Abstract:
The Covid-19 pandemic, which began as an outbreak in Wuhan in late 2019, has claimed millions of lives and caused unprecedented disruptions. Despite its generation-defining significance, there has been a surprising lack of independent research examining the decisions and measures implemented in the weeks leading up to the Wuhan lockdown, as well as the missteps and shortcomings that allowed the novel coronavirus to spread with minimal hindrance. In this book talk, Wuhan: How the COVID-19 Outbreak in China Spiraled Out of Control, Dali L. Yang scrutinizes China's emergency response to the Covid-19 outbreak in Wuhan, delving into the government's handling of epidemic information and the decisions that influenced the scale and scope of the outbreak. Yang's research reveals that China's health decision-makers and experts had an excellent head start when they implemented a health emergency action program to respond to the outbreak at the end of December 2019. With granular detail and compelling immediacy, Yang investigates the political and bureaucratic processes that hindered information flows and sharing, as well as the cognitive framework that limited understanding of the virus's contagiousness and hampered effective decisions and enabled the outbreak to spiral out of control.

Abstract:
As the result of the ongoing military reform, the military’s guiding and leadership role over civilian bureaucracies seems to be strengthened. Meanwhile, the responsibilities of the State Council and local governments on NDM have been substantiated, and the administrative work which the PLA used to undertake has been transferred to local governments. A clearer division of labor between the military and civilian bureaucracies allows the PLA to focus on the development of combat capabilities without being distracted by administrative work, while more attention and resources devoted to national defense projects by civilian bureaucracies are likely to improve NDM work. National defense mobilization is an area where the PLA and civilian bureaucracies need to cooperate closely during peacetime to allow an effective generation and mobilization of national resources during wartime. The national defense mobilization system (NDM system), composed of civilian bureaucracies and the PLA bureaucracies, used to be characterized by a bureaucratic structure in which the military sat above local governments and both guided and administered a significant portion of administrative work related to national defense development.

3. Bureaucrats and the Korean export miracle

Abstract:
Does bureaucratic capacity matter for growth miracles? This paper investigates how much the effect of an industrial policy during South Korea’s growth miracle depends on bureaucratic capacity. We find that the bureaucrats implementing the policy greatly change its effect on exports – the variable targeted by the policy and key to South Korea’s economic success. These bureaucrats manage offices that promote exports on appointments to 87 countries between 1965, when South Korea was one of the world’s poorest countries, and 2000. We exploit the three-yearly rotation of managers between countries to show that increasing bureaucrat ability by one standard deviation causes a 37% increase in exports. This effect is comparable to the policy’s average effect – estimated from office openings. Hence, this industrial policy entirely depends on bureaucratic capacity: It has no effect when implemented by a bureaucrat one standard deviation below average. We find evidence for a key mechanism via which better bureaucrats increase exports: transmitting information about market conditions. Under better bureaucrats South Korean exports increase more strongly with a country’s import demand – taking advantage of this demand. Finally, we investigate whether bureaucrat experience increases South Korean exports. We isolate quasi-random variation in experience: a product’s import demand growth during the bureaucrat’s first appointment. Such experience increases exports in subsequent appointments of this bureaucrat. This highlights that organizational capacity grows endogenously, implying a novel channel for path dependence in organizational capacity.

On August 28, Shinzo Abe, the longest-serving prime minister in Japan (2,822 days) stepped down and was replaced by Yoshihide Suga, Abe’s former Chief Cabinet Secretary. Having long focused on internal politics and the intricacies of Japanese bureaucracy, Prime Minister Suga is now facing the task of navigating an increasingly tense and uncertain strategic situation, with stakes going far beyond Japan’s borders and immediate environment in the context of the unresolved COVID-19 pandemic.1 The challenges that Prime Minister Suga is facing are manifold and diverse; some can be considered long-term or permanent. Others are relatively new or continued trends with new effects on the strategic balance of power and threats to the region and beyond.

Myanmar has opened up to democratic and economic reforms. Bureaucracy is one of the chosen agents of reforms, both political and economic. Bureaucracy faces the difficult task to reform itself for optimum delivery of reforms. Structural changes are required in transforming the bureaucracy into a development agent. Capacity building of the bureaucracy, without compromising its independence, is required for the effective implementation of reforms. A restructured and informed bureaucracy should be Myanmar's preferred agent of change.

Abstract:
This brief examines the issue of transparency during and after the period of political dominance by the Liberal Democratic Party of Japan (LDP) which ruled with only a brief nine-month interruption from 1955–2009. It highlights two related but analytically separate dimensions of governmental transparency—transparency in decision-making processes and transparency in official policies. The first concentrates on the public visibility of how agencies decide on matters under their jurisdiction; the second focuses on how visible actual government policies are to those most affected by them and to the general citizenry. I argue that Japanese agencies have been far more open on policy content than on the processes by which those decisions were reached. In addition, this brief examines recent changes designed to foster greater transparency in both process and policy, including a Freedom of Information Act, e-government provisions, enhanced roles for parliamentary inquiry, a greater role for nongovernmental organizations, and other measures. It also highlights the broad shifts in government attitudes toward transparency under the Democratic Party of Japan (DPJ), which has governed since 2009.

Abstract:
The two trials that have been occupying the Turkish national agenda today are likely to be the milestones of Turkey’s ability to rid itself of an opaque regime shaped under bureaucratic tutelary. One of the trials concerned the closure of the incumbent Justice and Development Party (AK Party) and has finally been concluded, with a narrow victory for the ruling party and democratic governance. The other is the Ergenekon case, which may unravel the illegal nationalist organization intent on overthrowing the government and bringing an isolationist dictatorial regime under the guise of national sovereignty. The attempt to close the AK Party—deemed the center of anti-secular activities threat- ening the state—began with a Constitutional Court verdict annulling a newly enacted law that lifted a headscarf ban at universities. Prime Minister Recep Tayyip Erdogan’s reply was to accuse the Court of overriding Parliament and threatening national stabili- ty—its headscarf policy is part of democratic reforms to advance free speech and minor- ity rights and has the support of the EU, which Turkey seeks to join. This is true, how- ever much the party lost enthusiasm for liberalizing and democratizing Turkey’s system as part of its EU bid. In its late July decision, the judiciary narrowly allowed the AK Party to survive—and, with other political and civic organizations, to broaden the base of political participation and public discourse. This is all to the good, though the fact that the case was brought to begin with remain troubling. The question is whether or not Turkey will be able to expose its alternative history, bludgeoned by human rights violations, thousands of unsolved assassinations, restric- tions put on liberties, and military interventions in the political process and start a new age marked with liberal ideals.
