21. Women's Economic Leadership in Asia: A review of WEL programming

Abstract:
This report summarizes an internal review of Women‟s Economic Leadership (WEL) programming in Asia. Conducted by an internal MEL advisor in 2013–2014, the review draws upon project documentation, evaluation reports, site visits and staff and partner interviews to try and reflect how WEL programming is being implemented by Oxfam and partners in Asia. Part of a formative evaluation activity, the report aims to help gather and consolidate good practice, based on what Oxfam project teams and partners have learned through recent experience and evaluation. There are at least four distinct topics covered in this report that may be of specific interest to readers.

22. Empirical Investigation of Declining Childbirth: Psychosocial and Economic Conditions in Japan

Abstract:
Background: For the past two decades, more and more women in certain European countries, Japan, and the United States are giving birth to their first child at a considerably later age than ever before. It remains unclear as to what extent this age-related general fertility decline is affected by changing social and cultural norms. Method: The Global Centers of Excellence Survey was conducted by Osaka University in Japan (n=5313) in 2009. Multivariate regression analyses were conducted to examine the impact of psychosocial norms, cultural differences, and economic conditions on the perception of childbearing. Results: The findings suggest that a subjective measure of happiness has a significant influence on childbearing. A society with income inequalities between classes discourages childbearing. It is observed that women's higher labor force participation generates a negative impact on motherchild relations which causes discouragement of childbearing. A higher female labor force participation stemmed from a transition of a traditional society into a modern and marketoriented society discourages childbearing. Conclusions/implications: A woman's decision to delay childbearing is based on her perception of psychosocial norms with surrounding economic environment and her own value of opportunity in the market oriented society. Childbearing also imposes psycho-economic burdens on the working population under mix of a traditional, patriarchal society, and a modern market oriented framework. Childbearing incentives could be a strategic policy to encourage positive attitudes of childbearing in general and proper welfare policy, labor law(s), employment conditions, and social security system for a working mother with a child or children.

23. The Roles of Gender and Education on the Intrahousehold Allocations of Remittances of Filipino Migrant Workers

Abstract:
This paper shows that the individual's bargaining power within the household, proxied by gender and educational attainment of household head, affects how remittances sent by Overseas Filipino Workers are spent in the Philippines. Gender of the household head, not of the remitter, matters in the allocation of remittances. As remittances increase, female heads with absent spouses spend less on alcohol and tobacco while male heads with absent spouses spend more on these goods; regardless of gender, household heads with less education allocate more to education than those with more education.

24. Moving Forward with the Legal Empowerment of Women in Pakistan

Abstract:
The history of laws affecting women's rights and empowerment in Pakistan involves a com¬plex pattern of advances and setbacks, with the state's efforts to articulate a definition of women's rights complicated by the need to balance divergent views on the place of women in Pakistani society. After General Pervez Musharraf's 1999 coup, a number of factors, including international perceptions of Pakistan, brought women's rights, greatly curtailed by General Zia-ul-Haq's Islamization project, to the fore. Most critical among the changes to women's rights dur¬ing this period was the 2006 revision to the Hudood Laws, resulting in the Protection of Women Act. The incumbent Pakistan People's Party government has passed several important pieces of legislation continuing the progress for women's empowerment made under Musharraf. These new laws focus on sexual harassment at the workplace, antiwomen practices, and acid throwing. Additionally, the National Commission on the Status of Women has recently achieved elevated status. Despite these advancements, new legislation is needed to address ongoing challenges such as women's ability to control inherited land and human trafficking. If the Pakistani state is to make lasting improvements on these and other challenges facing the legal status of Pakistani women, it must find solutions that will not only benefit women in the country but create consensus among Pakistanis on the best and most achievable way to prioritize global rights for women while adhering to Islamic precepts.

25. Traditional Dispute Resolution and Afghanistan's Women

Abstract:
At least 80% of all disputes in Afghanistan are resolved through traditional dispute resolution (TDR) mechanisms, principally community councils called shuras or jirgas. TDR is therefore impossible to ignore as the primary justice institution in the country. Still, most women's groups in Afghanistan tend to oppose international donor or Afghan government support for TDR because they generally exclude women from participation and are known to issue decisions that violate women's rights. In the spring of 2011, the U.S. Institute of Peace in Kabul hosted meetings to examine the broader question of how women can gain greater access to justice. The outcome of the conversations was a more nuanced view of TDR and women in Afghanistan and a recognition that creative engagement rather than condemnation is a more productive approach to resolving deficiencies in women's rights in TDR venues.

Initiatives introduced under the various pillars of the envisaged ASEAN Community, notably the ASEAN Political-Security Community (APSC) and ASEAN Socio-Cultural Community (ASCC), represent potential entry points for building a more effective framework for civilian protection in Southeast Asia. This policy brief attempts to delineate some ways by which the opportunities presented by the ASEAN Intergovernmental Commission on Human Rights (AICHR) and the ASEAN Commission on the Promotion and Protection of the Rights of Women and Children (ACWC) initiatives, as well as the momentum surrounding the development of a regional capacity for ensuring peace and stability, could be advanced.

Abstract:
Women are a social group vulnerable to food insecurity despite being primary actors in the food chain. The problem of food insecurity among women is especially rampant in parts of South Asia and Southeast Asia. Vulnerability to food insecurity has a definite effect on the health of women and children, as well as social and economic impacts in terms of fewer opportunities for education and greater instances of early marriages. A comparison of indicators used to assess vulnerabilities of women in the two regions shows that the overall situation in South Asia is worse than that in Southeast Asia. The primary securitising actors at the national, regional and international levels have to play an individual and collective role in rectifying the situation. It is equally mandatory for regional groupings such as the Association of Southeast Asian Nations (ASEAN) and South Asian Association for Regional Cooperation (SAARC) to provide a sound systemic environment for individual countries to work towards achieving these objectives.

28. Women and Children First: On the frontline of war in the Kivus

Abstract:
In 2009, the government of Democratic Republic of Congo (DRC), with international backing, launched military offensives against the FDLR (Forces démocratiques de libération du Rwanda) and other militias in eastern DRC, with devastating humanitarian consequences: an estimated 900,000 people displaced and over 1,400 documented civilian deaths attributed to militia and government forces. In 2010 a new offensive, Amani Leo ('peace today'), continues efforts to disarm the militias, with some additional safeguards for civilian safety linked to UN peacekeeping support for the operations. However, while some areas have become safer as a result, ongoing population displacement (over 164,000 January- April 2010) and protection cluster monitoring of human rights violations (up 246% January-February in South Kivu after the launch of Amani Leo) are indications of continuing fallout for civilians. A survey conducted by Oxfam and partners in North and South Kivu in April 2010 enquired into the experiences of people in areas affected by the military operations. It found that, for 60% of respondents this year, things are worse than in 2009.

29. Women and Radicalisation in Kyrgyzstan

Abstract:
Kyrgyzstan's in­creasingly authoritarian government is adopting a counter-productive approach to the country's growing radicalisation. Instead of tackling the root causes of a phenomenon that has seen increasing numbers, including many women, joining groups such as Hizb ut-Tahrir (HT), it is resorting to heavy-handed police methods that risk pushing yet more Kyrgyz towards radicalism. The authorities view HT, which describes itself as a revolutionary party that aims to restore by peace­ful means the caliphate that once ruled the Mus­lim world, as a major security threat. But for some men and ever more women, it offers a sense of identity and belonging, solutions to the day-to-day failings of the society they live in, and an alternative to what they widely view as the Western-style social model that prevails in Kyrgyzstan. Without a major effort to tackle endemic corruption and economic failure, radical ranks are likely to swell, while repression may push at least some HT members into violence. This report focuses pri­marily on the increasingly important role that women are playing in the movement.

30. Gender and Informal Sector Analysis in India: Economy Wide Approaches

Abstract:
The main purpose of this paper is to look at the incorporation of gender and the informal sector within a general equilibrium framework for India. Moreover, we clarify some important links between a gender aware informal sector based social accounting matrix (SAM) and general equilibrium models such as the computable general equilibrium (CGE) models including as a special case the fixed price multiplier (FPM) models. In particular, economy wide modelling of gender and the informal sector is facilitated by the use of national level data and constructing the base data set as an SAM. Another important strategy is to conceptualize the economy within gender structures, entailing the recognition of gender relations as an intervening variable in all economic activities.
