘small data’, we look closely how these newspapers on different sides of the political spectrum react to the spread of the refugee crisis to Europe and its implications on Turkey. We highlight the type of coverage and the definition of issues in this particular media content. Overall, we find that the highly mediatised coverage of the Aylan Kurdi incident triggered a significant discursive shift as it has in other national contexts. While all the three newspapers –regardless of ideological stance– were responsive to the spread of the refugee crisis into Europe, news coverage about topics such as socio-economic vulnerabilities of refugees, issues of legal status and social integration in the domestic context was minimal within our period of analysis. We also assert that the way the three newspapers frame the ‘refugee crisis’ especially in relation to domestic or foreign politics shows significant variation. While we find that issues related to border security and border violations received the most intense coverage during the analysis period, we highlight that the coverage is embedded in a humanitarian narrative rather than a security narrative.

Concern about the politisation of humanitarian principles and action is not new. As conflicts and emergencies have become ever more complex and the desire to hinder derived effects of cross-border movements by just about any means possible has intensified, humanitarian organisations and the work they do have nevertheless attracted increasing critical scrutiny, both within the organisations as well as from various external quarters including both governments and academics (albeit on different grounds). The Report ‘Global perspectives on humanitarianism: When human welfare meets the political and security agendas’ is based oncomprehensive research undertaken in Europe, Latin America and Asia. It takesissue with various questions and dilemmas emerging from humanitarian relief practices. Can you avoid political instrumentalization when reducing harm withoutchanging the structures that produce harm in the first place (e.g. poverty, war or insecurity)?What happens to humanitarianism when those in need of protection have different perspectives on the kinds of interventions that would relive them from suffering (e.g. access to asylum and work rather than food provisions)? And what critical lessons can be learned from exploring the wider effects of rescuing migrants from high-risk journeys as part of the governance of global migration? Apart from an introduction to humanitarianism in the context of global migration and refugee movements, the report consists of three individual case studies focusing on respectively humanitarianism enacted on the maritime EU border in the central Mediterranean; a variety of recent state-defined migration crises in Latin America deriving from Cuban, Haitian and Venezuelan mass migrations combined with massive forced return movements of nationals deported from the United States and Europe; and, finally, the tensions between asylum seekers and the organisations that pledge to assist them in Hong Kong. Together, the contributions raise important questions of the directions humanitarianism may take during moments defined as ‘crisis’.
