Andrew Jackson O'Shaughnessy, The Men Who Lost America: British Leadership, the American Revolution, and the Fate of the Empire (New Haven: Yale University Press, 2013), 480 pp., $37.50. THE VICTORS in wars may write the history of those wars, as the cliché says, but history usually manages to delve into the perspectives, interests and exploits of the defeated as it pieces together, over time, a complete picture. A vast literature on the Napoleonic wars, the Civil War and both world wars includes such explorations of the defeated to explain how events unfolded and what factors drove them. But no similar body of literature has emerged to survey the British side of the American Revolution. British historians neglected a defeat that complicated the story of their country's rise to imperial greatness, while Americans operated within the prejudices and assumptions of nineteenth-century patriotic writers. Later attempts to debunk their accounts rarely challenged the overarching-and overly deterministic-narrative of how the United States gained its independence.

For decades, World War II suffused the hearts and minds of the American generation that experienced it as “the good war,” in which Allied virtue eventually triumphed over fascist evil. Today, Western societies are mature enough to adopt a more nuanced perspective. There remains no doubt that “our side” deserved to win; terrible consequences would have befallen the world following an Axis victory. But the Allied cause was morally compromised by the need to enlist the services of Joseph Stalin's tyranny in order to defeat the forces of Adolf Hitler, Benito Mussolini, and Hideki Tojo.

In making their case for maintaining the United States' policy of "deep engagement," Stephen Brooks, John Ikenberry, and William Wohlforth stress that the U.S. security commitment to states in Europe, the Middle East, and East Asia, together with the formidable specter of American preponderance, stifles regional rivalries and hinders the resurgence of a dangerous era of multipolar power politics. The authors contend that a policy of U.S. retrenchment could spark the "return of insecurity and conflict among Eurasian powers," whereas a continuing policy of deep engagement, by "supplying re- assurance, deterrence, and active management . lowers security competition in the world's key regions, thereby preventing the emergence of a hothouse atmosphere for growing new military capabilities." In short, they suggest, deep engagement reduces the chances of a major Eurasian war; a new strategy of retrenchment would increase them.

JAMES G. GIMPEL, FRANCES E. LEE, and REBECCA U. THORPE investigate why the American Recovery and Reinvestment Act of 2009 did not always focus additional resources on areas where the recession's downturn was most severe. They examine whether funds were allocated according to pork barrel politics or instead via “policy windows” through which advocates steered a diverse group of programs long desired for reasons unrelated to the recession. They find some support for both theories, but policy window effects were more important than pork barrel politics in accounting for distributional outcomes.

It might seem odd that, in a time when political pundits routinely condemn the rampant if not unprecedented polarization in American politics, one writer would try to make the case that polarized politics is a good thing, but that is indeed what former Reagan advisor Jeffrey Bell attempts in The Case for Polarized Politics: Why America Needs Social Conservatism . His arguments to justify an outspoken social conservatism as necessary to both the success of the Republican Party and the long-term success of what he calls "American exceptionalism," however, fall short on several levels.

Abstract:
An important insight from the recent publication of Foucault's governmentality lectures for International Relations (IR) is that international manifestations of governmentalities such as police and liberalism, rather than constituting mere domestic analogies, have inherently international dimensions. Police and liberalism are both constituted by and constitutive of the international contexts in which they emerge: historically, the European balance of power and a 'globalisation' of markets, respectively. However, Foucault's account of German and American neoliberalism in the twentieth century omits references to the international context. This article first reconstructs the 'domestic-international nexus' in Foucault's account of police and liberalism, and then recovers aspects of the missing international dimension of his analysis of German neoliberalism with recourse to Wilhelm Röpke's writing on IR. The upshot of this recovery effort is threefold. First, the international remains pivotal to (mid-) twentieth-century neoliberal governmentality. Second, (German) neoliberalism's association with multiple 'international' governmentalities, including liberal and non-liberal ones, exposes neoliberalism as a 'promiscuous' mode of governance. Third, German neoliberalism's promiscuity is underwritten by (though not reducible to) a conservative ethos of moderation. More broadly, this article contributes to efforts to theorise the relationship between domestic and international politics, and to understand neoliberalism as a 'variegated' phenomenon.

Abstract:
The Boston Marathon bombings on 15 April 2013 brought terror to the finish line of one of the United States' oldest athletic events, and returned terrorism to the forefront of the United States' psyche. The world watched as Massachusetts law enforcement agencies shut down a large swath of the state in order to find a bomber on the run. As the dust settled, it was clear that a well-adjusted, popular, intelligent young man who was a naturalized U.S. citizen, from a Chechen refugee family, executed one of the most infamous terror attacks on American soil since 11 September 2001, under the wing of his older brother.

Abstract:
The frenetic search for hydrocarbons in Africa has become so intense and wide ranging that there is planned or ongoing oil and gas exploration in at least 51 of the continent's 54 countries. Knowledge about Africa's geology is improving rapidly, generating great optimism about the continent's energy future. Onshore and offshore rifts and basins created when the African continent separated from the Americas and Eurasia 150 million years ago are now recognized as some of the most promising hydrocarbon provinces in the world. Offshore Angola and Brazil, Namibia and Brazil, Ghana and French Guyana, Morocco and Mexico, Somalia and Yemen, and Mozambique and Madagascar are just a few of the geological analogues where large oil fields have been discovered or are be-lieved to lie. One optimistic but quite credible scenario is that future discoveries in Africa will be around five timestheir current level based on what remains un-explored on the continent versus currently known sub-soil assets. If proven true, this could have a pro-foundly positive impact on Africa's future growth and strategic position in the global economy.

President Obama drew a "red line" for Syria: if the Assad regime used its chemical weapons, such a move would "change [the] calculus" for an American response. As the UN and others investigate whether Assad has indeed crossed that red line, the U.S. must consider its options—because a failure to act could undermine our credibility. Despite serious, continuing concerns with the Egyptian government—including a return to authoritarianism and the president's use of anti-Semitic slurs—America should not gut its foreign aid to Cairo. Here's how to make the case against punishing the Egyptian government and in favor of continuing U.S. assistance: Egypt plays a critical role in the region and in America's security interests there. U.S. businesses get a return when we provide aid to Egypt. The bulk of our aid goes to the most stable pillar of secular Egyptian society: the military. Things could get much, much worse in Egypt—and for us.
