2851. International Finance and the Developing World: The Next Twenty Years

Abstract:
Much has changed in international finance in the twenty years since UNU-WIDER was founded. This paper identifies five broad contours of what we might expect in the next twenty years: the flow of capital from ageing societies to the more youthful economies of the South; the growth in the financial services industry in emerging economies and the consequences for their capital flows; the current strength in emerging market debt, and whether this represents a change in fundamentals or merely the effect of low global interest rates; the impact of globalization in goods markets in lowering inflation expectations, and therefore global bond yields; and the implications of the adjustment in global imbalances between Asia (in particular China) and the United States for emerging bond markets as a whole. The paper ends by noting the paradox that today we see ever larger amounts of capital flowing across the globe in search of superior investment returns, and yet the financing needs of the poorer countries are still largely unmet.

Abstract:
It has been nine months since the fourth round of Six-Party Talks concluded with a joint statement of principles. Unfortunately that statement now appears to be the high-water mark of the six-party process rather than a baseline for future negotiations. Even if the prospects for near-term movement on the negotiating front appear slim, the process may still prove useful as a crisis management tool until negotiations are once again possible.

Abstract:
Since they reorganized their forces in Pakistan in 2003, Taliban and other anti-government militia have sought to disrupt democratization efforts and sow a climate of fear in Afghanistan. As a result, violence has crept back onto the international radar screen in the last couple of years, a brutal reminder the insurgency is far from defeated. This rise in bloodshed is particularly problematic today, as U.S. forces begin this summer to transfer control of insurgent-heavy regions of the country to NATO. The U.S. Institute of Peace held a recent special session of its Afghanistan Working Group dedicated to this topic, with counterinsurgency experts Seth Jones of the RAND Corporation and Colonel David Lamm of National Defense University. Abstract:
The Afghan government and international community have charted out a joint strategy to tackle the country's most pressing challenge: building state institutions. Approved earlier this month at a conference in London, the Afghanistan Compact maps out the country's way ahead and reaffirms the shared commitment of the international community. USIP held a Current Issues Briefing in early February 2006 to review the Afghanistan Compact. The speakers at the briefing were Barnett Rubin, director of studies at the Center on International Cooperation at New York University, and Alex Thier, senior advisor in USIP's Rule of Law program. Beth DeGrasse, coordinator of USIP's Afghanistan Working Group, moderated the discussion.

I have tried to investigate the transformation of soldiers to civilians in the aftermath of war. The purpose of the research is to facilitate practical recommendations of DDR to be used in future cases of post-conflict peace-building.

2856. Integration without Joining? Neighbourhood Relations at the Finnish-Russian Border

The Finnish-Russian border is one of the oldest dividing lines on the European continent, but also the most stable and peaceful new border the EU has been sharing with Russia since 1995. After the fall of the Iron Curtain, it became bot h a site and an instrument of increased cross- border interaction and institutional innovation, as illustrated by the establishment of Euregio Karelia in 2000. The paper recalls the historic al background of good-neighbourhood in the Finnish-Russian/Soviet borderlands and calls on constructivist IR theory to elaborate a model for analysing the factors, actors and mechanisms that contributed to the partial integration of this frontier. With Russian regions adjacent to the EU/Finnish border participating in the Northern Dimension, cross-border cooperation contributed to the growing regionalisation of the EU-Russia “strategic partnership”. The pa per addresses the challenging conceptual and political issues posed by this trend towards an “integration without joining” at the EU's external border.

A party to the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) since 1985, North Korea in 2003 admitted that the country had nuclear weapons; a message that stunned the world. The announcement was made following a long conflict with the International Community (IC) where first the North Korean regime had limited International Atomic Energy Agency (IAEA) inspections in 1992 and since had been playing a dangerous tit-for-tat game with the IC over its nuclear program.

An effective state is able to mobilize revenue and spend it on infrastructure, services, and public goods that both enhance human capital and the well-being of communities (especially the poor), as well as stimulating investment and employment creation by the private sector. An effective state also manages public finance to ensure that macroeconomic balance is maintained—with policy neither too restrictive to discourage private investment and growth, nor too accommodative to create high inflation and crowd out private investment. Fiscal issues are therefore at the heart of the state's role in the development process and failure in this policy area—whether it is in taxation, public expenditures, or in managing the fiscal deficit and public debt—can quickly undermine growth and poverty reduction. Fiscal weakness can also be fatal to social peace when one or more ethnic, religious, or regional groups are taxed unfairly—or receives too little in the allocation of public spending.

In Iraq and Afghanistan, as well as in countless other hotspots around the world, religion has been a major factor in matters of war and peace. Since religion often plays a significant role in conflicts, it also needs to be one of the factors addressed in mediating conflicts. Yet, because the United States separates religion from political matters to a greater degree than many other areas of the world, Americans frequently have difficulty understanding the crucial role religion can play in conflict transformation.
