181. Untangling the Terror Web: Al-Qaeda is Not the Only Element

Abstract:
On Thursday, October 24, the Federal Bureau of Investigation issued a new terrorist threat alert (this time warning of attacks on transportation systems), highlighting once more why attention has been focused on al-Qaeda and its affiliated groups since September 11, 2001. A year on, however, other Middle Eastern terrorist groups and state sponsors of terrorism still receive inconsistent attention despite a sharp rise in their activity. In fact, militant Islamist groups from al-Qaeda to Hamas interact and support one another in an international matrix of logistical, financial, and sometimes operational terrorist activity. Inattention to any one part of the web of militant Islamist terror undermines the effectiveness of measures taken against other parts of that web.

Last week, intensified Islamist violence prompted Algerian president Abdelaziz Bouteflika to launch his military's largest counteroffensive against radical Islamic elements in five years. The target of this ongoing operation is the Salafist Group for Preaching and Combat (GSPC), a breakaway faction of the Armed Islamic Group (GIA). GSPC deserves special attention in America's "war on terror" for its extensive ties to al-Qaeda and its devastating effect on Algeria.

Advocates argued that the attacks were directed at globalization, or, if not the target, globalization was the chief casualty. The key to an effective American policy in South Asia is the deepening of Washington's engagement with India and Pakistan. India is an emerging major power and Pakistan, despite its internal economic and political problems, is also a significant state. Besides reengaging these states in strategic terms, Washington should overhaul current regional sanctions policy, seeking in return Indian and Pakistani compliance with missile and nuclear proliferation regimes, and should assist them in reducing the risk of accidental nuclear detonation and missile launches.

Some of those countries are long-standing friends and allies of the United States. Others have new or changing relationships with the United States. Although there may be a price for their support, America should not pay an excessive price—one that could be detrimental to longer-term U.S. national security interests. And though it may be necessary to provide a certain amount of immediate aid (directly or indirectly) as a quid pro quo for the support of other nations in our war on terrorism, the United States needs to avoid longer-term entanglements, openended commitments, and the potential for an extreme anti-American backlash.

After the September 11 terrorist assault on the World Trade Center and the Pentagon, many American analysts have been seeking to understand the source of the intense hatred against the United States that could have motivated an act of violence on such an unprecedented scale. In that context, a new canard is beginning to run through repeated news reports and features: that somehow America's support for Israel is behind the fury of militant Islamic movements, like that of Osama bin Laden, towards the United States. Indeed, a Newsweek poll conducted on October 4-5, 2001, found that 58 percent of Americans believe that the U.S. relationship with Israel is "a big reason terrorists attacked the United States."
