Abstract:: On 6-7 May 2002, the National Intelligence Council and the Department of State's Bureau of Intelligence and Research sponsored a conference that examined the prospects for resolving regional conflicts involving four states of the former Soviet Union: Georgia, Armenia, Azerbaijan, and Moldova. The conference brought together outside scholars, regional experts and officials to discuss the conflicts in Abkhazia, South Ossetia, Nagorno-Karabakh, and Transnistria. The purpose was not to arrive at a consensus but to deepen understanding of the complex geopolitical dynamics at work in the region.

Abstract:: Peace in Nagorno - Karabagh will demand painful compromises from both Armenia and Azerbaijan. A “winner's peace” — one that only reflects the military gains of one side — will not foster long - term resolution of the conflict. The Shusha region of Nagorno - Karabagh has special symbolic meaning for Azerbaijanis. A key element in obtaining Azerbaijani acceptance of a peace agreement is the return of the Shusha region to Azerbaijani control and the guaranteed right of internally displaced Azerbaijani persons to return to the Shusha region.

Abstract:: From April 3 - 7, 2001 the Organization for Security and Cooperation in Europe convened negotiations in Key West, Florida, aimed at achieving a peace settlement for the Nagorno - Karabagh conflict. U.S. Secretary of State Colin Powell opened this set of talks between Azerbaijani President Heydar Aliyev and Armenian President Robert Kocharian, each of whom met separately with Secretary Powell in Florida and, subsequently, in Washington D.C. with President Bush. The United States, France and Russia were the mediators at the negotiations, as co - chairs of the OSCE “Minsk Group” (which includes 13 countries) established in 1992 as part of an effort to end the conflict. The chief negotiator on the U.S. side at Key West was Ambassador Carey Cavanaugh, who is the State Department's Special Negotiator for the conflict on a constant basis. The negotiations were held in proximity format, meaning that the facilitators held separate talks with each of the heads of Azerbaijan and Armenia.

Abstract:: The newly independent states of the region – Armenia, Azerbaijan and Georgia in the south Caucasus and Kazakstan, Kyrgyzstan, Tajikistan, Turkemistan and Uzbekistan in Central Asia – face the challenges of transition to full statehood and pluralist market economies while negotiating the presence of large oil and gas reserves. The complex relationship between external and internal challenges continues to unfold.

Abstract:: Over the past decade the South Caucasus region has faced bloody internal conflicts in Nagorno-Karabakh, Abkhazia and to a lesser extent South Ossetia. It continues to display potential for instability as Armenia, Azerbaijan and Georgia exhibit the combined characteristics of war-torn societies and countries in transition. Given the geostrategic importance of the Caucasus and the strong interests of regional and international powers—particularly in the potential energy output—renewed armed confrontations would have serious economic, political and security implications across national borders. Moreover, spill-over into other volatile zones could bring about the open intervention of powerful neighbors, such as Iran, Iraq, Russia and Turkey, and could threaten larger peace and security arrangements.

Abstract:: The perception that the disintegration of the Soviet Union constituted a major challenge to Russia's security is of a political and psychological, rather than an economic nature. The countries of the Caucasus and Central Asia—Georgia, Armenia, Azerbaijan, Kazakhstan, Turkmenistan, Uzbekistan, Kyrgyzstan, and Tajikistan—are neither an irreplaceable resource base for the Russian economy nor the only available market for its non-competitive products. Any efforts to see it otherwise will induce the region to strengthen its economic and military security with the help of outside powers as a buffer against Russia's ambitions for greater control.
