11. Gender and Corruption in Botswana: Perceptions, Participation and Considerations for Anti-Corruption Policy

Abstract:
Several studies have argued that corruption has a greater impact on women than men and that increasing women’s representation in key decision-making positions has a positive effect in reducing corruption. However, limited scholarly and policy attention has been devoted to understanding the link between gender and corruption in Botswana. This paper explores the gendered differences of perceived and actual participation in bureaucratic corruption in Botswana. By examining Afrobarometer data and undertaking a documentary analysis, the study finds that while levels of perceived corruption by men and women in public institutions were high, participation in bureaucratic corruption (bribery) was considerably lower. Contrary to the notion that corruption has a greater impact on women than men, this study finds that higher levels of participation across all public service categories were reported by unemployed men, in particular, having to give a gift or a favour to avoid problems with the police. Notwithstanding the scant availability of data, the documentary analysis revealed that non-monetary forms of corruption such as sextortion (sexual extortion) have been experienced by female students and undocumented female migrants in Botswana. Nevertheless, this form of corruption has received little policy attention, despite its potential to undermine gender equality efforts. Additionally, the study finds little correlation between higher levels of women’s representation in key decision-making positions (i.e., parliament and cabinet) and lower levels of corruption in Botswana. There is a need for both the gender and anti-corruption policy framework to be synthesised in order to specifically reflect on and respond to the perceived gendered dimensions of corruption. The establishment of an independent police authority or commission might not only increase levels of public trust and confidence in the police service, but also strengthen levels of transparency and accountability.

12. Education and Labour Market Activity of Women in Botswana

Abstract:
This study examines the prevalence of female participation in labour market activities and investigates the role played by education in this participation. Using the 2015/16 Botswana Multi Topic Household Survey data and a multinomial logit model, the study found that women with tertiary education are more likely to be wage employed relative to self-employment, whereas those with lower to no education are more likely to be unemployed or out of the labour force. This is because higher education is normally considered a prerequisite for most wage jobs. It is therefore imperative for the government to continue educating women beyond secondary level as it will better equip them to participate in more meaningful labour market activities. On the other hand, there is need to stimulate the demand side of the labour market in order to accommodate the rising numbers of women with high levels of education. In order to encourage participation of women in high rewarding self-employment activities, there is need to intensify empowerment schemes that are largely oriented towards their self-employment.

Al-Shabaab, Somalia’s Islamist insurgency, is diminished but still potent. One understudied source of its resilience is the support of women, active and passive, despite the movement’s stringent gender ideology. Understanding the range of women’s relationships to Al-Shabaab is critical to countering the group going forward. What’s new? Women form an important social base for the Islamist Al-Shabaab insurgency in Somalia. Some help it recruit, generate funds and carry out operations. These understudied realities partly explain the insurgency’s resilience. Why does it matter? Understanding what Al-Shabaab offers Somali women, despite its brutal violence, patriarchal ethos and rigid gender norms, and, in turn, what women do for the movement could help the Somali government and its foreign partners develop policies to help sap support for the group. What should be done? While the insurgency persists across much of Somalia, women will likely continue to play roles within it. But the government could develop a strategy against gender-based violence that would signal it is doing what it can to improve Somali women’s plight, while integrating more women into the security forces.

Abstract:
In 2018/2019 the CGPE launched an annual Gender & Global Political Economy Undergraduate Essay Prize competition, open to all undergraduate students within the School of Global Studies. The winner of the 2018/2019 competition is Isabella Garcia for the essay “How do global supply chains exacerbate gender-based violence against women in the Global South?” Isabella graduated with a BA in International Relations and Development in July and will join the MA cohort in our Global Political Economy programme for 2019/2020. Given the very strong field of submissions, the award committee further decided to award a second-place prize to Yume Tamiya for the essay “Does the rise of the middle class disguise existing inequalities in Brazil?”. Yume graduated with a BA in International Development with International Education and Development. We are delighted to publish both of these excellent essays in the CGPE Working Paper series.

Abstract:
Women who seek to participate in peace processes and political decision-making face many obstacles. To achieve sustainable peace and development, societies emerging from conflict must remove these obstacles. In so doing, they must recognize and prioritize that women are fully capable of active participation in all political processes. Women’s equal participation in leadership at every level and in every sector is imperative to eliminating gender-based violence, poverty and enabling sustainable peace. Across the globe, women are increasingly assuming political leadership. For example, Ethiopia elected a woman president in 2018, and half of the nation’s parliamentarians are women. In the Republic of Rwanda, women make up 78 percent of the representation in parliament.1 Leadership in politics and peacebuilding are linked. That is, women’s political leadership paves the way for women’s participation in peacebuilding processes and vice versa.

The project on Supporting Business Opportunities for Rural Women in East and Southern Africa was implemented in Zimbabwe, Uganda and Kenya as a collaborative and cross-country project by three institutions. In Zimbabwe, project was implemented by The Institute of Environment Studies (IES), in Uganda by Advocates Coalition for Development and Environment (ACODE) and the Collaborative Centre for Gender and Development (CCGD) in Kenya. In our cover article, Matt Bryden and Premdeep Bahra trace the evolution of the jihadi terrorist threat in East Africa over the last three decades. They argue that al-Shabaab’s January 2019 attack on the Dusit D2 luxury hotel compound in Nairobi, Kenya, “brought together three strands of al-Shabaab’s organizational DNA: its Somali provenance, its ideological affiliation with al-Qa`ida, and its growing cohort of trained, experienced East African fighters. The successful combination of these traits in a single operation suggests that al-Shabaab’s longstanding ambition to transcend its Somali origins and become a truly regional organization is becoming a reality, representing a new and dangerous phase in the group’s evolution and the threat that it poses to the region.” Our interview is with Catherine De Bolle, the Executive Director of Europol, who previously served as Commissioner General of the Belgian Federal Police between 2012 and 2018. Graham Macklin outlines what is now known about the Christchurch terrorist attacks. He writes: “In the space of 36 minutes on March 15, 2019, it is alleged that Brenton Tarrant, an Australian far-right extremist, fatally shot 51 people in two mosques in Christchurch in the deadliest terrorist attack in New Zealand’s history. What was unique about Tarrant’s attack—at least insofar as extreme-right terrorism is concerned—is that he livestreamed his atrocity on Facebook and in doing so, highlighted the Achilles heel of such platforms when faced with the viral dissemination of extremely violent content.” Joana Cook and Gina Vale provide an updated assessment of the numbers of foreign men, women, and minors who traveled to or were born in the Islamic State, examine the proportion that have returned ‘home,’ and outline the continuing challenges foreign women and minors affiliated with the Islamic State pose to the international community. Robin Simcox assesses the terrorist threat from “frustrated travelers” in Europe by examining the 25 plots (eight of which resulted in attacks) by such individuals since January 2014.

Gender justice sees equal power relations, privilege, dignity, and freedom for people of different genders as a necessary component for any “just” society and a prerequisite for development.1 Gender justice includes gender equality, meaning substantive freedom for all genders to have genuine choices about their lives. Mirroring a global pattern in peace and security practice and policy-making, transitional justice (TJ) practice has tended to reduce gender justice concerns to violence against women (VAW). This policy brief advocates for policy-makers to adopt a broader and more meaningful understanding of gender justice, and to incorporate it into their TJ policymaking.
