Abstract:
This paper offers an understanding of the scope, nature, and context of constitutional change being proposed in Japan today, in internal terms rather than through external reconstruction. Rather than being a mere reaction to “external circumstances”, as portrayed by its apologists and by “realist/rational-reconstructionist” analysis, the movement to amend and replace the Constitution is a project with a history, underpinned by a worldview and driven by an ideology that provide it with its own momentum. The most overlooked aspect of the movement is religion. From the Meiji Restoration until the end of the War, Japan was governed through a religio-political system based on a newly invented State Shintoism. The scope and intent of today’s movement to amend/replace the Constitution cannot be understood without this background in mind. Failure to account for the ideological, cultural, historical, and indeed the constitutional dimensions of the issue seriously underplays the stakes for Japan and its neighbours. The constitutional movement is part of a multi-generational project to restore what its leaders declare to be the “true shape of Japan”, with the pre-war religious ideology and constitutional form that they deem to have been unjustly replaced by the US occupation administration after Japan’s defeat.

12. Seven Chinas A Policy Framework

Abstract:
The debate about China’s changing role in global affairs is often framed as a dichotomous choice between a peacefully rising China that seeks to be a constructive stakeholder and an increasingly dangerous China that is challenging the status quo, both in terms of its norms and the place of the United States. The reality is more complicated. There are not only signs of both elements, but the foundations shaping Chinese behavior is multifold. Most international relations scholars examine China through one or another version of realism or liberalism. David Kelly, head of research at China Policy, offers an alternative approach that examines the nature of Chinese identity, or rather, Chinese identities, plural, and how they exhibit themselves in Chinese foreign policy. Using his renowned skills in reading Chinese-language official documents and the broader commentary, Kelly teases out seven narratives that Chinese tell themselves and the world, and he provides a codebook for explicating shifting Chinese behavior in different arenas. Kelly concludes that some of these narratives facilitate cooperation, but most point toward deep-seated tensions between China and the West in the years ahead.

13. Security Implications of China’s Military Presence in the Indian Ocean

The issue: China’s increased military presence in the Indian Ocean should not come as a surprise. China is following in the traditional path of other rising powers; it is expanding its military operations to match its interests abroad. The security implications of China’s push into the Indian Ocean region are mixed. In peacetime, these efforts will certainly expand Chinese regional influence. In wartime, however, China’s Indian Ocean presence will likely create more vulnerabilities than opportunities. China’s military forays into the Indian Ocean have triggered a series of warnings. The term “string of pearls” was first used to refer to Chinese basing access in the Indian Ocean by a 2004 report for the U.S. Department of Defense. That report suggested China’s growing regional presence could “deter the potential disruption of its energy supplies from potential threats, including the U.S. Navy, especially in the case of a conflict with Taiwan.” Other scholars have warned that Beijing seeks to “dominate” the Indian Ocean region. Others suggest that the Chinese government is simply following its expanding trading interests and seeking to secure its supply lines against disruption. Although China’s presence in the Indian Ocean may permit it to increase its regional influence, Chinese facilities and forces would be highly vulnerable in a major conflict. Thus, the security implications of China’s push into the Indian Ocean region are mixed. In peacetime, these efforts will certainly expand Chinese regional influence. In wartime, however, China’s Indian Ocean presence will likely create more vulnerabilities than opportunities.

14. China’s Maritime Silk Road Initiative: Economic Drivers and Challenges

Abstract:
The issue: China’s Maritime Silk Road Initiative (MSRI) seeks to connect Beijing with trading hubs around the world. Beijing insists the MSRI is economically motivated , but some observers argue that China is primarily advancing its strategic objectives. This article examines several economic criteria that should be used when analyzing port projects associated with the MSRI. China’s leaders have mapped out an ambitious plan, the Maritime Silk Road Initiative (MSRI), to establish three “blue economic passages” that will connect Beijing with economic hubs around the world.1 It is the maritime dimension of President Xi Jinping’s Belt and Road Initiative (BRI), which could include $1–4 trillion in new roads, railways, ports, and other infrastructure. Within this broad and ever-expanding construct, Chinese investments have been especially active in the Indo-Pacific region, raising questions about whether it is China’s economic or strategic interests that are driving major port investments.

15. Terrorism: U.S. Strategy and the Trends in Its “Wars” on Terrorism

Abstract:
The United States has now been at war in Afghanistan for some seventeen years and been fighting another major war in Iraq for fifteen years. It has been active in Somalia far longer and has spread its operations to deal with terrorist or extremist threats in a wide range of conflicts in North and Sub-Saharan in Africa, South Asia, and South East Asia. In case after case, the U.S. has moved far beyond counterterrorism to counterinsurgency, and from the temporary deployment of small anti-terrorism forces to a near "permanent" military presence. The line between counterterrorism and counterinsurgency has become so blurred that there is no significant difference. The national academic consortium for the Study of Terrorism and Responses to Terrorism (START) has just issued new trend data on terrorism that are updated through the end of 2017. When they are combined with other major sources of data on terrorism, they provide the ability to trace the history of U.S. "wars" against terrorism in countries like Afghanistan, Iraq, and Syria. They show the results of America's "long wars" of attrition where it is increasingly unclear that the United States has a strategy to terminate them, or has the capability to end them in ways that create a stable and peaceful state that can survive if the United State should leave. The resulting graphics and maps are provided in the full text of the report on which this summary is based, and which is available on the CSIS website here. This summary both summarizes how the trends in such data reveal the patterns in terrorism and impact on U.S. strategy. The key conclusions, and an index to these graphics, are provided in this summary.

16. Cooperation Between Kazakhstan and the United States in Military Professionalization Programs

Abstract:
The U.S. should remain committed to Central Asian security cooperation, but must carefully evaluate each program for merit and value added to U.S. security goals in the region. Military professionalization of the Kazakh armed forces will have the most significant impact towards accomplishing these goals and help Kazakhstan attain a more capable military. U.S. security cooperation efforts in assisting Kazakhstan to improve non-commissioned officer development serve as an excellent example of effective professionalization and a way to further our strategic relationships with non-NATO countries. Training programs that professionalize the Kazakh military can offer a cost-effective way for the United States to further a lasting partnership with Central Asia’s most stable country.

17. Chinese Views of Korean History to the Late 19th Century

Abstract:
In the tradition of imperial China and communism, Chinese publications see history as a morality tale. In the case of Korean history to the late decades of the nineteenth century there are essentially three actors: virtuous China, evil Japan, and variable Korea. There are three critical periods which receive the bulk of attention: the 7th century, the late 16th century trailing into the 17th century change of dynasty in China, and the last decades of the 19th century. The narrative advances the notion of competing visions of regional order, contrasting Chinese and Japanese frameworks and examining Korean policies in light of the choices made between these options. Official Chinese narratives couch today’s opportunities in historical context. A battle rages between socialism and capitalism, offering China a unique prospect to tip the balance. This is not only a present-day challenge; it is a struggle over consciousness of history—a campaign against “historical nihilism” that disagrees with orthodoxy in support of communist party legitimacy and the rectitude of Chinese civilization. A speech given by Xi Jinping in July 2010 at the Central Party School and only recently made available leaves no doubt about the tight censorship imposed on publications about history. South Korea’s history is especially sensitive as the poster-child for the benevolence of the imperial Chinese regional order, the battleground for the key war fought by China to maintain its surroundings against capitalist encroachment, and a chief testing grounds for the rejuvenation of China against U.S. hegemonism and Western civilization. Premodern history is an inseparable part of this agenda.

Abstract:
The economic imperative of sustainable tourism development frequently shapes life on small subtropical islands. In Okinawa, ecotourism promises to provide employment for a dwindling population of rural youth while preserving the natural environment and bolstering regional pride. Footprints in Paradise explores the transformation in community and sense of place as Okinawans come to view themselves through the lens of the visiting tourist consumer, and as their language, landscapes, and wildlife are reconstituted as treasured and vulnerable resources. The rediscovery and revaluing of local ecological knowledge strengthens Okinawan or Uchinaa cultural heritage, despite the controversial presence of US military bases amidst a hegemonic Japanese state.

Abstract:
China’s increasingly significant economic and security interests in the Middle East have several impacts. It affects not only its energy security but also its regional posture, relations with regional powers as well as the United States, and efforts to pacify nationalist and Islamist Uighurs in its north-western province of Xinjiang. Those interests are considerably enhanced by China’s One Belt, One Road initiative that seeks to patch together a Eurasian land mass through inter-linked infrastructure, investment and expanded trade relations. Protecting its mushrooming interests is forcing China to realign its policies and relationships in the region. As it takes stock of the Middle East and North Africa’s volatility and tumultuous, often violent political transitions, China feels the pressure to acknowledge that it no longer can remain aloof to the Middle East and North Africa’s multiple conflicts. China’s long-standing insistence on non-interference in the domestic affairs of others, refusal to envision a foreign military presence and its perseverance that its primary focus is the development of mutually beneficial economic and commercial relations, increasingly falls short of what it needs to do to safeguard its vital interests. Increasingly, China will have to become a regional player in competitive cooperation with the United States, the dominant external actor in the region for the foreseeable future. The pressure to revisit long-standing foreign and defence policy principles is also driven by the fact that China’s key interests in the Middle East and North Africa have expanded significantly beyond the narrow focus of energy despite its dependence on the region for half 1 China has signalled its gradual recognition of these new realities with the publication in January 2016 of an Arab Policy Paper, the country’s first articulation of a policy towards the Middle East and North Africa. But, rather than spelling out specific policies, the paper reiterated the generalities of China’s core focus in its relations with the Arab world: economics, energy, counter-terrorism, security, technical cooperation and its One Belt, One Road initiative. Ultimately however, China will have to develop a strategic vision that outlines foreign and defence policies it needs to put in place to protect its expanding strategic, geopolitical, economic, and commercial interests in the Middle East and North Africa; its role and place in the region as a rising superpower in the region; and its relationship and cooperation with the United States in managing, if not resolving conflict.

Abstract:
This study will first present a series of striking similarities between the imperial Japanese predicament in China and the contemporary U.S. quagmire in post-Saddam Iraq. Second, the study will provide a theoretical perspective on why the two cases share such commonalities. Third, the study will explore the implications of the perspective to international politics, with a focus on the future of the U.S. hegemony. The study is based on the basic understanding that the developing world across regions today has continued to suffer the ongoing single macro-historical process consequent upon the breakdowns of empires as the once-predominant organizational mode of human societies. The analysis argues for the central importance of a stable national identity for modernization and development as well as freedom and democracy.
