Abstract:
Transatlantic cooperation has, ever since the election of President Donald Trump, been a topic of contention and concern in Europe, and created a lot of questions regarding whether the fundamentals of the transatlantic relationship were being questioned. Concerns about US engagement in NATO, a potential dissonant threat perception towards and relationship with China and Russia, and the tensions around trade agreements, and in general a perceived defiance of international liberal order are all issues that have ranked high on the agenda of European leaders since early 2017, and that continue to represent - among other issues - topics that require a deeper discussion at the political and the expert level.

12. Trump, Kim and the North Korean Nuclear Missile Melodrama

Abstract:
The Trump–Kim summit is a distinct new phase in the dramatic cycle that defines the North Korea nuclear issue and the peninsula’s highly theatrical brand of geopolitics. Now that North Korea has finally reached the threshold of a nuclear missile capability to directly threaten the US mainland, its scripted brand of hyperbole and brinksmanship is encountering a different sort of melodrama: the political theatre of Donald Trump. The North Korean nuclear issue cannot be understood without an appreciation of the fundamental tension within inter-Korean relations. There is no precedent for a minor, revisionist power developing an asymmetrical nuclear deterrence relationship with the United States. The result is unlikely to be stable.

Abstract:
South Korea is at a critical crossroads. The future of the liberal international order, a major source of strength for Seoul, is unclear. President Donald Trump has repudiated the longstanding American role of upholding the liberal order. While Beijing has been quick to capitalize on this policy shift, the norms China seeks to promote either fall short of or run counter to the advancement of an open and rules-based international system. Although South Korea may be caught between these two great powers, it is by no means powerless to influence how international economic norms are advanced. To best meet its economic and even strategic interests, the Moon administration should begin negotiations to have South Korea join the remaining countries in the Trans-Pacific Partnership, known as the CPTPP.

14. Tensions in U.S.-Korea Economic Relations

Abstract:
Following a relatively successful period for U.S.-South Korea economic relations under the Bush and Obama administrations, Washington and Seoul have entered a new period of economic tension in the Trump administration. Unlike prior U.S. presidents, who placed a priority on negotiating fair rules in the United States’ economic relationships, President Trump has prioritized outcomes. As a result, one of his administration’s earliest moves was to renegotiate the KORUS Free Trade Agreement. While the results of the renegotiation were modest, they may help to expand the sale of American automobiles in the Republic of Korea in the long-run. The largest outcome of the negotiations may be to protect the Ford Motor Company from South Korean competition in the U.S. market as the company transitions to sales focused on light trucks. While the renegotiation has eased tensions for the moment, the prospect of economic engagement with North Korea, the Trump administration’s continued use of national security to erect trade barriers, and the emergence of new technologies such as artificial intelligence and autonomous vehicles could result in growing tensions in the relationship.

In the first issue of our 20th volume, the cooperative and conflictual nature of climate change in international relations is explored. Rafael Leal-Arcas analyzes the necessity of a symbiotic relationship between bottom-up and top-down negotiations to implement clean energy consumption. Following, Caitlin Werrell and Francesco Femia begin this issue's dialogue on climate change and security. Carmel Davis discusses the effects of climate change on Sub-Saharan Africa's ability to develop and subsequently mitigate conflict. Similarly, Ziad Al Achkar outlines the economic, environmental, and security threats in the Arctic as its ice continues to melt. Zhao Ang then discusses China's ability and incentives to pursuing a greener economy. Following, Buddikha Jayamaha, Jahara Matisek, William Reno, and Molly Jahn discuss the security and development of climate change implications in the Sahel region. The main portion of this issue proudly concludes with the Journal's interview with former Swiss Ambassador Therese Adam on climate change negotiations and the great potential for civil society engagement. Following the climate change portion of this issue, we feature a special sup-topic: Africa Rising. Here, Peter Schraeder discusses the effects of President Donald Trump's foreign policy in Africa. 16. Japan in the Driver’s Seat? Reshaping the Regional Trade Order without the United States

Abstract:
On January 28, 2018 representatives from eleven countries, following the strong leadership of Japan, agreed to a modified version of the Trans-Pacific Partnership (TPP). This new pact —renamed the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTTP), or TPP-11—was formally signed in Chile on March 8. The treaty will take effect once ratified by at least six member countries. Japan is planning to push the treaty through the Diet within 2018 and anticipating that it will come into force sometime in 2019. The agreement represented a major recovery by the eleven countries following initial expectations that TPP was dead after the election of Donald Trump. Trump, as an early follow through on his xenophobic and unilateral campaign promises, signed an executive order pulling the United States out of the TPP within one hundred hours of his inauguration. With that stroke of his pen, Trump wiped out 10 years of work on the so-called “Pacific” route to regional trade integration, anchored on the U.S. market. It also defied multiple analyses demonstrating the strong economic benefits that TPP would provide for the United States. Turmoil immediately prevailed among the remaining eleven signatories. Japanese prime minister Abe, for example, only weeks after Trump’s election announced, “TPP is meaningless without the U.S.” Singaporean prime minister Lee Hsien Loong argued, “if the TPP does not go ahead, it would be a great loss for the rest of the member economies.” The National Interest was typical in its skepticism about both the survival of TPP and the long-term implications for the Asia-Pacific. In an article entitled “TPP is Dead; Now What?” it observed: “The United States’ withdrawal not only throws away the potential for a trade agreement but may cause countries that expended significant political capital for the TPP to retreat from free trade for the foreseeable future.” That China will be the primary beneficiary of Trump’s withdrawal was a widespread conclusion.5 In fact, as the signing of the CPTPP indicated, all eleven countries were prepared to recommit themselves to the deal and to continue to advance the goals of a liberal trading order in the region.

17. Doubling Down on the U.S.-South Korea Alliance: Olympics Diplomacy Did Not Breach Trust, but TrumpMoon Confidence Is in Jeopardy

The U.S.-ROK alliance faced a quickening pace of North Korean provocations in 2016-17, with Pyongyang violating UN Security Council resolutions dozens of times. Those violations included a fourth nuclear test in January 2016, fifth in September 2016, and sixth in September 2017, as well as numerous missile tests of various trajectories from different platforms. North Korea tested intermediate-range missiles overflying Japan and missiles of intercontinental range on lofted trajectories, while developing road-mobile and submarinelaunched ballistic missiles. As policymakers in Seoul and Washington coordinated responses to those provocations, changes in national leadership and domestic political preferences brought into question the bilateral trust the alliance needs to deter conflict, reassure publics, and promote regional cooperation. Elections have consequences, even before votes are cast. Enduring international security alliances are based on shared national interests and a track record of diplomatic commitments and military cooperation. For allies with highly integrated defense policies, such as the United States and South Korea, it is natural for policymakers and citizens to keenly observe the national elections of the other country. Will the next government be a reliable partner, or will it fail to honor existing agreements? Will the incoming leadership improve relations, or will it downgrade cooperation? These questions were being asked before Donald Trump and Moon Jae-in were elected. The search for answers inevitably involves speculation, feeding expectations that are often overly optimistic or pessimistic. Ahead of Trump’s election, his campaign rhetoric questioned the terms and intrinsic value of the alliance to an extent not seen since Jimmy Carter’s 1976 campaign promise to withdraw U.S. troops from the Korean Peninsula. President Moon came to power on the heels of conservative president Park Geun-hye’s impeachment and removal for corruption. Moon’s politics are notably more progressive than Park’s or Trump’s, including a record of pro-engagement policies toward North Korea. Against this backdrop, Kim Jong-un delivered his 2018 New Year’s Day address claiming that North Korea has the ability to hit any U.S. city with a nuclear-armed missile, but that Pyongyang is ready to re-engage Seoul via participation in the Winter Olympics.

18. The Mirjaveh Operation: Why has Iran been keen not to escalate with Pakistan?

Iran has reacted swiftly after the kidnapping of 14 of its soldiers from the Basij and border guards in Mirjaveh, along the border with Pakistan, on October 16. Tehran summoned the Pakistani ambassador to inform him that Islamabad should take the necessary actions to secure the release of soldiers after being transferred to Pakistan. Remarkably, Iran has been keen- this time - not to escalate with Islamabad, unlike previous incidents, the latest of which was the killing of 10 Iranian soldiers, on April 26, 2017, which prompted Iran to threaten military intervention if the Pakistani government did not launch strikes against the armed groups that carry out such operations. Iran went further, firing mortar shells on the border on May 27, 2017. This cannot be separated from Iranian efforts to handle the fallout of the new US sanctions, as well as the implications of Imran Khan’s rise to power in Islamabad.

Abstract:
Despite US determination on the strict application of its sanctions on Iran, it has granted a waiver for the development of Iran’s Chabahar port, in which both India and Afghanistan participate. In addition, it granted waivers for eight Iranian oil-importing countries from sanctions, temporarily, until they find other alternatives. The move, announced by US Secretary of State Mike Pompeo, on November 7, seems to be closely related to Washington’s assessment of its relations with Asian powers, particularly India and China, as well as the future of political and security arrangements in Afghanistan. However, this move could send mixed signals that might ultimately affect Iran’s stance on sanctions.

20. Autopilot: East Asia Policy Under Trump

Donald Trump has put US policy in East Asia on autopilot. But that could leave the United States far off course — and in a crisis, Trump will be required to fly the plane. Despite President Donald Trump’s promise to adopt an America First foreign policy, US policies in East Asia — on issues from trade, to diplomatic engagement, to the North Korean nuclear crisis — now more closely resemble those of Trump’s predecessors than his campaign vision. There are few advisers around President Trump with the necessary expertise, experience, and inclination to implement an America First foreign policy in Asia. Most principals hold conventional Republican views, and lead institutions that have advanced conventional policies. As a result, US policy in East Asia is on autopilot. The greatest risks are not a deliberate crash, but that of a crisis, in which the autopilot will disengage and President Trump will be required to fly the plane; or that the United States will drift far off course before a qualified pilot can retake control.
