Abstract:
The African Union (AU) has adopted the issues of peace and security and gender equality as part of its social transformation agenda on the continent. Specifically, the organization aims to promote peace, security, and stability on the continent; protect human and peoples’ rights in accordance with the African Charter on Human and Peoples’ Rights and other relevant human rights instruments; and promote sustainable development as well as the integration of African economies.1 The objective of this study is to provide a comprehensive overview and analysis of how women’s rights in situations of armed conflict and post-conflict contexts have been mainstreamed into various mechanisms, structures, and instruments of the AU’s African Peace and Security Architecture (APSA). As part of this exercise, this study conducts a critical examination of the links between APSA’s goal of promoting peace and security and the AU’s Gender Equality Architecture’s (GEA) goal of promoting and protecting the rights of women on the continent.

82. In Pursuit of Pragmatism: The Peace and Security Council of the African Union and Regional Peace Support Operations

The African Union (AU) Peace and Security Council (PSC) should prioritize pragmatic realism over idealist ambition in mandating and enhancing the operational effectiveness of future peace support operations (PSOs). By pragmatism, the PSC should realistically and routinely match resources with objectives, and understand the limits of PSOs as tools for conflict management. Acting on behalf of the AU, the PSC has become an important regional actor in mandating PSOs, especially high-intensity offensive operations where the United Nations (UN) is unable or unwilling to deploy. The deployment and operation of the African Union Mission in Somalia (AMISOM) since 2007 is the most vivid example of a PSC-mandated mission that has clearly transcended the boundaries of a conventional peacekeeping mission. Various assessments of PSC-mandated missions have exposed critical challenges linked to funding gaps, difficulties in assembling and mobilizing peace intervention forces, issues relating to operational command and control, and the fact that the asymmetric nature of new security threats makes extended missions almost inevitable.1 There is urgent imperative that the conduct of protracted peace enforcement operations be based on one of two models. First, that in which the AU takes the lead with a predefined and dedicated source of flexible and predictable resourcing based on shared responsibility on the part of its member states and the international community (for example, Operation Democracy in Comoros). Alternatively, the AU could authorize a mission—without necessarily leading it—with the goal of providing legitimacy for an effective regional coalition to address the security threat at hand. Examples of this latter arrangement include the Regional Cooperation Initiative for the elimination of the Lord’s Resistance Army (RCI-LRA) and the Multinational Joint Task Force (MNJTF) against the Boko Haram insurgency in northeastern Nigeria and neighboring countries

The China-African Union (AU) peace and security partnership can be positively harnessed in support of peacebuilding processes on the continent. This policy brief urges African policymakers to look beyond the familiar narratives of Sino- African relations as “resource diplomacy.” It notes some of the challenges facing China’s engagement with peace and security issues in Africa, and considers several options for addressing them. The brief also offers recommendations to the AU and African sub-regional organizations on how to optimize the opportunities presented by China’s engagement with Africa to consolidate sustainable peace on the continent.

Abstract:
ince 1945, the United Nations has helped support many successful peace processes and protected millions of civilians around the world. Peace operations deliver results: research estimates suggest that the presence of a UN peace keeping mission can reduce the risk of relapse into conflict by 75 – 85 percent;1 and that larger deployments diminish the scale of violence and protect civilians in the midst of fighting.2 Peace operations can be highly cost effective, with one General Audit Office assessment finding the cost to be roughly half of what a bilateral stabilization operation would cost.3 Different types of peace operations - from mediation and special envoys through to multidimensional peace-keeping and specialized justice and emergency health missions - have helped end long running conflicts and prevented violence from escalating or recurring in situations as diverse as Burkina Faso, Cambodia, the Central African Republic, Gabon, Guatemala, Guinea, Kyrgyzstan, Lebanon, Liberia, Namibia, Sierra Leone and Timor-Leste. Yet in 2017 the UN’s peace and security pillar faces deep challenges. Three reviews in the past two years have highlighted serious inadequacies in UN peace and security responses at large. Many of the recent challenges are due to real world shifts in the nature of conflict and geopolitical dynamics – the tragedy of Syria, renewed fighting in Yemen and South Sudan, continued crisis in Libya, difficulties in preventing a political and humanitarian crisis in Burundi, longstanding missions that are struggling to deliver sustainable peace in DRC and Haiti, and newer missions in Mali and CAR where geography creates sustained cross-border security risks. These situations are also affected by divisions amongst Member States that have prevented agreement on action in some cases. Part of the weaknesses, however, are managerial and structural. The sense of urgency pervading Member States at the UN, together with a new Secretary-General who has signaled his determination to reform this area, provides the opportunity to take a more fundamental look at what would give the UN’s peace and security pillar the right form to deliver the functions that it is called to serve, now and in the future. The purpose of this report is to analyze options for organizational restructuring in the UN’s peace and security pillar. It focuses on headquarters structures since this has been identified as a primary source of overlap and competition: the purpose however is to deliver better results in the field, from prevention through crisis management to post-conflict recovery. It does not cover wider reforms across the UN’s three pillars, which are supported in other CIC work streams.4 Following an introductory section, Section II traces the history of UN peace and security structures since the UN’s founding (see Box). The UN has had no shortage of reform in the past, each designed to address specific weaknesses or new demands. Cumulatively, however, these changes have resulted in a structure that is no longer fit to fulfill the functions needed.

85. Partnering for Sustainable Peace in Liberia

Abstract:
Liberia is at a pivotal point in its transition to a peaceful democracy. In October 2017 the country will have its first ‘open seat’ elections. The incumbent, President Ellen Johnson Sirleaf, will step down and hand over power to the leader of one of the 22 political parties that are currently participating in the election. Moreover, despite security fears for the elections, the United Nations Mission in Liberia (UNMIL) has downsized from over 15 000 military troops in 2007 to around 1 000 soldiers in 2016 (see Figure 1). It will continue to draw down in 2017 in recognition of Liberia’s growing ownership of its own transition. The country has made steady progress in transitioning from decades of civil conflict into a new democracy. It has instituted a number of legal reforms, national strategies and peacebuilding activities to address the root causes of violence. Liberia has been receiving support from the United Nations’ (UN) Peacebuilding Commission (PBC) since 2010, but its institutions still need to be supported to consolidate their democracy gains. The 2015 review of the UN’s peacebuilding architecture argued that, for the peacebuilding components of peace operation mandates to be more effective, there must be better coordination between the UN Security Council Summary Liberia is going through an important period in its transition, with elections in October 2017 and the final drawdown of the United Nations (UN) peacekeeping mission in March 2018. Despite having made significant strides towards sustainable peace, the country still has a number of urgent peacebuilding priorities that need to be addressed. This policy brief is based on field research carried out in November 2016. It makes targeted, practical recommendations to the UN Peacebuilding Commission on enhancing its support to Liberia, drawing on a wide range of partnerships with other internal and external peacebuilding actors. It also stated that the PBC could play an enhanced role in advising the UNSC on the diverse range of views from the full spectrum of international peace, security and development tools and actors, and in developing practical and context-specific solutions. Finally, the PBC could be instrumental in bringing together various stakeholders, both from New York and from the field, to mobilise peacebuilding support to conflict-affected countries. What does this mean in the case of Liberia? Noting the numerous peacebuilding actors (including national, regional, subregional and international organisations) involved in Liberia’s efforts to sustain peace, this policy brief makes practical recommendations on how the PBC, particularly its Liberia Configuration, can enhance its role in the country. It is one of a series of products derived from research carried out from 2–10 November 2016 in Monrovia with 36 stakeholders from 22 institutions. It takes its point of departure from the Statement of Mutual Commitment (SMC) on peacebuilding in Liberia, signed in April 2016 by the government of Liberia and the PBC. This statement is particularly important, as it is the most comprehensive document confirming the Liberian government’s peacebuilding priorities,3 namely security sector development, rule of law, national reconciliation and a peaceful and inclusive society.4 Cross-cutting issues such as decentralisation and empowering youth and women were also noted. This paper first looks at those of Liberia’s national frameworks relevant to peacebuilding. It then examines the engagements of multiple peacebuilding actors in Liberia, with a particular focus on the roles of African regional, subregional and bilateral organisations. It also unpacks principles as to why they may hold an advantage in certain peacebuilding activities. Finally, the paper explores how the PBC can develop context-specific solutions to Liberia’s peacebuilding priority areas, making use of partnerships.

he implementation of South Sudan’s latest peace agreement appears to be at a standstill. Insecurity, food shortages and the breakdown in governance have forced more than 1.5 million people to flee the country. President Salva Kiir’s announcement of a forthcoming national dialogue offers some hope. Yet people are divided on the legitimacy of the process: is this a ruse to detract attention from important reforms, or is it an opportunity to finally broaden the political process in South Sudan? External actors, including the African Union (AU), are also at odds with one another. This report looks at how the AU can enhance the prospects for peace in South Sudan.

Abstract:
China’s increasingly significant economic and security interests in the Middle East have several impacts. It affects not only its energy security but also its regional posture, relations with regional powers as well as the United States, and efforts to pacify nationalist and Islamist Uighurs in its north-western province of Xinjiang. Those interests are considerably enhanced by China’s One Belt, One Road initiative that seeks to patch together a Eurasian land mass through inter-linked infrastructure, investment and expanded trade relations. Protecting its mushrooming interests is forcing China to realign its policies and relationships in the region. As it takes stock of the Middle East and North Africa’s volatility and tumultuous, often violent political transitions, China feels the pressure to acknowledge that it no longer can remain aloof to the Middle East and North Africa’s multiple conflicts. China’s long-standing insistence on non-interference in the domestic affairs of others, refusal to envision a foreign military presence and its perseverance that its primary focus is the development of mutually beneficial economic and commercial relations, increasingly falls short of what it needs to do to safeguard its vital interests. Increasingly, China will have to become a regional player in competitive cooperation with the United States, the dominant external actor in the region for the foreseeable future. The pressure to revisit long-standing foreign and defence policy principles is also driven by the fact that China’s key interests in the Middle East and North Africa have expanded significantly beyond the narrow focus of energy despite its dependence on the region for half 1 China has signalled its gradual recognition of these new realities with the publication in January 2016 of an Arab Policy Paper, the country’s first articulation of a policy towards the Middle East and North Africa. But, rather than spelling out specific policies, the paper reiterated the generalities of China’s core focus in its relations with the Arab world: economics, energy, counter-terrorism, security, technical cooperation and its One Belt, One Road initiative. Ultimately however, China will have to develop a strategic vision that outlines foreign and defence policies it needs to put in place to protect its expanding strategic, geopolitical, economic, and commercial interests in the Middle East and North Africa; its role and place in the region as a rising superpower in the region; and its relationship and cooperation with the United States in managing, if not resolving conflict.

88. Revisiting Africa in Canadian Security Planning & Assessment

During the Second World War, Canadian expeditionary forces played a proportionally significant role in the war in Europe, but, just like the First World War, Canada avoided or was not asked to consider deployment of land forces in any significant way to African theatres of operations. Not since the South African War (also known as the Second Anglo-Boer War) of 1899-1902 had Canadian-raised combat arms units been sent to the continent. Between 1956 and 1969, however, Africa became an active theatre of operations for the Canadian Armed Forces (CAF), but in substantially new roles: peacekeeping (Suez, Congo) and military training and assistance outside the North Atlantic Treaty Organization (NATO) (Ghana, Tanzania and Nigeria). Africa was the experimental lab for both of these new taskings, and the first time Canadians served alongside, under, or trained soldiers from newly independent African states. Canada’s early engagement with post-colonial Africa was led by security, commercial, and world order considerations, with the CAF and not official humanitarian and/or development assistance at the forefront. Where commercial and security concerns characterized Canada’s initial activity (1955-1965), between 1965 and 1975 development, “facilitated by, rather than caused by, the public’s increasing responsiveness to the humane internationalism of the era,” came to dominate Canada-Africa relations.1 From one of the lowest contributors to foreign aid on a proportional Gross National Product basis in the early 1960s, Canada had surpassed many other major and minor Western donors by the middle of the 1970s.2 Not unrelatedly, the 1970s also marked a nadir of Canadian defence spending, with the CAF shrinking in personnel, its presence in Europe halved, and its ships, aircraft, vehicles, and even small arms aging without replacement. Under Prime Minister Pierre Elliot Trudeau, from 1968 to 1979, the government’s international fiscal envelope skewed spending heavily towards development at the expense of defence. Peacekeeping – or at least support for “Collective Measures for maintenance of peace and security embodied in the Charter of the United Nations”3 – that rated first mention in the 1964 White Paper on Defence – dropped to last in the foreign policy priorities articulated in the 1970 foreign policy overhaul, Foreign Policy for Canadians,4 and the subsequent 1971 White Paper on Defence. Military training assistance efforts shrank to a care and maintenance basis in the 1970s, totalling less than 0.25% of Canada’s growing annual foreign aid budget.5 Kilford concludes his chapter on the winding down of military assistance in the early 1970s with the observation that it took thirty years (until the early 2000s) “before the funds allocated for military assistance even came close to the amount spent in the 1960s.”6 These periodic shifts that privileged defence/security over development, or development over defence/security (to use two of the “3Ds” of diplomacy, defence, and development now in regular use), have represented a somewhat regular thematic influence in Canadian relations with Africa. At times, especially during the “human security” era of the late 1990s, development and security were seen as complementary. In the mid-2010s, however, there is wide consensus that security, development, and governance are the three crucial interlocking pillars required to underpin Africa’s economic prosperity, human empowerment, and regional stability. In other words, one cannot be prioritized at the expense of the others if any kind of long-term stability is the goal of local and international stakeholders. Over fifty years of pursuing development and conflict-management in Africa and fifteen years of doing the same in Afghanistan have produced agreement on the three pillars but no consensus about how to go about cultivating them concurrently. Many good intentions around state-building, poverty alleviation, humanitarian intervention, and conflict amelioration have foundered on the shoals of the hard reality of political and economic complexity and vested interests, both local and international. This is the conundrum which lies behind this “African security” themed issue of the Journal of Military and Strategic Studies. It follows a workshop the editors co-chaired, in June 2016 at the University of Calgary, on the precise theme of “Revisiting Africa in Canadian security planning and assessment,” an initiative which grew out of that conundrum.7 As Canada signals it will again increase its involvement in addressing African security and development challenges,8 the workshop examined the difficulties in mobilizing consensus around what Canada and other external actors can and should do, as well as some of the multifaceted security challenges facing contemporary Africa, from terrorism and transnational criminal networks to political elites who are not that interested in deepening constitutionalism. This collection of essays showcases the research and insights of a handful of the over thirty participants at the June workshop.9

Abstract:
Militant activities, which are mostly localized in Ogoniland, Nigeria, have remained a threat to the security of the country since the death of Ken Saro-Wiwa and nine Ogoni members when they were hanged during military rule. As a way of drawing attention to itself, the militant Ogoni group initiated violence campaigns which resulted in the massive killing of many multinational oil workers and security forces. To understand how militancy came to be such a Gordian knot in Nigeria’s contemporary security situation, one should have an understanding of Ogoniland’s reality as well as the social and economic history.
