Abstract:
Democracy should be conceived as an important element of European strategic policy towards North Africa and the Middle East, but the complex prerequisites to its stability- enhancing potentiality also recognised. While EU policy has come to incorporate such a perspective, its approach to democracy promotion in the Arab-Muslim world has remained tentative and nebulous in its conceptualisation of how stable and sustainable political change can best be encouraged. A summary of European democracy and human rights aid projects reveals the notable extent to which these have expanded, but also raises concerns over imbalances in the profile of EU political aid. In sum, this calls for a number of changes to EU policy that broaden the understanding of how different levels of policy instruments can dovetail together in a more comprehensive and sophisticated approach to democracy promotion.

For months the Bush administration has been preparing the country for war with Iraq. The administration has argued that only a forcible regime change can neutralize the threat that Saddam Hussein is said to pose. But the assumptions that underlie the administration's policy range from cautiously pessimistic to outright fallacious. First, there is a prevalent belief that if Iraq is able to obtain nuclear weapons it will inevitably use them. Second, there is a notion that Hussein is totally irrational and cannot be trusted to act in a predictable manner; and, because of that, his leadership creates a substantial risk of instability in the Middle East. Finally, many people in the United States have come to believe that war in Iraq may be the only means of nullifying the threat posed by Iraq's nuclear, biological, and chemical weapons programs.

Today's Iraq debate is understandably focused on the run-up to possible military action. However, the question of how the United States and the international community should manage post-conflict Iraq is even more consequential, as it will determine the long-term condition of Iraq and the entire Middle East. If Washington does not clearly define its goals for Iraq and build support for them domestically and with its allies and partners, future difficulties are bound to quickly overshadow any initial military success. Put simply, the United States may lose the peace, even if it wins the war.

The emergence of a political ideology based on Islam is commonly attributed to Jamal Eddine al-Afghani (1838-1898) of Afghanistan, Mohammad Abduh (1849-1905) of Egypt and Abdurrahman al-Kawakibi (1849-1902) of Syria. These early Muslim intellectuals are called "reformers," because they advocated a reversal of what they perceived in their era as a slow but inexorable decline of Islam. In their views, this could be accomplished only through a purification of the faith and a return to strict observance of the word of Allah (i.e. the Koran) and imitation of His prophet's behaviour (i.e. the Sunna). But at the same time, those thinkers believed that Muslims should not shun science and knowledge even if they came from non-Muslims. Thus saved from decay and decadence, the reformed and renovated Islam could inaugurate a period of renaissance (nahdha) that would allow it to join and participate in the economic and social transformations that were under-way in the West.

In the wake of the failed Camp David summit of July 2000 and the terrible violence that began at the end of September, there have been many efforts to halt the carnage and revive the negotiations. These efforts included summit meetings in Paris and Sharm el Sheik, the Mitchell Commission, and security plans presented by CIA director George Tenet and General Anthony Zinni. None of these had any visible impact, and the Palestinian attacks and Israeli responses have only intensified.

The Israel State Comptroller's report released on October 7, 2002, leveled unprecedented criticism on Israel's public relations efforts. The State Comptroller revealed that "since its establishment in 1948, Israel's intelligence organs have not succeeded to respond to the broad-based propaganda and incitement by the Arab world." The report also emphasized that "the lack of a central authority to direct and coordinate all government information bodies to execute a public relations policy is the main factor accounting for Israel's longstanding failures in this field."

The second Camp David summit (July 2000) was the culmination of nearly ten years of political dialogue between Israel and the representatives of the Palestinian people, and of almost six years of interim agreements since the mutual recognition of Israel and the PLO. Yet Camp David II did not result in the conclusion of an Israeli-Palestinian peace agreement to end the protracted conflict between the Palestinian national movement and the Jewish national (Zionist) movement. The negotiations between Israel's Prime Minister Ehud Barak and Palestinian Authority (PA) Chairman Yasser Arafat (who also heads the PLO and the Fatah movement), under the auspices of U.S. President Bill Clinton, rather highlighted the wide differences between the two sides on the fundamental issues of the conflict.

Abstract:
Since the 1967 Six-Day War and the reunification of Jerusalem, new Israeli neighborhoods have grown as satellite towns all around the core of the city beyond the old demarcation line. Mount Scopus, now connected to the city by a major network of highways, has been rebuilt into a mammoth fortress-campus which accommodates Hebrew University and the Hadassah Hospital. New roads and highways crisscross the city, linking its new neighborhoods. What was once a formidable array of military positions and fortifications has turned into sprawling housing projects. Free access to the holy places of all faiths has been made available to all. New museums, shopping malls, entertainment centers, and places of worship have sprouted everywhere. Finally, the population more than doubled between 1967 and 1997 from just under 300,000 in both parts of the formerly divided city to more than 600,000 within its current unified municipal boundaries.

Crown Prince Abdallah bin Abd al-Aziz yesterday described relations with Washington as "excellent". Despite these remarks, US-Saudi ties are under greater strain than at any time since the 1973-74 oil embargo, with the value of relations under question in the media of both countries, reflecting public feelings. These sentiments are not shared by the governing elites in either Washington or Riyadh, but they are constraining how the governments deal with one another. The removal of US forces from the Prince Sultan Airbase might ease the domestic pressure on Riyadh and give it more room to cooperate with Washington on other matters related to the war on terrorism. However, if Washington targets Iraq militarily, and Saudi Arabia rejects US requests for cooperation, relations will be severely damaged.
