11. Urbanization with Chinese characteristics: Domestic migration and urban growth in contemporary China

Abstract:
Due to extremely low levels of fertility over the past generation, urban China now requires a constant inflow of rural migrants to maintain, much less increase, the workforce in China’s cities. Beijing’s current official “urbanization drive” is attempting to bolster China’s flagging economic growth rates by accelerating the movement of peasants into the cities. But since most highly skilled labor from the countryside is already working in urban areas, the next wave of migrants may be less productive than authorities anticipate. “Migration with Chinese Characteristics” means police state controls on urban influx, including Beijing’s notorious hukou system for individual identification and registration. Since authorities still prevent most migrants from obtaining new hukou where they currently reside and work, China now has hundreds of millions of “illegal aliens” toiling in its cities. The urbanization drive does not plan to fix this problem.

12. Measuring the Spatial Misallocation of Labor: The Returns to India-Gulf Guest Work in a Natural Experiment

Abstract:
‘Guest workers’ earn higher wages overseas on temporary low-skill employment visas. This wage gap can be used to measure gaps in the productivity of workers due to where they are, not who they are. This paper estimates the effects of guest work on Indian applicants to a construction job in the United Arab Emirates, where an economic crisis allocated guest work opportunities as-good-as-randomly among several thousand families. Guest work raised the return to poor families' labor by a factor of four, with little evidence of systematic fraud.

Abstract:
In this issue of MCU Journal, the authors discuss various concepts of power and great power competition. For generations, scholars have debated changes in power and how that evolution could potentially impact the United States, its allies, and those hovering on the edge of greatness in whatever form that may take. The concept of power has taken on many meanings as the character of warfare has adapted to the time—hard power, soft power, sea power, airpower, space power, great power, combat power, etc. So how do we define such an abstract concept as power? The Department of Defense (DOD) defines combat power as “the total means of destructive and/or disruptive force which a military unit/formation can apply against the opponent at a given time.” Clearly, power must be projected; and for our purposes, that means an entity has the “ability . . . to apply all or some of its elements of national power—political, economic, informational, or military—to rapidly and effectively deploy and sustain forces in and from multiple dispersed locations to respond to crises, to contribute to deterrence, and to enhance regional stability.”

14. Unification in Action? The National Identity of North Korean defector-Migrants: Insights and Implications

Abstract:
What can the resettlement of North Korean defector-migrants into South Korean society today tell us about Korean national identity and the likely challenges of integrating the two Koreas tomorrow? In this paper, we report findings from a 2016 national identity survey of 334 North Korean defector-migrants currently residing in South Korea. It compares responses to that of native South Koreans and considers in-group differences of opinion. Overall, we find no substantive identity divergences between those from North Korea and native South Koreans. We do, however, find evidence of significant in-group identity differences, namely cohort effects. Older defector-migrants are more likely to see their “Koreaness” as defined by ethnocultural traits, feel closer to South Korea, and be more “patriotic” than younger migrants.

15. Migration to Brick Kilns in India: An Appraisal

Abstract:
This note expounds on migration to brick-kilns in India, based on estimates from the National Sample Survey (NSS) 2007-08 employment- unemployment and migration survey, and a review of eld studies. Characterised by traditional modes of production, low capital- intensity, seasonal employment patterns and lack of adequate regulations, the brick industry is a signi cant site for interrogating variegated issues that lie at the intersection of migration, labour markets and urbanisation. The analysis herein sheds light on the spatial concentrations of brick- kiln workers, which are along urban peripheries and driven by migrants. The phenomenon of jodi labour, referring to family based labour (typically of husband and wife) that characterises brick- kiln work is explicated using NSS estimates. The analysis concludes that the modes and modalities of employment in brick-kilns combined with piece-rated wage payments raises complex issues that call for consideration. At the same time, an understanding of the spatial concentration of kilns could help with interventions with regard to expanding the outreach of the Construction Workers' Welfare Board (CWWB) and facilities for accompanying children of the migrant workers.

16. Migration Junctions in India and Indonesia Reimagining Places, Reorienting Policy

Abstract:
This report, jointly put out by the Centre for Policy Research and JustJobs Network, draws attention to geographies in India and Indonesia that are acting as migration junctions because they simultaneously experience high levels of in- and out-migration. The quantitative analysis is based on an earlier paper that measured ‘migrant-intensity’ of districts in India and kota (cities) and kabupatens (regencies) in Indonesia using Census data. In both countries, small cities, peripheral districts and centres of natural resource extraction feature as migration junctions. This prompts new ways of thinking about pathways that migrants take in, out and through places. The report highlights that migration junctions have particular policy challenges and opportunities including increased need for coordination across governance institutions, the ability to concerate workforce development efforts for incoming and outgoing populations and the need to develop robust rental housing markets to serve mobile populations.

Abstract:
The international migrant crisis made headlines during summer 2015 and challenged the national asylum systems of many countries worldwide. Going beyond academic circles, hot debates on migrants and the role of asylum highlighted the gap and paradoxes that exist between claimed values of solidarity on the one hand, and the restrictive policies and regulations towards asylum seekers on the other hand. This paper documents this tension in oil and gas exporting states, particularly in the Gulf Cooperation Council (GCC) and the Central Asian Republics (CAR). It questions the claimed regional, ethnic and/or religious ties and the borders that have been closed to most asylum seekers from Syria and Afghanistan, who are presently living in poorer (oil and gas deprived) neighboring countries. This paper argues that in a time of low oil revenues and fiscal difficulties, rentier states give priority to the Raison d’Etat over any form of transnational solidarity and commitment to international human rights agreements and charters. New and creative institutional arrangements are needed to deal with the global refugee crisis, as traditional solidarities are, in both regions as well as in other rentier countries, victims of the modernization of politics and its uncaring redefinition of state interest in times of low oil revenues.

Abstract:
In the latest policy report in DIIS’s Defence and Security Studies series, Lars Erslev Andersen and Yang Jiang discuss the potential of China’s approach to stabilising security conditions in Pakistan and Afghanistan through development. The report explores China’s westward policy by analysing the opportunities and obstacles related to its flagship Belt and Road Initiative (BRI) in South Asia, in particular the China–Pakistan Economic Corridor (CPEC). One aspect of the philosophy behind the CPEC is that lifting people out of poverty by providing them with better opportunities for jobs and incomes and hence improved living conditions will reduce the attractions of violent extremism and the inclination to indulge in it, thereby enhancing stability. This so-called Root Cause model draws on China’s experience of successfully lifting more than 600 million of its own citizens out of poverty due to the reform policy that has changed China rapidly over the past forty years, especially in the big cities in eastern China. However, the model has had mixed results in western China, especially in Xinjiang province. As this issue can shed light on the kinds of problems that China will face in Afghanistan and Pakistan, the report explores the situation in Xinjiang by investigating how it is conducting its policy there. The report outlines this development, which brings the Root Cause model into question to some extent, thus identifying some of the challenges that China will face in trying to stabilise conflict-torn parts of Pakistan and Afghanistan ‘the Chinese way’. Following these observations, the report takes a closer look at China’s economic diplomacy in Afghanistan. The last section discusses China’s increasing role in mediating between Afghanistan, Pakistan and the Taliban. Whether the Chinese approach to the situation in Pakistan and Afghanistan proves to be a sustainable way of providing stability and achieving results is the question addressed in the report’s conclusion.

Abstract:
Beyond summing up salient migration trends from existing data sources; a new working paper by researchers from Centre for Policy Research and Indira Gandhi Institute for Development Research (IGIDR) builds on a critique of the estimations made by the Economic Survey 2017 to outline fresh ideas for developing leading indicators that will help inform policy. This is particularly needed because even as Indian policymakers are increasingly recognising the linkages between migration, labour markets and economic development, the lack of frequently updated datasets limits our understanding of migration.

20. Becoming Homeless, Surviving Homelessness: The lives of six working homeless men in Yamuna Pushta, Delhi

Abstract:
This working paper from CPR’s and TISS' Understanding Metropolitan Homelessness project tells stories of six migrant homeless men from Uttar Pradesh and Nagaland who live, for various durations, in shelters along the western bank of the Yamuna river in North Delhi, locally referred to as ‘Yamuna Pushta’. Through tracing their journeys from villages and towns to Delhi’s streets, the paper explores how these men became homeless and how they survive homelessness in Delhi. This project, which is funded by ICSSR and is being conducted by CPR and TISS is led by Partha Mukhopadhyay and Ashwin Parulkar at CPR and Tarique Mohammed at TISS. A key objective of the project in general, and this paper in particular, is to better understand the structural causes of homelessness (e.g. poverty, unemployment) and how these are interlinked – through capturing the lived experiences of the homeless in their voice. This research aims to inform successful policy and implementation responses to address the current ineffectiveness of outreach efforts to homeless people in Delhi, despite interventions by the Supreme Court and support schemes designed by the government. The six stories in the paper uncover conditions, and combinations, of extreme poverty and physical abuse experienced by these men in their native places before they left home. It traces how they secure jobs, and survive, in daily wage, informal economies without housing, as well as access social services like shelter, health and drug de-addiction programs to endure the streets of Delhi. According to a 2010 United Nations Development Programme (UNDP) survey, 87% of nearly 55,955 homeless adults worked jobs in the informal economy, entailing ‘the most rigorous activities which are essential for movement and building in the city.’ This paper describes in detail the varied experiences these six men have in such jobs that they find through contractors in informal labour ‘markets’ (mandis); as cooks and servers in small eateries (dhabas), and as wedding catering party workers. Through their trajectories, Parulkar also explores differences between working homeless men who return home to support families and those who have no ties with their native places and live on the streets indefinitely.
