1. Political Instability, FDI and Economic Growth in Sub-Saharan African Countries: Evidence from Modelling Dynamic Simultaneous Equations

Abstract:
The aim of this study is to examine the consequences of interaction between political instability and foreign direct investment (FDI) on economic growth of 31 countries in Sub-Saharan Africa in order to analyse one of the channels through which political instability affects economic growth. To achieve this objective, the study relies on a dynamic panel procedure and the Three Stage Least Squares Method to estimate a model of simultaneous equations over the period 1984-2015. The empirical results indicate that political instability affects economic growth directly and indirectly through its impact on foreign direct investment. We also highlight the simultaneous character of the relationship between political instability and the level of economic development in Sub-Saharan African countries. The results of the study then corroborate the idea that political instability hinders growth and thus calls for measures to improve the quality of political climate, which is one of the conditions necessary for a country’s economy to benefit from foreign direct investment.

Abstract:
The Moroccan monarchy has used political parties, including the PJD, to legitimize the country’s authoritarian political process and structure, and to absorb social and political anger. This paper argues that putting the parties at the frontline without sufficient capacity to enact deep reforms weakens them as a shield against growing popular frustration. While this approach may work in the short term, it risks the country’s stability in the long term.

Abstract:
After months of negotiation, Tunisia’s parliament voted in a government like no other since 2011. Headed by a prime minister whose party is not represented in parliament and with more than half of the ministers independent or new to government office, it is the first since 2011 that is not a “national unity” government. This paper examines this new Tunisian political landscape, the relationship between the prime minister and Tunisia’s president, and looks at the impact of this configuration on the ability of the new government to carry out long-awaited reforms.

5. Shifting Borders: Africa’s Displacement Crisis and Its Security Implications

Abstract:
Recent years have seen record numbers of Africans forcibly displaced from their homes. The most recent figure of 25 million people displaced is a 500-percent increase from 2005. While much attention focuses on economic migrants who are trying to cross into Europe, 95 percent of those who are displaced remain on the continent. Two-thirds of these are displaced within their home countries. In short, the reality faced is more accurately characterized as an African displacement, rather than a European migrant, crisis. This paper explores the drivers of population displacement in Africa, security ramifications, and priorities for reversing this destabilizing trend.

Abstract:
China has become the largest lender to developing countries, and a major investor there too. As a result, it has a major stake in many countries facing political and economic instability. Western policymakers involved in responding to instability and crises overseas need to understand how China navigates these situations. China’s approach is similar in some respects to that of Western states, but there are also important differences. China’s policy towards countries facing political and economic instability is driven by four main concerns: It seeks to strengthen and maintain its partnerships with those countries to ensure they remain open to and supportive of the Chinese government and its businesses. China is determined to protect its financial interests, businesses and citizens from the harms that result from instability. It is concerned to see its loans repaid, its investments secure, its workers safe and its supply chains undisrupted. It wants to maintain its narrative of non-interference. Any intervention in the politics or policies of its partner states must be seen as being at the invitation of their governments (although China may pressure its partners for consent). China wants to increase its influence in the world, independently and distinctively. It is increasingly proactive in its response to instability in partner countries. Some responses seek to address the instability directly; other responses are intended to protect Chinese interests in spite of the instability. This paper analyses the political economy of China’s responses to instability, identifies the types of responses China undertakes, and assesses these responses.

Abstract:
While enormous challenges persist, the ongoing political opening in Ethiopia offers an opportunity for the expansion of democracy and respect for human rights in a geopolitically important state, and is already having significant implications for peace and security in the Horn of Africa. Managing massive expectations, maintaining stability, and instituting a political order in which the country’s divergent political groups and ethnic communities are meaningfully represented and at peace with each other are key tests that will determine the trajectory of Prime Minister Abiy Ahmed’s bold political experiment. With robust citizen engagement and prudent international support, there is reason to believe that the challenges are surmountable.

8. Intra-Gulf Competition in Africa’s Horn: Lessening the Impact

Abstract:
Gulf states are competing for influence in the Horn of Africa to control the Red Sea, transposing internal rivalries onto a fragile region. Horn governments should increase their bargaining power with their powerful neighbours, who should recognise the risks their policies pose to regional security. What’s new? Middle Eastern states are accelerating their competition for allies, influence and physical presence in the Red Sea corridor, including in the Horn of Africa. Rival Gulf powers in particular are jockeying to set the terms of a new regional power balance and benefit from future economic growth. Why did it happen? Regional instability, a relative power vacuum and competition among rising Middle East states have prompted Gulf countries to seek to project their power outward into the neighbourhood. They are looking at the Horn of Africa to consolidate alliances and influence. Why does it matter? Many new Gulf-Horn relationships are highly asymmetrical, driven more by Gulf than African interests. Gulf states are injecting resources and exporting rivalries in ways that could further destabilise fragile local politics. Yet they also carry the potential to resolve conflict and fuel economic growth. What should be done?  Horn and Western policymakers should seek to limit intra-Gulf sparring in Africa, notably by expanding the role of regional multilateral organisations to boost Horn states’ bargaining power. Gulf rivals must become convinced – by their allies or their own experience – that their actions are undermining long-term security across the Red Sea basin.

Abstract:
In the first years after the outbreak of the Arab Spring, the common assessment was that the Hashemite Kingdom was able to cope with the challenges it confronted, despite the various internal and external political pressures, including the demographic pressure created by the wave of refugees from Syria. However, cracks in this image of stability have begun to emerge, and there are increasing indications that the developments in the country could lead to a serious undermining of the regime, with long term strategic ramifications. The destabilization process could, for example, be sparked by protracted mass demonstrations, some of them violent, a loss of control over the situation by security forces, and a loss of the palace's control over parliamentary decisions.

10. Emerging Political Reforms and the Future of Ethiopian Federalism: Policy Options for Stability, Peace, and Development

This policy brief explores the prospects of deploying federalism as an instrument of peacebuilding in the context of emerging political reforms in Ethiopia. The ap- pointment of Abiy Ahmed as prime minister in April 2018 by the ruling Ethiopian People’s Revolutionary Democratic Front (EPRDF) marks a watershed moment in Ethiopia’s political history. The agenda of political reform adopted by EPRDF was largely due to two interrelated factors. First, the need to overcome the ap- parent fissures and constant power struggles within the party, especially since the death of Prime Minister Meles Zenawi in 2012. Second, as a response to the youth-led mass anti-government protests which started in 2015, primarily in the two most populous regions of the country, Oromia and Amhara. While the ongoing reforms are generating some optimism, there are also wor- risome developments in parts of the country. More than 1.4 million people have been displaced from their homes. The causes of their displacement are inter- ethnic tensions and identity-based communal conflicts over issues such as the ownership of natural resources linked to people’s livelihoods and the location of territorial borders. Those hit hardest by internal displacement are communities living in Gedeo and West Guji in southern Ethiopia and in the border areas of the Oromia and Somali regions. There are also tensions between the Amhara and Tigray regions over the identity of Wolqait and Raya communities. Similarly, the Sidama ethnic group’s demand for regional status in southern Ethiopia has cre- ated tension in the area. Moreover, there are reports of a breakdown of law and order in parts of the Amhara and Oromia regions. A key issue in Ethiopia’s political reform is the future of federalism, in particu- lar, the strong emphasis placed on ethnicity and whether it will continue to be relevant. On the one hand, there are political forces (centrists) that see ethnic federalism as a root cause of the current crisis, while others contend that theproblems are due to non-adherence to the principles of true federalism. However, it is important to note that the federal system is crucial to Ethiopia’s stability, peace, and develop- ment. With the opening of political space, the future direc- tion of Ethiopian federalism is being hotly contested. There are political forces that aspire to remove the ethnic element from the federal system or change the system altogether from ethnic to geographic federalism. Such a course of ac- tion is fraught with danger. The reactions to the removal of the federal status of Eritrea in 1960 and the autonomy of South Sudan in 1983 demonstrate the inadvisability of re- versing regional or ethnic autonomy. In both countries, the rolling back of autonomous arrangements by central au- thorities was a key factor in the long-running conflicts that culminated in the secession of Eritrea and South Sudan, re- spectively. The government of Ethiopia (GoE) should, there- fore, consider the following policy recommendations.
