Abstract:
China has taken the world with a different angle; an angle that kept China mostly behind its conservative mercantilist restrictions and access to foreign investors largely remained actively initiated. Even though China was admitted to the World Trade Organization (WTO) in 2001, and remained an observer to the General Agreement to Tariff and Trade (GATT), cost of receiving membership meant extreme modifications to Chinese system of economy. Modifications that required China to allow access and tariff concessions to global community and demanded Chinese nationalist mercantilist designs to be affable to international standards. This however, never meant that China would stop expanding, or at least take a recess from its economic augmentation. WTO quickly saw China rise to a point where even though it remained compliant to international economic norms, it still remained a formidable rebel to set patterns, tacitly compelling WTO and other international economic forums to feel impractical, if not impotent. Chinese economic investments, together with its dominance on international relations, has often raised questions on its intentions into becoming a member of WTO. It is often miscalculated that China intends to implode WTO from within by introducing a change in the international economic system through sheer pressure or somehow, China is strategizing to manipulate WTO as a nascent member in order to introduce another form of global competition against members that are already in antagonism towards China.

Abstract:
On the world map, Pakistan and China being the neighboring states are inclined to develop and strengthen their relations with each other. These two states can be called as the good neighbors who can assist each other during the time of crisis. Both countries have had always a welcoming attitude towards each other in different situations due to which right from their independence till today in the 21st century, they are cooperative, supportive, encouraging, and friendly states among the other states of the world. This article is based on the fact that apart from the diplomatic, cultural relations, Pakistan and China are making great attempts and efforts for building viable economic relations with each other. It is also to see that how much these two would be beneficial in their economic interests by making the Gawadar project in their journey of making progress in economic capabilities. What challenges are being faced by these states in terms of the economic corridor. It is assumed that However, through this macro-level economic project both Pakistan and China would lead up to reach their destinations along with the attainment of their national interests.

1144. Expanding Governance as Development: Evidence on Child Nutrition in the Philippines

Abstract:
Citizens in Mexico are trapped in between two illegitimate forces – the drug gangs and their criminal organizations and the police who are supposed to protect them. Through the use of list experiments within the Survey on Public Safety and Governance in Mexico (SPSGM), we measure the pervasiveness of drug gang activity as it pertains to strategies of coercion (extortion) and co-optation (offering help) to ordinary citizens. The list experiments also allow us to provide a mapping of the geography of drug activity and the extent to which not only the drug gangs, but also the police, engages in strategies of coercion. The paper seeks to provide a better understanding of which groups are most vulnerable and where is it that drug gangs have become most embedded in society. Our findings suggest that although narcotraficantes extort citizens the most in high violence regions and the police does so in low violence ones, both forms of extortion are present everywhere in Mexico. This has triggered a spiral of fear: drug gangs signal unambiguously that they are in control and will punish anyone who provides information to the government, while the police can’t credibly signal that they can regain control of the streets. Police corruption is hence an essential part of the story of Mexico’s violence. Ever more fearful citizens have turned to the narcos for help, we demonstrate, and hence many tacitly –or even openly– support them. The paper results suggest that public strategies emphasizing military action and harsh treatment might not affect the social embeddedness that protects drug gangs and criminal organizations. Instead, enhancing citizen trust within communities and shifting the reputation of police forces while improving the adjudication of justice are more likely to strengthen the social fabric.

1145. Export Crops and Civil Conflict

Abstract:
Many governments and international experts consider a move towards high-value export crops, such as fruits and vegetables, as an important opportunity for economic growth and poverty reduction. Little is known, however, about the effects of export crops in fragile and conflict- affected countries. We exploit movements in world market prices combined with geographic variation in crop intensity to provide evidence that increases in the value of a major export crop exacerbate conflict violence in the Philippines. We further show that this effect is concentrated in areas with low baseline insurgent control. In areas with high insurgent control, a rise in crop value leads to a decrease in violence but a further expansion of rebel-controlled territory. These results are consistent with the hypothesis that insurgents gain strength from extorting agricultural exporters and that insurgent strength has a non-monotonic effect on conflict violence because strong insurgent groups can establish local monopolies of violence.

Abstract:
FACING UP TO CLIMATE CHANGE IS A KEY CHALLENGE OF OUR TIME. We are on pace in 2016 to again record the warmest global temperatures ever measured; a distinction that now appears to be an annual occurrence. Weather is becoming less predictable, storms more intense, and drought and flooding more pervasive. This destroys livelihoods, impedes economic progress, and undermines the sustainable development gains we are working hard to achieve. Slowing down and ultimately reversing climate change requires us to lower our greenhouse gas emissions. And effectively pricing carbon emissions is a vital place to start. Pricing carbon through markets creates incentives, sets clear rules, and encourages regulated organizations to lower emissions in flexible ways that work for them. Like much in the current climate change arena, the main action on carbon markets is happening beneath the global scale. After years of chasing global mechanisms to price and trade carbon emissions credits, the landmark Paris Agreement of December 2015 both recognizes and provides political and policy space for efforts at local, state, and regional levels. The relevance of carbon markets is growing apace; almost doubling in scale since 2012 with forty states and twenty-three cities, regions, and provinces pricing emissions worth some $50 billion.

1147. Trade in Intermediate Goods: Implications for Productivity and Welfare in Korea

Abstract:
There have been voluminous contributions such as Daudin et al. (2011), Johnson and Noguera (2012), Koopmans et al. (2010), and Trefler and Zhu (2010) in measuring value added trade based on input-output tables as generalizations of the vertical specialization measures following Hummels et al. (2001). These studies focused on trade in intermediate goods as a key feature of recent global trade. In the case of Korea, about 50% of total exports and 70% of its total imports are intermediate goods trade. This paper contributes to the discussion about the trade in intermediate goods and productivity by revisiting Basu (1995), Jones (2011), and Lee and Pyo (2007) to examine implications of trade in intermediate goods for macroeconomic business cycles and productivity and welfare at the current stage of Korean development. The major revision of the Basu (1995) model is attempted by decomposing intermediate goods into domestically produced intermediate inputs and imported intermediate inputs to investigate implications of the model in a small open economy. The major finding is that the procyclicality of the intermediate goods usage relative to labor usage and TFP changes in both value added and gross-output regressions are significantly weaker in a small open economy like Korea than the large economy of the United States. We also investigate the effects of misallocation and multiplier effects due to intermediate goods on industrial productivity and efficiency following the model of Jones (2011). Since the effects of misallocation can be intensified through the industrial input-output structure of the economy, we calculate the intermediate goods multiplier by Korea's 29 manufacturing industries. We find technical changes and the degree of inefficiency are related with the magnitude of multipliers, but we leave a fundamental identification problem to future research

1148. China’s Development Finance to Asia: Characteristics and Implications

Abstract:
This paper examines the determinants of China's development finance to developing countries with a focus on Asia from 2000 to 2012. It uses a recent version of China Aid Data, one of the most reliable and publicly available data sources that systematically collect and differentiate different types of China's official development financial flows. This paper differs from previous studies in two aspects that (1) it analyzes a wider range of developing countries, moving beyond earlier research largely limited to Africa; and (2) it examines regional variation in China's motives for development financing. The findings show that China's allocations decision for concessional development flows, or ODA, has mixed motives of humanitarian, commercial and strategic interests. It is noteworthy that China's ODA appears not to be in competition against, but rather in a complementary form to, established donors in this period. Yet substantial regional variation is observed, suggesting different regional dynamics are at work. On the other hand, it is found that China's allocations decision for less-concessional development financing largely follows commercial considerations. This paper also provides detailed discussion of the trends in China's development finance to Southeast Asia, which is an Asian region critical for China's economic and foreign policy interests. The paper ends with a discussion of the implications of possible shift in China's overseas development finance strategy since 2011.

1149. The Upside of Nationalism: Politics for the Common Good in India

Abstract:
“The quality of life that a person leads,” writes Prerna Singh, “depends critically on where she leads it.” How Solidarity Works for Welfare: Subnationalism and Social Development in India is at its core an unpacking of that sentence and its implications for international development. Why do some states in India deliver better schools and health care systems than others? Economic factors explain some of this variation, but there are other forces, too. Singh’s novel argument marks a departure from existing theories about social welfare, which emphasize the importance of economic development or the nature and extent of democracy and political parties. Instead, Singh attributes this variation to the strength of collective identity—the sense of “we-ness”—among the state’s citizens. Her award-winning book received the Woodrow Wilson Prize for the best book in politics and the Barrington Moore Prize for the best book in comparative historical sociology, both in 2016. What was it that so impressed them? Using an innovative mix of statistical and comparative historical analyses, Singh packed her book with a wealth of evidence on the perplexing differences in social welfare between places that are otherwise similar demographically, socially, economically, and politically.

Abstract:
During the 2016 primaries, Donald Trump claimed he had more foreign policy experience than any of the GOP contenders. In fact, he has traveled widely to meet with presidents, prime ministers, financiers, and developers over the past decade as part of his highly profitable business of licensing the Trump name to large real estate developments around the world. On the campaign trail, Trump’s provocative statements about foreign policy have become part of the public record. From pressuring NAFTA members to bombing ISIS, his pledges have caused a stir in the arena of foreign relations. Publicly, candidate Trump threatened to close borders to Mexicans, slap tariffs on Chinese goods, restrict Muslims in the United States, among other vows. Without a record of public service to draw on, it is difficult to know how these declarations might translate into a Trump foreign policy. To understand what lies ahead for the new president, the Weatherhead Center for International Affairs asked its Faculty Associates in international relations to comment on the challenges and opportunities that await in five regions of the world: Africa, the Middle East and North Africa (MENA), Latin America, Europe, and China.
