991. What Happened to the Iraqi Marsh Arabs and their Land?

Abstract:
In the aftermath of the 2003 war against Iraq, the newspapers are full of stories about the monstrosities of Saddam Hussein's regime. One example is the destruction of the Iraqi marshlands leading to severe consequences for the human and wildlife population. While the responsibility for the atrocity against the Marsh Arabs is Saddam Hussein's, the desiccation of the marsh environment can be ascribed to a number of the hydro-political decisions made in the catchment area of the Euphrates and Tigris Rivers. Based on an analysis of the discourses of the destruction, it is demonstrated how these have changed after the war and are used in the battle to legitimise the war. This has led to a simplified image of the marshes and the Marsh Arab way of life. As the paper shows, a more complex approach towards the processes leading to this human and environmental disaster is required, if repatriation and rehabilitation of the area are to stand a chance.

992. The EU's Security Policy Towards the Mediterranean: An (Im)possible Combination of Export of European Political Values and Anti-terror Measures?

Abstract:
The Southern part of the Mediterranean has been put high on the EU-security agenda after 9/11. The Working paper makes the argument that the EU-politics towards its Arab Mediterranean neighbours are staggering between a status quo oriented politics and a politics of export of democracy. The tension is seen as an expression of two conceptualizations of the Mediterranean and the uneasy combination of four contradicting concepts on the relationship between the Mediterranean and the EU. The first conceptualization is about the Mediterranean as a cultural cradle of great civilizations. The other one is about the Mediterranean as a conflict-ridden zone. These conceptualizations are interlinked in the discourses on how to export security to the South and which kind of security the EU has to promote. The inter-linkage between the two conceptualization of the Mediterranean is furthermore linked up to two oppositional representations of the EU: the EU as an exporter of democracy and the EU as being a model to copy but not an empire-builder. This results in the following dilemmas caused by the oppositional relationship between four concepts: Respect for cultural diversity and export of political shared values. Respect for Arab sovereignty and export of European political values. The opposition between the four concepts is sharpened by Islamic terrorism which underlines the uneasy 'marriage' of the four concepts.

Abstract:
The US carried out the Iraqi occupation quickly, easily and with few casualties. It put an end to the security bureaucracy in the name of building new Iraq after the war. After a short while it faced unexpected resistance in the regions where Sunnite Arabs live. Insurgents have proved by their choice of targets and use of methods that they have a long-term and systematical resistance strategy. The insurgents could organize quickly because of effective tribal order, power of old security bureaucracy which kept its integrity after the war and refusal of foreign occupation. Insurgents want to control the public in order to get rid of weakness. Therefore, the keypoint of contention is who will control the public. While insurgents commonly use "terror" and "violence", occupiers try on the one hand to make insurgents ineffective, on the other, to win the "heart and brain" of the public. Security questions may spread to whole country in Iraq where there are ethnic and religious struggles. Iraqi Shiites may be involved in the conflict. Kurdish claims on Kirkuk may bring an ethnic conflict to the agenda. If the US administration can't provide stability in Iraq as soon as possible, Iraq may drift into a civil war.

The Arab minority in Israel are in a unique position to contribute to the resolution of the Middle East conflict and stabilise relations between the different nations and countries in the region. This paper reviews the history of the Arab minority in Israel and reports on their legal, socio-economic and political status. It examines relations between the Arab minority and the Jewish majority, the Israeli government and the rest of the Palestinian people. On the basis of the review, this paper makes recommendations that aim to improve the situation of the Arab minority, strengthen the dialogue between the Arab minority and Jewish majority in Israel, and enable the Arab minority to act as a mediator in the Middle East peace process.

'Good fences make good neighbours' wrote the poet Robert Frost. Israel and Palestine are certainly not good neighbours and the question that arises is will a fence between Israel and Palestine turn them into 'good neighbours'. This paper deals with the Israeli decision to construct a fence that will divide Israel and the West Bank. Almost all public debate of the wall in Israel has been limited to the security aspects. In light of the success enjoyed so far by the wall or fence around the Gaza Strip in preventing suicide bombers from getting through, the defence for needing a similar wall around the West Bank seems like an easy task.

Abstract:
The Quartet was born at a meeting of foreign ministers in Madrid in April 2002, in response to Israeli army incursions into the Palestinian territories and in an attempt to give a fresh impetus to Western efforts to revive the lapsed Middle East peace process. The Quartet consists of the EU, Russia, the US and the United Nations. Given the relative passivity of the Russian and UN participants, the Quartet is effectively being driven by the US and the EU. While not yet successful in re-activating the peace process, it confirms in principle for the EU for the first time since the end of the Clinton period that the peace process is no longer the exclusive domain of the US, and that the US appears to welcome a more active European role as a political player, rather than just a payer of aid.

Abstract:
The function of narratives was discussed at great length. It was suggested that in the Israeli-Palestinian conflict, each side's narrative is rooted in fear and insecurity, albeit for different reasons. Each side fears destruction, and, in another sense, each side fears peace. If peace comes, each side will have to reorganize it- self. This process is difficult because it is psychologically easier to organize against a clearly defined opposing force than without one. In order to move be- yond the traditional opposition, each side must recognize and legitimize the other side's fears as well as its own.

999. Protecting the American Homeland: One Year On

Abstract:
Since the attacks of September 11, 2001, a good deal has been done to improve the safety of Americans, not only in the offensive war on terror abroad but in protecting the homeland as well. Now aware of the harm terrorists can inflict, Americans are on alert, providing a first, crucial line of defense. Air travel is much safer. Intelligence sharing has improved, especially information about specific individuals suspected of ties to terrorism. Measures have been taken to ensure that suspicious ships entering U.S. waters are screened more frequently. Some early steps, with more to follow, have been taken to reduce the country's exposure to biological attacks, and oversight has been tightened on labs working with biological materials. Terrorism insurance is now backstopped by a new federal program. Certain types of major infrastructure, such as well-known bridges and tunnels and nuclear reactors, are protected by police and National Guard forces when terrorism alerts suggest that such measures are necessary.

Abstract:
Under the sponsorship of the Sadat Chair for Peace and Development at the University of Maryland, Shibley Telhami prepared a public opinion survey for Zogby International, which interviewed 2,620 men and women in Egypt, Morocco, Saudi Arabia, Lebanon and Jordan. The survey was conducted between February 19 and March 11. It focuses on perceptions of the United States in specific political scenarios and on views of United States policy abroad. Previous polls done by Shibley Telhami and by Zogby International in the Middle East showed that neither United States policy nor the United States was viewed favorably.
