11. Public Expenditure Governance in the Roads Sector

Abstract:
This study examines how funds in the roads sub-sector were allocated and managed during the Fiscal Year 2015/16-2018/19. The aim is to assess the impact of these investments, and the effectiveness of the planning, budgeting and execution and plans and budgets in the roads sub-sector. The study was motivated by government priority tagging of the Road Sector as "fundamental" for the achievement of the Uganda Vision 2040. Consequently, the roads have claimed the largest share of the national budget over the last decade. However, Uganda's road transport network is still very small by international standards, with only 21.4 percent of the national road network paved. Only 0.4 percent and 5.6 percent of the district and urban roads respectively, are paved. Despite continuous investment in the Road Sector with an average of 17 percent of the annual national budget over the last decade, there are reports of persistent public outcry about the poor state of roads and the deteriorating quality of works being executed.

12. Uganda’s nascent oil sector: Revenue generation, investor-stakeholder alignment, and public policy

Abstract:
This paper discusses the political economy of oil in Uganda since the announcement of its discovery in 2006. It focuses on the dynamics of oil revenue generation (pre-commercial production) and expenditure, investor-stakeholder contestation (i.e. between bureaucrats, investors/oil companies, and domestic stakeholders), and the role of public policy. Although the Government has created several institutional and regulatory frameworks to manage oil-related revenues and ensure that oil contributes to structural transformation, Uganda is already experiencing many of the stylized facts associated with natural resource exploitation, including macroeconomic instability, rent dissipation, and, more broadly, threats of adverse impact on the environment and on local livelihoods in the oil regions. Besides these, Uganda, and similarly endowed African countries, face the economic challenges related to the global shift in recent decades towards a low-carbon development paradigm and the threatening prospect of oil investments becoming ‘stranded assets’. The latter issues are not yet part of the policy conversation in Uganda.

Abstract:
Public policies can rightly be viewed as a political system’s responses to public demands and problems arising from its environment in domains as, transportation, education, agriculture, health, law enforcement, security, business, and so on, depending upon whether a chosen policy approach falls within the armpit of constituent, distributive, re-distributive, regulatory policy type. Policy problems are conditions or situations, which generate a human need, deprivation or dissatisfaction, self-identified by a group or groups of people, for which relief is sought for a large number of people in society. On the contrary, it is not a policy problem if it affects only a few persons in society. Talking of the political system, it comprises the identifiable and interrelated institutions and their activities, otherwise known as governmental institutions and political processes, which authoritatively allocate values in form of decisions, which are binding upon society. Certainly, binding as these decisions are, and going by this view of public policies; what character of policy responses has Cameroon enunciated against COVID-19; and what are the lessons and implications of these responses on the human capital and economy Cameroon now in the future? Are the policy responses against COVID-19 akin to impromptu approach with weak physiognomies? Are there alternative policies open to Cameroon for combating COVID-19?

14. Is there an anti-politics of electricity? Access to the grid and reduced political participation in Africa

Abstract:
Almost all African states face pressure to deliver improved public services to their citizens. In both emerging democracies and persistent authoritarian regimes, politics profoundly shapes how states distribute public goods such as roads, schools, health clinics, and electricity access (Briggs, 2014; Dixit & Londregan, 1996; Harding & Stasavage, 2014; Kramon & Posner, 2013; Min, 2015; Weingast, Shepsle, & Johnsen, 1981). But in addition to questions of how politics shapes distributive outcomes, scholars have recently turned to a new question: How does variation in public service provision subsequently shape political participation (Bodea & LeBas, 2016; Harding, 2015)? Here, the findings are less clear. Where some authors find that the receipt of public service provision stimulates participation (Bleck, 2015; Wantchekon, Klašnja, & Novta, 2015), others caution that service provision may actually undermine engagement or have no effect (Croke, Grossman, Larreguy, & Marshall, 2015; Kam & Palmer, 2008; Mattes & Mughogho, 2009). Most of this literature has focused on the political effects of the delivery of social welfare services, especially education. Meanwhile, the political effects of electricity provision have been largely overlooked. Electricity provision is important for political outcomes for several reasons. Historically, in some African countries, electricity provision was tightly linked to the independence struggle and to rights of citizenship (MacLean, Gore, Brass, & Baldwin, 2016). Yet despite these expectations, African countries continue to have the lowest rates of electrification in the world. Only about one-third of Africans have access to electricity (International Energy Agency, 2014), and only two-thirds live in a community with any grid access (Oyuke, Penar, & Howard, 2016), and these rates are much lower in rural areas in most countries (Leo, Morello, & Ramachandran, 2015).

15. Gender and Corruption in Botswana: Perceptions, Participation and Considerations for Anti-Corruption Policy

Abstract:
Several studies have argued that corruption has a greater impact on women than men and that increasing women’s representation in key decision-making positions has a positive effect in reducing corruption. However, limited scholarly and policy attention has been devoted to understanding the link between gender and corruption in Botswana. This paper explores the gendered differences of perceived and actual participation in bureaucratic corruption in Botswana. By examining Afrobarometer data and undertaking a documentary analysis, the study finds that while levels of perceived corruption by men and women in public institutions were high, participation in bureaucratic corruption (bribery) was considerably lower. Contrary to the notion that corruption has a greater impact on women than men, this study finds that higher levels of participation across all public service categories were reported by unemployed men, in particular, having to give a gift or a favour to avoid problems with the police. Notwithstanding the scant availability of data, the documentary analysis revealed that non-monetary forms of corruption such as sextortion (sexual extortion) have been experienced by female students and undocumented female migrants in Botswana. Nevertheless, this form of corruption has received little policy attention, despite its potential to undermine gender equality efforts. Additionally, the study finds little correlation between higher levels of women’s representation in key decision-making positions (i.e., parliament and cabinet) and lower levels of corruption in Botswana. There is a need for both the gender and anti-corruption policy framework to be synthesised in order to specifically reflect on and respond to the perceived gendered dimensions of corruption. The establishment of an independent police authority or commission might not only increase levels of public trust and confidence in the police service, but also strengthen levels of transparency and accountability.

16. Public Policy Implementation Prospects and Challenges-in Botswana : A Case of the National Policy on Care for People with Disabilities

People with disabilities (PWDs) are often subjected to economic and social exclusion. This paper assesses factors that contribute to, and/or hinder the implementation of Botswana’s national disability policy. Despite the Government of Botswana’s efforts to uplift marginalised and vulnerable groups, PWDs remain disenfranchised as a result of social, physical and legislative barriers. Data was collected from secondary data sources and analysed using thematic analysis. The Analysis of Determinants of Policy Impact (ADEPT) approach, which aims to explain and influence policy development and policy impact implementation with four determinants: goals, obligations, resources and opportunities, was adopted. The study’s findings show that 22 years after its adoption, the National Policy on Care for People with Disabilities has not resulted in the desired policy outcomes, let alone achieved its objective of improving the lives of people with disabilities. While the Policy has the potential to be an important tool in achieving social inclusion and protecting the rights of PWDs, implementation gaps remain, essentially limiting its effectiveness.

17. Analysis of the Technical Efficiency of Public Hospitals in Togo: A non-Parametric Approach

Abstract:
Most health facilities in Togo are poorly equipped. Consequently, the rate of post-natal consultation remains low and varies between 9.5% and 39.4%. Barely half of all deliveries (47.1%) take place in health facilities. In this study, we analysed technical efficiency scores of 139 Togolese public hospitals over the period 2008–2010, and then identified the determinants of this efficiency. Double bootstrap data envelopment analysis was used to draw consistent inferences. We first estimated bootstrapped efficiency scores. Then, bootstrapped truncated regression was used to identify the determinants of public hospitals efficiency. The results indicate that, on average, small-sized hospitals (periphery care units) investigated, had the highest efficiency scores. The University Teaching Hospitals and regional hospitals which have significant material, human and financial resources were associated with lower efficiency. The most significant and robust factors of technical efficiency are per capita income, competition, hospital’s balance, types of contract, and medical density. We found that income constraint and accessibility to health facilities are obstacles to efficiency. According to our results, we can infer that non-competitive public provision of health services is likely to be inefficient. Another important practical implication is that Togo must vigorously promote reform of the management system in public hospitals which regards corporate quality governance as the core. We hypothesize that if subsidies are allocated according to performance, they can positively affect efficiency. Policy makers should consider tying grant revenues to performance indicators.

18. Financing SMEs In Botswana: Factors Influencing Access to Credit

Abstract:
This study examines factors influencing access to credit by SMEs in Botswana. Using the 2010 World Bank Enterprise Survey, and employing logit model for analysis, we find that access to credit is influenced by gender, citizenship and experience of the entrepreneur; as well as firm-size, sector of business,sales and land ownership. Therefore, public policy must pay attention to the diversities of SMEs’ socio-economic characteristics as well as the business environment in which they operate when implementing finance assistance progammes. Measures to develop SMEs must be carefully focused, aiming at providing incentives for financial institutions to play an active role in SME financing. Government must formulate policies that will make finance institutions relax their requirements and lending procedures which tend to discourage borrowing. Similarly, public policy must be focused on strengthening the business acumen of SMEs through trainings and workshops, such that they are perceived attractive to financiers.

19. Determinants of Self-Employment in Botswana

Abstract:
The global market is rapidly recognizing the importance of entrepreneurship and selfemployment, especially in growing the economy, creating jobs and reducing poverty. This paper employs the logit regression model to investigate the determinants of selfemployment in Botswana, using the 2009/2010 Botswana Core Welfare Indicator Survey (BCWIS) data. The results reveal that individuals who are male, citizens, educated and living in cities are less likely to be self-employed than their counterparts. On the other hand, the age of the entrepreneur positively influences the likelihood of self-employment, as well as being a widow. Public policy needs to empower females and rural dwellers in terms of skills and entrepreneurship training in order to enhance their success in their self-employment activities. In addition, government should continue with its efforts of providing assistance to the youth for entrepreneurial development in order to reduce unemployment.
