21. Japan's Lost Decade: Lessons for the United States in 2008

Abstract:
Japan experienced a disastrous decade of economic stagnation and deflation from 1991 to 2001 after bubbles in its stock market and land market collapsed. While some economic pain was unavoidable—given a 60 percent plunge in equity prices between late 1989 and August 1992, accompanied by the onset of what ultimately became a 70 percent drop in land values by 2001—the "lost decade" was not an inevitable outcome. It required a series of persistently wrong economic policy decisions that ignored the lessons learned in America's Great Depression of the 1930s and the subsequent research on the causes of that painful period.

Abstract:
Chronic food shortages, political repression, and poverty have driven tens of thousands of North Koreans into China. This paper reports results from a large-scale survey of this population. The survey provides insight not only into the material circumstances of the refugees but also into their psychological state and aspirations. One key finding is that many North Korean refugees suffer severe psychological stress akin to post-traumatic stress disorder (PTSD). This distress is caused in part by experiences in China. However, we demonstrate that it is also a result of the long shadow cast by the North Korean famine and abuses suffered at the hands of the North Korean political regime. These traumas, in turn, affect the ability of the refugees to hold jobs in China and accumulate resources for on-migration to third countries. Most of the refugees want to permanently resettle in South Korea, though younger, better-educated refugees have a greater inclination to prefer the United States as a final destination.

The massive devastation caused by cyclone Nargis has prompted a period of unprecedented cooperation between the government and international humanitarian agencies to deliver emergency aid to the survivors. The international community should seize this opportunity to reverse longstanding, counterproductive aid policies by providing substantial resources for recovery and rehabilitation of the affected areas and, gradually, expanding and deepening its engagement in support of sustainable human development countrywide. This is essential for humanitarian reasons alone, but also presents the best available opportunity for the international community to promote positive change in Myanmar.

Late in the evening of 15 November 2007, Cyclone Sidr struck Mahmouda's home and thousands of other villages across Bangladesh's southern coastal areas, leaving around 4000 people dead and millions homeless. The initial response to the disaster was prompt and vigorous, but three months after the disaster the affected communities' needs – particularly in terms of housing and livelihoods – remain staggering.

On 8 October 2005, an earthquake measuring 7.6 on the Richter scale ripped through northern Pakistan, leaving 80,000 people dead and affecting 3 million more. The crisis is far from over: survivors of the earthquake still face dangers and difficulties as the worst of Pakistan's winter weather has now settled in. Many people are huddled in tents and shelters that give inadequate protection against the freezing temperatures, with only sporadic and insufficient supplies of food.

The delivery of humanitarian assistance in Burma/Myanmar is facing new threats. After a period in which humanitarian space expanded, aid agencies have come under renewed pressure, most seriously from the military government but also from prodemocracy activists overseas who seek to curtail or control assistance programs. Restrictions imposed by the military regime have worsened in parallel with its continued refusal to permit meaningful opposition political activity and its crackdown on the Karen. The decision of the Global Fund for AIDS, Tuberculosis and Malaria to withdraw from the country in 2005 was a serious setback, which put thousands of lives in jeopardy, although it has been partly reversed by the new Three Diseases Fund (3D Fund). There is a need to get beyond debates over the country's highly repressive political system; failure to halt the slide towards a humanitarian crisis could shatter social stability and put solutions beyond the reach of whatever government is in power.

The 8 October 2005 earthquake–Pakistan's biggest ever natural disaster–generated sympathy and support from people around the world. The Government of Pakistan reacted swiftly and with remarkable energy. However, major and immediate challenges remain. Six weeks after the earthquake, the response is not yet being organised in a manner that ensures that peoples' rights and needs are being met, according to international humanitarian principles.Donor countries need to provide their fair share of the resources and help required.The international response needs to be co-ordinated and led through a properly resourced, empowered, and staffed UN presence.The continuing relief and reconstruction effort requires civil authority management and civil society participation, and an early handover, where practical, by the military.All those involved in the response have an obligation to ensure not merely the restoration of bearable poverty, but 'reconstruction plus'– to build back better than before. The accountable management of funds and adherence to proper building standards are key to the reconstruction effort.The international community needs to fulfil its obligations not only in the relief phase but in longer-term reconstruction too, through a package of measures on aid and debt.
