41. Beyond Elitism: The Possibilities of Labour-Centred Development

Abstract:
This article outlines the theory and practice of Labour Centred Development (LCD). Much development thinking is elitist, positing states and corporations as primary agents in the development process. This article argues, by contrast, that collective actions by labouring classes can generate tangible developmental gains, and therefore, that under certain circumstances they can be considered primary development actors. Examples of LCD discussed here include shack-dweller’s movements in South Africa, the landless labourer’s movement in Brazil, unemployed worker’s movements in Argentina and large-scale collective actions by formal sector workers across East Asia. The article also considers future prospects for LCD.

The G-20—a forum of 20 of the world’s largest economies—has a record of ambivalence on the topic of climate change. One case in point is the disconnect between the group’s efforts to address climate risks and its efforts to reduce the shortfall in global infrastructure investment. On one hand, the G-20 is aware that investing in projects that are high-carbon or vulnerable to the physical effects of rising temperatures carries risks that could have a destabilizing influence on the global economy. On the other hand, the G-20 is seeking to narrow the infrastructure gap in the absence of a guiding principle that infrastructure investments must be climate-compatible. One focus of the climate agenda will be ensuring that the Paris Agreement takes effect in the near term. Negotiated by more than 190 nations and finalized in December 2015, the agreement set many collective goals, including limiting global warming to 1.5 degrees Celsius above preindustrial levels and ensuring that global financial flows are compatible with low-greenhouse gas development.

Abstract:
In this paper, I use a slightly modified version of the Becker– Stigler model of corrupt behavior to explain bureaucratic political in- volvement. Since bureaucrats prefer higher rewards and not to support losing candidates, we expect them to become politically involved near elections – when rewards are expected to be higher, and information more abundant. Taking advantage of a natural experiment, I employ differences-in-means and differences-in-differences techniques to esti- mate the effect of electoral proximity on the political involvement of justices of the peace in the city of Buenos Aires in 1904. I find a large, positive, and highly local effect of electoral proximity on their political involvement, with no appreciable impact in the months before or after elections.

Abstract:
The military program for building “strategic villages”, which emerged at the beginning of the Cold War, sought to develop ex nihilo urban spaces to displace rural populations living in zones influenced by guerrilla groups. This article analyses the Rural Relocation Plan implemented in the Argentinian province of Tucumán between 1976 and 1978 that led to the construction of four strategic villages. In doing so, it seeks to establish whether or not space has the power to transform a community’s political and social life in the long term. This article equally addresses the following three questions: What is everyday life like in spaces where military and civil worlds cohabit and hybridize? What are the characteristics of urban spaces designed to dissuade populations from rising up in support of the guerrillas? The analysis of in-depth interviews conducted with the inhabitants of strategic villages in Tucumán allows for an examination of the social and political effects of forced urbanization as a counter-insurgency technique.

Abstract:
Peacekeeping appears to offer a golden ticket to civilian supremacy in democ­ratizing states. These missions allow the armed forces in cash-strapped coun­tries to participate in military operations, and they send soldiers overseas, far away from the politics of their home countries. Arturo Sotomayor offers a careful, systematic, and ultimately persuasive critique of this conventional wisdom, with case studies of Argentina, Brazil, and Uruguay. He clearly addresses three questions: Does peacekeeping help civilians reform the mili­tary? Does peacekeeping instill attitudes and beliefs in soldiers that comple­ment democracy and civilian control? Does peacekeeping craft bridges across defense and foreign policy establishments? While the conventional wisdom offers a cursory “yes” to these questions, Sotomayor responds with an astute “it depends.” And it is here that the value of his study shines. Peacekeeping can appear in a variety of forms, from observation, to enforcement, to peacebuild­ing. Abstract:
Different actors and even geographical areas with which Argentina has prioritized its ties can be traced overtime. However, the Middle East has never had a special place in the agenda of external relations of the country. On the contrary, it has been a marginal area with regard to its relations both in political and economic terms. This can be explained by the geographical gap between those territories; also, by the lack of shared idiosyncrasies, such as religion , and social and cultural terms, since the South American country is markedly different from the states comprising the space that has been called the Middle East – an area in which, moreover, coexist different ethnic and religious groups, as well as different political regimes, and which has become internationally notorious internationally for its high number of conflicts.
