151. The Last Frontier of Globalization: Asylum and Citizenship in the Netherlands

Abstract:
Alla Sarkisyan and Ibrahim Mohammed are Dutch citizens who came to the Netherlands seeking asylum less than fifteen years ago. Today, they have accepted the Netherlands as their new home and their adopted country. Yet, indicative of their transnational journey, they continue to harbor strong feelings for their places of origin and culture. As Alla most poignantly stated, “the Netherlands is my home, but Russia and Armenia are in my blood.” Her sentiment reflects the shift towards a transnational conception of identity and moreover illustrates the changing nature of citizenship within this era of globalization. The mixed identity that she and countless others express poses a challenge to the traditional notion of citizenship espoused by the Dutch state. Alla and Ibrahim are just two examples of the thousands of recently arrived refugees and asylees who are reshaping the political and social landscape of the Netherlands. The stories of their integration into Dutch society exemplify the challenges and achievements of redefining citizenship in this time of globalization.

Abstract:
In her article “Turkey and Armenia Post –Protocols: Back to Square One?” Nigar Göksel provides the reader with a brief overview of the history of diplomatic relations between Turkey and Armenia. The article endeavours to shed light on the ways in which “the protocol framework” tried to stimulate a high-level diplomatic normalisation process between the two countries and further examines why this process broke down. As a potentially tricky period approaches, more clarity and communication is needed to create a conducive environment to move forward in the future. Only then will stumbling blocks, like the Nagorno-Karbakh conflict, be solvable. Nigar Göksel makalesinde Türkiye ve Ermenistan arası diplomatik ilişkilerin kısa bir tarihçesini okurla paylaşırken, geliştirilen “protokol çerçevesi” ile iki ülke arası normalleşme sürecine ışık tutuyor. Göksel bu sürecin neden uzun soluklu olamadığını araştırırken; siyasi çıkmazın aşılabilmesi, ileriye dönük somut adımlar atılması ve bölgesel anlaşmazlıkların (Dağlık –Karabağ sorunu gibi) çözülebilmesi adına, gelecek dönemde ülkeler arası açık politikalar izlenmesi ve doğrudan iletişim kurulması gerekliliğine dikkat çekiyor.

Abstract:
The article “Easing Mental Barriers in Turkey-Armenia Relations, written by Fulya Memisoglu from Cukurova University International Relations Department, hopes to shed light on the reconciliation and normalization process between Turkey and Armenia by focusing on the role and importance of intercultural exchange initiated by the civil society. Memisoğlu, provides the reader with an overview of the main themes addressed during the meetings in Adana, Yerevan and Istanbul organized in 2011 and 2012 by TESEV in collaboration with its local partners. As she argues, these meetings reveal that in addition to diplomatic efforts for normalization and reconciliation at state level, there is a crucial need to reach out to people and work on “people-to-people” relations between two countries in order to tackle perceptions of hostility and create intercultural dialogue. Abstract:
Almost three years have passed since the Protocols on Turkey-Armenia relations were signed in October 2009. With their failure to be ratified than a year later, Turkey-Armenia relations have once again seemingly fallen off of the Turkish government, media and public’s agenda. Three years from now on April 24, Armenians will commemorate the 100th anniversary of the mass massacres and deportations of Armenians that took place in the Ottoman Empire between 1915 and 1917. Without a new initiative to restart the rapprochement process, it seems like the next time the Armenia issue will be on Turkey’s agenda in a significant way will be during this commemoration. In short, official relations are “frozen” at present and perhaps for the near future. Yet GPoT Center’s extensive experience in “second-track” diplomacy and conflict resolution projects in various countries gives it a long-term view that lends it hope about future prospects for TurkeyArmenia relations. Particularly in Armenia, GPoT has enacted and continues to enact numerous exchange programs, roundtable discussions and research projects with its Armenian partners that bring together stakeholders from both countries to create and foster dialogue. The “Dialogue-Building between Turkey and Armenia” program was one of such projects. As GPoT Center Project Officers Susae Elanchenny and Narod Maraşlıyan show in this unique report, civil society and media can play an important role in the normalization process even when official relations are “frozen.” By providing the opportunity for Armenian and Turkish journalists, retired officials and civil society activists to have informed, respectful dialogue with one another, these projects can play a key role in “breaking the ice” in the rapprochement process.

Abstract:
The recent cycle of revolutions in Arab countries has caught policy-makers and experts off guard. The decades-long kleptocracy, systemic corruption, economic stagnation and censorship are merely some of named causes accounting for the shake-up of the old order in Europe's Southern Neighbourhood. The choices that citizens were deprived of making through the ballot box have been accomplished by taking to the streets. Policymakers and analysts are contemplating the possible scenarios for the countries that have finally brought down their dictators. EU leaders are debating support they can provide to help in the establishment of 'good governance.' Meanwhile questions are being asked about the possible implications of the successful revolutions beyond the Arab world and especially for the EU's Eastern neighbours. In his recent speech, the President of the European Council, Herman Van Rompuy, stated: “Although recent developments concentrated our political attention to the South, we certainly cannot afford to forget about the Union's Eastern neighbourhood.”

Abstract:
Twenty years after the fall of the Soviet Union and the independence of the three Caucasian Republics of Georgia, Armenia, and Azerbaijan, the region remains characterized by a state of “managed instability” due to the absence of solutions to the conflicts between Armenia and Azerbaijan (over the territory of Nagorno-Karabakh) and between Georgia and Russia (over territorial issues and political differences). Negotiation mechanisms aimed at solving these issues exist (since 1992 for Nagorno-Karabakh, and since 1991 for Georgia), but they do not appear to produce meaningful results, raising questions on the purpose of these mechanisms and the future of the region beyond the lasting status quo. A movement toward deeper instability in the region, which cannot be excluded, would pose a direct security threat to Europe, as well as to Russia.

Abstract:
For the Armenians of Palestine, the three decades of the Mandate were probably the most momentous in their fifteen hundred-year presence in the country. The period witnessed the community's profound transformation under the double impacts of Britain's Palestine policy and waves of destitute Armenian refugees fleeing the massacres in Anatolia. The article presents, against the background of late Ottoman rule, a comprehensive overview of the community, including the complexities and role of the religious hierarchy, the initially difficult encounter between the indigenous Armenians and the new refugee majority, their politics and associations, and their remarkable economic recovery. By the early 1940s, the Armenian community was at the peak of its success, only to be dealt a mortal blow by the 1948 war, from which it never recovered.
