41. The Institutionalisation of Climate Policy in India: Designing a Development-Focused, Co-Benefits Based Approach

Abstract:
While there is growing attention to climate policy, effective coordination, design and implementation of policy require attention to institutional design for climate governance. This paper examines the case of India, organized around three periods: pre-2007; 2007–2009 and 2010-mid-2014, providing institutional charts for each. Several key themes emerge. First, the formation of climate institutions have frequently been driven by international negotiations, even while filtered through domestic context. Second, once established, institutions tend not to be stable or long-lasting. Third, while various efforts at knowledge generation have been attempted, they do not add up to a mechanism for sustained and consistent strategic thinking on climate change. Fourth, coordination across government has been uneven and episodic, reaching a high point with a specialised envoy in the Prime Minister’s Office. Fifth, the overall capacity within government, in terms of specialised skills and sheer numbers of personnel remains limited. Sixth, capacity shortfalls are exacerbated by closed structures of governance that only partially draw on external expertise. Seventh, institutional structures are not explicitly designed to enable India’s stated objective of climate policy in the context of development, which implies specific attention to co-benefits and mainstreaming.

Climate-related disasters and food crises are devastating thousands of lives and holding back development across Asia. A year on from the devastating super-typhoon Haiyan in the Philippines, Oxfam calls for governments across Asia, backed by regional and global institutions and fair contributions from wealthy countries, to ramp up efforts to address these challenges. Without greater investment in climate and disaster-resilient development and more effective assistance for those at risk, super-typhoon Haiyan-scale disasters could fast become the norm, not the exception.

Abstract:
Like people born shortly after World War II, the international human rights movement recently had its sixty-fifth birthday. This could mean that retirement is at hand and that death will come in a few decades. After all, the formulations of human rights that activists, lawyers, and politicians use today mostly derive from the UN Universal Declaration of Human Rights, and the world in 1948 was very different from our world today: the cold war was about to break out, communism was a strong and optimistic political force in an expansionist phase, and Western Europe was still recovering from the war. The struggle against entrenched racism and sexism had only just begun, decolonization was in its early stages, and Asia was still poor (Japan was under military reconstruction, and Mao's heavy-handed revolution in China was still in the future). Labor unions were strong in the industrialized world, and the movement of women into work outside the home and farm was in its early stages. Farming was less technological and usually on a smaller scale, the environmental movement had not yet flowered, and human-caused climate change was present but unrecognized. Personal computers and social networking were decades away, and Earth's human population was well under three billion.

Considering its linkages with various areas such as energy security, economic growth and diplomacy, and indeed its importance in terms of future political stability, climate change is a major 'game-changer' in international relations. The issue of climate change, and how to deal with it, therefore presents governments with a significant opportunity to reshape the international order in the light of the major global transformations currently underway. The development of the climate change regime presents the EU with both an opportunity and a threat, in as much as it may either accelerate Europe's decline as a foreign policy actor or, on the contrary, reinvigorate its diplomatic ambitions.

Abstract:
Some of the most dramatic energy developments of recent years have been in the realm of natural gas. Huge quantities of unconventional US shale gas are now commercially viable, changing the strategic picture for the United States by making it self-sufficient in natural gas for the foreseeable future. This development alone has reverberated around the globe, causing shifts in patterns of trade and leading other countries in Europe and Asia to explore their own shale gas potential. Such developments are putting pressure on longstanding arrangements, such as oil-linked gas contracts and the separate nature of North American, European, and Asian gas markets, and may lead to strategic shifts, such as the weakening of Russia's dominance in the European gas market.

Abstract:
From 2006 to 2011, the Asia-Pacific Partnership on Clean Development and Climate (APP) provided a non-legally binding framework based on a public–private partnership to support projects towards clean development and climate objectives in seven countries in the region. Three of the eight sectoral APP task forces (on power generation and transmission, cement and steel) are to continue their activities under the Global Superior Energy Performance partnership (GSEP), with a stronger focus on energy efficiency and environmental performance, and participation expanded to the global scale. This decision was based on the official view that the APP activities were successful and could lead to other successes in similar initiatives with similar working formats.

Worldwide, about 1.3 billion people lack access to electricity (one in five people), while unreliable electricity networks serve another 1 billion people. Roughly 2.7 billion—about 40 percent of the global population—lack access to clean cooking fuels. Instead, dirty, sometimes scarce and expensive fuels such as kerosene, candles, wood, animal waste, and crop residues power the lives of the energy poor, who pay disproportionately high costs and receive very poor quality in return. More than 95 percent of the energy poor are either in sub-Saharan Africa or developing Asia, while 84 percent are in rural areas—the same regions that are the most vulnerable to the adverse effects of climate change.

Abstract:
The Arctic ice is melting. If current trends continue, there will be dramatic changes in the region, with far-reaching implications. At the same time, the receding ice opens the region to economic development, including through the exploitation of previously inaccessible hydrocarbons and minerals. In September 2011, both the Northern Sea Route (along Russia's north coast, formerly known as the Northeast Passage) and the Northwest Passage (along the northern coasts of Alaska and Canada) were open for some time, potentially creating shorter shipping routes between Asia, Europe and North America. Increased human activity in the sparsely populated and in hospitable Arctic requires new initiatives to achieve safety and security for the region's environment and its inhabitants and visitors.
