Abstract:
Progress toward institutionalizing the norm of presidential term limits in Africa has been mixed. Leaders in 5 countries have evaded term limits since 2015, bringing the number of countries lacking term limits to 18. In contrast, 21 African countries have upheld presidential term limits, and an additional 15 now have such limits on the books. These limits, in turn, have wide-ranging implications

African leaders’ adherence to constitutional term limits is a key component of institutionalizing predictable norms of democratic succession. Progress toward establishing this norm has been mixed, however. While a number of African countries have succeeded in upholding term limits over the past two decades, leaders in more than 20 countries effectively do not face restrictions on their time in power.

Abstract:
The ongoing civil war in South Sudan was triggered by factionalism within the Sudan People’s Liberation Movement (SPLM), reflecting deep divisions and structural challenges within the South Sudanese elite and the state. Despite regional and international efforts at peacemaking and the signing of the Agreement on the Resolution of the Conflict in the Republic of South Sudan (ARCISS) in August 2015, there remain episodes of conflict. This brief calls for a renewed political process that seeks to address the multiple levels of conflict, true reconciliation, and cooperation through recognition of mutual interests among emerging South Sudanese elites, and between them and the people through greater inclusivity in national dialogues and governance structures.

Abstract:
The weakness of a direct causality between democratic transitions and women-friendly outcomes remains a major finding of research on the gendered impacts of transition processes. In the recent Arab uprisings leading to regime changes in the Middle East and North Africa (MENA), women’s mobilization was a significant aspect of the regime changes. By contextualizing the gender dynamics and the outcomes of the democratic transitions in Tunusia, Egypt, Morrocco and Libya, this article analyzes and compares Arab women’s transitional politicization. It also inquires into women’s roles, demands and predicaments within the patriarchal structures of the transitional polities. These transitions presented both opportunities as well as challenges for Arab women under new constellations of balance of power in their respective political systems, which led to the rise of a new gender agenda. It is contended here that specific structural and agency-related factors have been intertwined to constrain women’s transitional mobilization and the post-transitional quest for empowerment. The fragility of the gender equality agenda in the post-dictatorship Arab world has been shaped, to large extent, by the legacies of previous state-led gender equality projects on by women’s (pro-) feminist activism, as well as by the nature of the transition processes and women’s civil society participation during and in the aftermath of the transitions.

The objective of this policy brief is to examine the factors influencing the level of participation of women in the electoral process in Botswana. It compares such participation with other Southern African jurisdictions and further explores the legal, institutional, economic, political, and cultural factors that influence such participation. Women in Botswana are poorly represented in decision making bodies such as parliament and cabinet where national socio-economic decisions are made and national priorities set.
