- Politics Innovator: María Rachid, Argentina María Rachid never wanted to become a politician. But she is responsible for some of the most important human rights bills in Argentina's recent history, including the 2010 Marriage Equality Law, which legalized same-sex marriage, and the 2012 Gender Identity Law, which allows transgender people to change gender identity on official documents without prior approval. The 38-year-old has served in the Buenos Aires city legislature since 2011 for the governing Frente Para La Victoria (Front for Victory) coalition. A former vice president of Argentina's Instituto Nacional contra la Discriminación, la Xenofobia y el Racismo (National Institute Against Discrimination, Xenophobia and Racism—INADI), Rachid is a long time social activist who didn't always see party politics as the best way to accomplish change. “I never thought I would become a legislator,” she says, though she adds that she was always interested in politics “as a tool to construct a more just society.” Born and raised in Buenos Aires province, Rachid came out as a lesbian as an adult—around the same time that she came of age as a political activist, having left her law studies at the University of Belgrano to focus on a new career as an activist for women's rights and sexual liberation.

- Latin American Populism in the Twenty-First Century edited by Carlos de la Torre and Cynthia J. Arnson BY JOHN M. CAREY Legend has it that on his deathbed, Juan Domingo Perón, the former President of Argentina, uttered a curse condemning any would-be biographer to dedicate his or her career to defining populism. Or perhaps the curse was issued on the lost page of the late Brazilian President Getúlio Vargas' suicide note, or slipped in among the bills in an envelope passed surreptitiously by Alberto Fujimori to some Peruvian legislator, or whispered by the recently deceased Venezuelan President Hugo Chávez into the ear of his successor, Nicolás Maduro. No matter. Whoever first uttered the curse, it worked: political scientists studying the region have wrestled and been obsessed with the concept for decades. We want to write about populism. Indeed, we need to write about it, because populism is among the most important and persistent phenomena in modern Latin American politics. But because the populist label has been applied to such a broad array of phenomena, we are condemned to define it before we can embark on any serious analysis. Academic exactitude being what it is, this leads first to extended consideration of what others have held populism to be, followed by a self-perpetuating and seemingly inescapable cycle of judgment, distinction and justification.

- Previous works on vote-buying have highlighted that an informational advantage allows party machines to efficiently distribute discretionary transfers to voters. However, the microfoundations that allow party machines to electorally exploit their informational advantage have not yet been elucidated. The probabilistic model in this paper provides the microfounded mechanism that explains how party machines translate their informational advantage into more efficient allocation of discretionary transfers and win elections with higher probabilities than their contenders. Furthermore, its probabilistic design allows the model to account for why party machines target their own supporters with discretionary transfers. In-depth interviews with 120 brokers from Argentina motivate the model.

65. Women's Representation and Legislative Committee Appointments: The Case of the Argentine Provinces

- Over the last two decades a large number of countries worldwide have adopted a gender quota to increase women's political representation in the legislature. While quotas are designed to achieve equality in legislative power and decision-making, it is unclear if electing more women to legislative office is sufficient to accomplish institutional incorporation. Once women are elected to office, are they being incorporated into the legislative body and gaining their own political power, or are they being marginalized? Using an original data set that tracks committee appointments in the twenty-two Argentine legislative chambers over an eighteen-year period, I evaluate the extent to which women have access to powerful committee appointments—beyond traditional women's domains committees—and how women's access to committee appointments changes over time. I hypothesize that while women may initially be sidelined, as they gain more experience in the legislature they may overcome institutional barriers and develop institutional knowledge that will better equip them to work within the system to gain access to valuable committee appointments.

66. Informal Interference in the Judiciary in New Democracies: A Comparison of Six African and Latin American Cases

- This paper assesses the extent to which elected power holders informally intervene in the judiciaries of new democracies, an acknowledged but under-researched topic in studies of judicial politics. The paper first develops an empirical strategy for the study of informal interference based on perceptions recorded in interviews, then applies the strategy to six third-wave democracies, three in Africa (Benin, Madagascar and Senegal) and three in Latin America (Argentina, Chile and Paraguay). It also examines how three conditioning factors affect the level of informal judicial interference: formal rules, previous democratic experience, and socioeconomic development. Our results show that countries with better performance in all these conditioning factors exhibit less informal interference than countries with poorer or mixed performance. The results stress the importance of systematically including informal politics in the study of judicial politics.

- Political institutions strongly influence incentives to tax. In this article, I examine differences across national regimes in provincial taxation in Argentina from 1959–2001 and compare them to sub-national regimes under national democracy. I argue that elections fundamentally shape taxation by guiding career incentives of provincial leaders. Under autocratic regimes, sub-national leaders have strong motivation to tax because they answer to national leaders who reward extraction. I find that national autocrats tax at higher levels, using more difficult taxes. In democratic systems, governors judged by local constituents use political resources to avoid taxation. Governors in closed electoral regimes generally collect less tax revenue than governors in competitive provinces, but this effect is largely driven by national coalition-building and privileged access to national resources. An important difference across sub-national regime type is incidence – closed provinces extract disproportionately from the dependent business sector.

- Travel Regulations: OFAC and Cuba BY ROBERT MUSE The re-opening of “people-to-people” travel to Cuba by President Barack Obama in early 2011 was the boldest and, arguably, the single most consequential step taken by his administration in relation to the island. It was in fact a revival of a Clinton-era exemption to the decades-old ban on U.S. citizens visiting that country. The exemption had been closed in 2003 by President George W. Bush. Visits to Cuba must meet two requirements to be approved as people-to-people travel: the travel must be for an educational purpose, not tourism; and there must be frequent “meaningful” interactions between the U.S. travelers and Cubans who are not officials of the government of Cuba. The educational requirement of people-to-people trips is most often met through cultural programs that explore such subjects as Cuban music, dance, fine art, and architectural history. However, among many other current offerings there are also environmentally themed trips, as well as programs focused on the Cuban health care and education systems. Since the program was re-introduced, an estimated 100,000 Americans have been visiting Cuba each year on people-to-people trips. The visits have been organized by a wide variety of groups, including the National Geographic Society, the Metropolitan Museum of Art and dozens of similar institutions. The travelers meet and talk with Cubans from different backgrounds and leave millions of dollars in the hands of non-state restaurateurs, artists, musicians, taxi drivers, and small farmers who supply the new private eateries of a changing Cuba.

Red lines have appeared in discussions about the Ukraine crisis, Iran's nuclear program, and Syrian use of chemical weapons. - BUENOS AIRES—When the peso hit rock bottom in January, Ande Wanderer rang up her money dealer—a former official in Argentina's nation-al government. She'd sold off her stocks, cashed in her American savings, and wired him the money. Now she rushed to his office, a ninth floor room in downtown Buenos Aires. The official ex-change rate was 8 pesos to the dollar. But her dealer gave her 11—the black market rate at the time—and kept a small fee for himself. That meant she got some 40 percent more pesos for her U.S. money.
