2861. Remembering George Kennan: Lessons for Today?

Abstract:
Kennan's thinking and policy prescriptions evolved quickly from the time he wrote the “Long Telegram” in February 1946 until the time he delivered the Walgreen Lectures at the University of Chicago in 1950. His initial emphasis was on the assessment of the Soviet threat. With new documents from the Soviet archives, we can see that the “Long Telegram” and the “Mr. X” article contained both brilliant insights and glaring omissions. After he was appointed by Secretary of State George C. Marshall to head the newly formed Policy Planning Staff, Kennan's thinking evolved from a focus on threat assessment to an emphasis on interests. Believing that the Soviet threat was political and ideological, and not military, Kennan stressed the importance of reconstructing Western Europe and rebuilding western Germany and Japan. The key task was to prevent the Kremlin from gaining a preponderance of power in Eurasia. Kennan always believed that containment was a prelude to rollback and that the Soviet Union could be maneuvered back to its prewar borders. Eventually, the behavior of the Kremlin would mellow and its attitudes toward international relations would change. The United States needed to negotiate from strength, but the object of strength was, in fact, to negotiate—and compromise. It was important for the United States to avoid overweening commitments. American insecurity stemmed from a mistaken emphasis on legalism and moralism. The United States could not transform the world and should not seek to do so. Goals needed to be modest, linked to interests, and pursued systematically. Kennan would have nothing but disdain for a policy based on notions of a “democratic peace.” But the empirical evidence of social scientists cannot be ignored. Should the pursuit of democracy no longer be seen as a value, but conceived of as an interest?

South Asia has come a long way since the days of SEATO and CENTO1 —the U.S.- sponsored pacts to contain China and keep India under check. Gone are the days when the Seventh Fleet flexed its muscle on the Bay of Bengal in support of a beleaguered Pakistan in its military campaign against the “mukti bahini”—the freedom fighters in erstwhile East Pakistan, now Bangladesh. Once the leader of the non-aligned, the Indian government has not expressed even a whimper of protest about what has been happening to Iraq, Lebanon, or Gaza. India and the United States now are “natural allies,” apparently forged primarily by mutual economic interests. But there was the China factor as well. Although left unsaid, China entered in to the calculation of both India and the United States. The Bush administration is careful not to revive the notion of the Cold War policy of containing China, but many in the Congress are not so reticent. At the same time, the Indian government is equally careful to highlight the growing normalization of relations and the growing trade ties with Beijing. But the clamor in the security community in New Delhi is all about countering China—a topic I heard repeatedly during my recent visit to the region. So its importance cannot be discounted. But the economic incentives of the deal have not earned as much scrutiny, a major oversight in the public discourse.

2863. Waiting for Goldilocks: Getting Japan’s Foreign Policy Just Right

Generations of American parents have read their children a story called "Goldilocks and the Three Bears." It is the story of a young girl who wanders into the bears’ home in the woods. Goldilocks sits on chairs that are too big and too small, before find- ing one that is “just right.” She rejects bowls of their porridge as being too hot and as too cold, until she finds one that is “just right.” Like most children’s stories, Goldilocks is metaphorical. Americans use it to describe the process of finding just the right balance between alternatives that are too extreme. This metaphor captures the challenges awaiting Abe Shinzo, Japan’s new prime minister very nicely—particularly in the areas of foreign and secu- rity policy. His predecessor, Koizumi Junichiro, had already been like Goldilocks in his extended effort to find just the right policy toward North Korea. In his 2002 visit to Pyongyang he explored engagement, only to adopt toward a harder, more confrontational line. If the first was too hot and the second too cold, Abe is left with the responsibility to find a policy toward the DPRK that is “just right.” North Korea’s nuclear weapons test in October 2006 and its July 2006 missile tests certainly do not make this any easier.

2864. South Korea’s Soft Power Diplomacy

Abstract:
Seoul Policymakers have begun to use the concept of "soft power" in recent years, and they have found it to be an attractive foreign policy tool. Since the end of the Korean War, South Korea has strived to build up its "hard power"—a strong military to contain an aggressive North Korea and economic growth to pull the South out of poverty. Having achieved rapid economic development, a consolidated democracy, and reconciliation with the North, South Korea now looks out at the world from a small peninsula. For policy entrepreneurs seeking the best way to enhance their country’s international standing, Joseph Nye’s celebrated notion of soft power—defined as "the ability to get what you want through attraction rather than coercion or payment" (Nye 2004)—is appealing. Scholarly debates now have turned to the more difficult and practical question of how to infuse South Korean diplomacy with this notion of soft power following the inauguration of the Lee Myung-bak government. Adding the marketing concept of "branding" to soft power, the government established the Presidential Committee on Nation Branding in January of 2009.

Since the Asian crisis, the IMF has undergone a deep process of soul searching, trying to extract lessons from the experience. External criticism has been abundant, and basically all three of the IMF's main areas of work – surveillance, crisis prevention and resolution, and poverty reduction – have been called into question. Several years later, there is a feeling that not much has been achieved, and key questions remain unanswered. As the world business cycle matures, and thus the likelihood of further crises slowly increases, it is critical for the stability of the world financial system to discuss what the IMF's business model should look like.

To describe the Transnistrian conflict as 'frozen' is becoming less and less appropriate. Although the conflict remains unresolved, there have been a number of significant and at times dramatic developments in recent years, both in the diplomatic efforts to negotiate a settlement, and in the underlying geopolitical alignments and political and economic structures sustaining the conflict. It is argued here that these changes are primarily because of the European Union.

On the 10th of May the EU and Russia signed four 'roadmap' documents at summit level in Moscow, on the Common Economic Space, the Common Space of Freedom, Security and Justice, the Common Space of External Security and the Common Space on Research, Education and Culture. This was the culmination of two year's work since the May 2003 summit that decided in principle to create the four spaces as a long-term project. It was intended also to give new momentum to the relationship, after seeing that the Partnership and Cooperation Agreement of 1994 had not become a motor for anything very substantial, while the subsequent phase (in 1999) of swapping common strategy documents also led nowhere in particular.

This report is intended to outline the work that has been undertaken to restore and improve the livelihoods of tsunami-affected people. It recognises the poverty in which many people were living before the tsunami. It describes how the tsunami destroyed what meagre livelihoods these people had, and how it threatened to plunge millions more into poverty.

Cotton is an important crop for some of the poorest areas of China, and millions of cotton farmers depend on it for their livelihoods. Cotton's high economic returns have helped, and continue to help, bring many farmers in the poor western provinces of Gansu and Xinjiang out of poverty. Cotton production is not only essential to the development of China's textile industry; it is also a labour-intensive crop that demands a large workforce in rural areas. It has thus contributed to easing the pressures of rural underdevelopment in China, at a time when the country is faced with seriously high levels of surplus labour and lack of development potential in rural areas.
