Abstract:
The outbreak of hostilities after Hizballah's July 12 raid into Israel, in which it captured two Israeli soldiers and killed eight others, has elicited a variety of responses from government officials and other prominent figures throughout the Middle East. Though it is not surprising to see harsh statements about Israel, it is unusual to see Arab leaders criticizing Hizballah for its role in precipitating the conflict. The usually cautious Saudi authorities implicitly criticized Hizballah for adventurism; is seems that Riyadh may be wary of Iranian influence. The following is a sampling of Middle Eastern reactions, compiled from various regional and international media sources.

Abstract:
On March 21 and 22 as many as three thousand foreign construction workers rioted in the Persian Gulf emirate of Dubai in protest at conditions on the site where the world's tallest building is being built. Cars and construction machinery were wrecked and office windows broken as the workers demanded higher wages and improved conditions. The unrest highlights the desperate conditions faced by the expatriate labor that performs most of the manual work in the oil-rich Gulf Arab states.

Abstract:
THE PROBLEM OF KNOWLEDGE IN RULE-OF-LAW PROMOTION, above all the basic question of whether Western rule-of-law aid programs are on the right track to help build the rule of law in recipient countries, is especially acute in the Arab world. Arab states generally share two features that render external rule-of-law aid particularly difficult—long-standing nondemocratic governments, and legal systems that graft Ottoman, European, and contemporary sources onto Islamic norms. We cannot presume that U.S. common-law practitioners can build the rule of law by transporting or transplanting their technocratic techniques into such different legal soil. Indeed, the very idea that people in Arab societies would be receptive to American guidance in legal reform is dubious in the current climate of broad, popular mistrust of the United States.

OPEC countries tend to be highly reliant on revenues from the export of fossil fuels and they have consistently argued, throughout the climate negotiations, that measures taken by countries to reduce greenhouse gas emissions would have a major impact on their economies. They have advocated financial compensation to offset any adverse impacts.

Instead of healing the growing divisions between Iraq's three principal communities -- Shiites, Kurds and Sunni Arabs -- a rushed constitutional process has deepened rifts and hardened feelings. Without a strong U.S.-led initiative to assuage Sunni Arab concerns, the constitution is likely to fuel rather than dampen the insurgency, encourage ethnic and sectarian violence, and hasten the country's violent break-up.

Abstract:
In addition to abuse, or alleged abuse, by U.S. and allied forces against detainees in Iraq, allegations have surfaced of Iraqi-on-Iraqi abuse by Iraqi government agents, such as Iraqi police, against Iraqi prisoners. Such reports are especially troubling given that a primary rationale advanced for the U.S. and allied invasion of Iraq was humanitarian intervention: to overthrow a brutal dictatorship and attempt to replace it with a government founded upon principles of democracy, rule of law, and respect for human rights. Additionally troubling is the question of whether the U.S.-led alliance “bit off more than it could chew” by taking on such a daunting task, with detainee abuse by the alliance and the Iraqis perhaps exemplifying not only moral and legal challenges but also tests to the logistical limits of selecting, training, and holding accountable large numbers of personnel in such a monumental undertaking. The same poor planning and lack of capacity resulting in shortages of armor arguably could be said to be exemplified by the chaos at Abu Ghraib and apparent problems at staffing the Iraqi police forces fully with law-abiding professionals.

137. Law Watch: Abu Ghraib Court Martial: "Ring Leader" Spc. Charles A. Graner, Jr., Sentenced to Ten Years

Abstract:
Spc. Charles A. Graner, Jr., on Jan. 14, 2005, became the fifth U.S. soldier convicted for Abu Ghraib prisoner abuse, all of them reservists. Graner, a prison guard in civilian life, was convicted at a general court martial for maltreatment of persons subject to his orders, conspiracy, assault, indecent acts and dereliction of duty. Unlike several earlier trials for Abu Ghraib prisoner abuse, this trial took place not in Iraq but at Fort Hood, Texas. The jury of 10 officers and enlisted men, all of whom had served in Iraq or Afghanistan, sentenced Graner on Jan. 15, 2004, to 10 years in prison (five less than the maximum possible) and to reduction in rank to private, dishonorable discharge and forfeiture of pay and allowances.

Israeli authorities on September 27 announced the arrest of an Israeli-Arab Hamas activist who played central militant, political, and financing roles for the group in coordination with what Israeli authorities described as a “Hamas command in Saudi Arabia.” The arrest is just the latest evidence that support for Hamas in particular and Islamic extremism in general continues to emanate from within the Kingdom of Saudi Arabia.

President George W. Bush welcomed Palestinian Authority President Mahmoud Abbas to the White House Thursday with an unprecedented shower of diplomatic, political, and financial support. Most media attention has focused on two high-profile signs of U.S. backing of Abbas -- Bush's bold characterization of his guest as a "man of courage" and the dispatch of $50 million in direct assistance to the PA. As constructive as these messages were in bolstering the new Palestinian leader, little attention has been given to several other surprising messages Bush delivered -- both by omission and commission -- that could rebound against the administration's twin objectives of strengthening Palestinian democracy and advancing the vision of "two states living side by side in peace and security."
