81. A Double-Edged Sword: Information Technology in North Korea

Abstract:
With North Korea's tightly controlled and isolated population, the rise of information technology—specifically cell phones and an intranet—is an unprecedented development. In the last decade, a domestic intranet was launched and a cell phone network was created. Both of these form a closed, domestic system, which the regime hopes will allow for productivity gains from increased coordination and the sharing of state-approved information, while keeping out foreign influences. North Korea is now confronted with the challenge of how to reap the economic benefits of an IT system, while avoiding the social instability that may accompany it. The country has made a fundamental shift from a state that limits access to information technology to ensure the security of the regime, to one that is willing to use it as a tool, at least among a certain privileged class, to support the development of the nation. Although North Korea is stable for now, over the next decade, information technology has the potential to transform the state and it also creates a strong incentive to integrate North Korea into the dynamic economies of Northeast Asia.

Abstract:
The need for international co-operation has never been greater, yet global governance is inadequate. Whether one looks at the Doha round of trade liberalisation, the climate change talks led by the United Nations, the G20's efforts to co-ordinate economic and financial policies, or efforts to reform the UN Security Council (UNSC), not much is being achieved. 'Multilateralism'–the system of international institutions and rules intended to promote the common good–appears to be weakening. At the same time, the growing influence of China, Russia and other non-Western powers is pushing the international order towards 'multipolarity'.

83. The Military Along the Security-Development Frontier: Implications for Non-traditional Security in the Philippines and Thailand

Abstract:
The militaries of developing countries have often gone beyond the mission of external defence, to perform unconventional roles ranging from disaster relief and economic management to law enforcement and internal security. This paper focuses on development missions carried out by the armed forces of the Philippines and Thailand in and out of conflict zones, and provides an analysis of the causes behind the re-emergence of such missions in recent years. Based on a comparison of the two countries' experience, this paper argues that the military's renewed involvement in development work stems from two factors: their significant role in political succession; and the increasing salience of concepts linking security and development, in particular, the notion of non-traditional security. The effectiveness of such projects could, however, be hampered by the lack of a clear, well-implemented national development framework and by systemic weaknesses in security sector governance. This paper thus argues that, in order to address the various non-traditional security threats in the two countries, security sector reform would have to be implemented and civilian oversight over security institutions improved.

Abstract:
To the casual observer, Russia is stuck where it was a decade ago. Vladimir Putin has once again assumed the presidency and any semblance of organized political opposition largely faded away after the March elections. But popular protests persist, and the existing politico-economic system can no longer adequately address the shifting social realities inside the country or the challenges of the global environment. The system must change if Russia is to develop further, and Moscow's policies of economic modernization alone are neither sufficient nor possible without political reform.

85. Mutual Accountability: Lessons and Prospects for Afghanistan Post-Tokyo

Abstract:
At the Tokyo conference on July 8, donors committed to provide massive civilian aid to Afghanistan and improve aid effectiveness, while the Afghan government committed to a number of governance and political benchmarks. The outcome at Tokyo exceeded expectations, but a review of Afghan and international experience suggests that implementing the Tokyo mutual accountability framework will be a major challenge. The multiplicity of donors could weaken coherence around targets and enforcing benchmarks, and undermine the accountability of the international community for overall funding levels. Uncertain political and security prospects raise doubts about the government's ability to meet its commitments, and political will for needed reforms understandably may decline as security transition proceeds and the next election cycle approaches. It is doubtful whether major political issues can be handled through an articulated mutual accountability framework with benchmarks and associated financial incentives. The civilian aid figure agreed upon at Tokyo ($16 billion over four years) is ambitious and exceeded expectations; if the international community falls short, this could be used to justify the Afghan government failing to achieve its benchmarks. Finally, given past experience there are doubts about how well the Joint Coordination and Monitoring Board (JCMB) process (mandated to oversee implementation), and the series of further high-level meetings agreed at Tokyo, will work.

Abstract:
When the Democratic Party of Japan (DPJ) kicked the Liberal Democratic Party (LDP) out of power in 2009, there was some sense of hope amongst the Japanese that things would change. If nothing else, the Japanese hoped that the DPJ would bring new ideas to tackle some of the country's ongoing problems. Reality soon proved otherwise. Not only has the DPJ quietly abandoned many of its campaign pledges, it has proved just as incapable at resolving ongoing problems. Seventeen months into a DPJ-led Japan, Prime Minister Naoto Kan faces a number of domestic problems that threaten his government's survival. The unfortunate result is another expected turn of the revolving door that is the Japanese premiership.

Abstract:
This paper provides a brief history of the evolution of the Group of Seven (G7) from its origins in the aftermath of the 1971 breakdown of the Bretton Woods system of exchange rates and the oil crisis in 1973. It then discusses Russia's participation at summits after the fall of the Berlin Wall, formally joining the group in 1997, thus becoming the Group of Eight (G8). The paper gives a concise account of the formation of the Group of Twenty (G20) finance ministers and central bank governors in the late 1990s, in the wake of financial crises in Asia and Latin America, which was elevated to a leaders' summit forum at the outbreak of the global financial crisis in 2008. The paper wraps up with a discussion of the differences in the G8 and G20 models, concluding that the G20 process is still the best option for meeting the challenges of complex global governance issues.

88. How Neopatrimonialism Affects Tax Administration: A Comparative Study of Three World Regions

Abstract:
Neopatrimonialism is a concept that has predominately been applied to describe governance in sub-Saharan Africa. Recently, though, it has also been used to describe states from other world regions. However, scholars have rarely attempted to systematically compare neopatrimonial rule in different regional settings. This paper aims to narrow this gap by examining the effect of neopatrimonialism on the tax administration as a core state function in six countries from three different world regions: Argentina, Venezuela, Indonesia, the Philippines, Kenya and Zambia. We conclude that neopatrimonialism is a valuable concept for comparative area studies with the potential to foster dialogue on the "state in operation" across the regional divide. However, several indicators are more valid for some world regions than for others. We find that there is no systematic relationship between neopatrimonial trajectories and the strength of tax administration. Individual actor decisions influence the outcomes of neopatrimonialism substantially.

Abstract:
Is the much hyped 'rise of Asia' translating into global public good? The leading Asian powers, China, India and Japan, demand a greater share of the decisionmaking and leadership of global institutions. Yet, they seem to have been more preoccupied with enhancing their national power and status than contributing to global governance, including the management of global challenges. This is partly explained by a realpolitik outlook and ideology, and the legacies of India's and China's historical identification with the 'Third World' bloc. Another key factor is the continuing regional legitimacy deficit of the Asian powers. This article suggests that the Asian powers should increase their participation in and contribution to regional cooperation as a stepping stone to a more meaningful contribution to global governance.

90. The G20: Engine of Asian Regionalism?

Abstract:
As a result of the emergence of the G20 as the self‐appointed “premier forum for international economic cooperation”, Asia's expanded participation in G‐summitry has attracted considerable attention. As original G7 member Japan is joined by Australia, China, Indonesia, India and South Korea, this has given rise to another alphanumeric configuration of the Asian 6 (A6). Resulting expectations are that membership in the G20 will impact Asian regionalism as the A6 are forced into coordination and cooperation in response to the G20's agenda and commitments. However, by highlighting the concrete behaviours and motivations of the individual A6 in the G20 summits so far, this paper stands in contrast to the majority of the predominantly normative extant literature. It highlights divergent agendas amongst the A6 as regards the future of the G20 and discusses the high degree of competition over their identities and roles therein. This divergence and competition can be seen across a range of other behaviours including responding to the norm of internationalism in promoting global governance and maintaining the status quo and national interest, in addition to claiming a regional leadership role and managing bilateral relationships with the US.
