Abstract:
As regional and global challenges related to peace and security continue to evolve, collaboration and knowledge-sharing remain critical to fostering sustainable solutions. The ReCAP Final Regional Conference, taking place in Dakar, Senegal, from February 10-11 2025, brings together experts, practitioners, and researchers from across West Africa and the Lake Chad Basin to reflect on lessons learned in conflict prevention, peacebuilding, and the fight against violent extremism. In this insightful conversation, Anthony Antem (AA), Head of the Conflict Prevention Unit at the Nkafu Policy Institute, discusses the peace and security landscape in West Africa and the Lake Chad Basin. He highlights Nkafu’s contributions to the ReCAP project, shares expectations for the conference, and reflects on the importance of regional collaboration in fostering sustainable peace. Abstract:
The aim of this paper is to analyze how there are spatiotemporal factors that can disable/enable local agency capacities in peacebuilding processes. Those local agency capacities depend on the context, which are shaped both by time and space. The traditional conception of time and space allows only a narrow understanding that reduces the possibilities of agency, and to rethink and broaden the concept of time and space I rely on History of the Present Time and Critical Geography. This paper illustrates the theoretical debate through the women’s agency capacities in the Mozambican peace process. This example demonstrates the complexities and multifaceted disabling/enabling capacity of spatiotemporal factors for the exercise of agency and provide some guidelines to identify them.

Abstract:
Maintaining international peace and promoting the development and protection of human rights are three pillars upon which the United Nations (UN) is founded. This innate relationship between peacebuilding and human rights has been underscored several times by the UN. For instance, addressing the UN Security Council on 18 April 2017, UN Secretary-General António Guterres said, ‘upholding human rights is a crucial element of [conflict] prevention’ and ‘human rights are intrinsically linked to sustaining peace.’1 For the African Union (AU), the promotion of peace, security, and stability, on the one hand, and the promotion and protection of human and peoples’ rights, on the other hand, are among its key objectives.2 Despite this intrinsic relationship between peacebuilding and human rights, less attention has been given to mainstreaming this relationship into the decisions, interventions, and institutions of the AU. This article aims to shed light on the nexus between peace and human rights and why it is important for sustainable peace on the continent. In the first section, the article will analyse the peacebuilding and human rights nexus, and then the second section will zoom in on key peacebuilding and human rights frameworks under the AU. Finally, the article will highlight how peacebuilding and human rights could be better integrated under the AU frameworks and operations.

Abstract:
Since 1994, South Africa has seen an influx of refugees, asylum seekers, skilled professionals, and socio-economic migrants seeking security and better opportunities. However, this has led to challenges, including xenophobic violence. Despite efforts by civic organisations and the government, the problem persists. Therefore, there is a need for a mindset of peace to address the recurring violence. This article is concerned with exploring the problem of recurring xenophobia in South Africa by reviewing the approaches that have been followed in response to this phenomenon and proposing an alternative response of involving children in peacebuilding measures. It highlights the importance of empowering children and helping them develop the capacity to become agents of change, and raising them as peacebuilders in the communities where they reside. Underlining the role of educating for peace in transforming human society, it is believed that peace workshops could contribute to preparing young generations for sustaining positive relationships with those considered the ‘other,’ and thus consolidating peace in South Africa.

In the heart of Central Africa, the management of transboundary water resources stands as a pivotal arena where the complexities of national interests converge with the imperative of conflict prevention and regional peacekeeping. The equitable distribution of shared rivers, lakes, and aquifers necessitates collaborative frameworks to navigate the intricacies of interdependence among riparian states. This article delves into the nuanced landscape of transboundary water governance, with a keen focus on the regulatory measures implemented in the Lake Chad and Congo Basins. Emphasising the integral role of community legal instruments in mitigating potential conflicts, the discussion extends to the challenges that hinder comprehensive adherence to international water conventions. Against this backdrop, the narrative unfolds to reveal the dynamic interplay between national interests and the overarching goal of regional harmony. As we traverse this exploration, the article not only sheds light on the emerging trends in Integrated Water Resources Management (IWRM) in Central Africa but also proposes strategies for conflict prevention and the promotion of enduring peace within the region’s shared water ecosystems.

6. Somaliland at the centre of rising tensions in the Horn of Africa

Abstract:
On 1 January 2024, a surprise Memorandum of Understanding (MoU) was announced between the self-declared breakaway Republic of Somaliland and Ethiopia. The deal allowed landlocked Ethiopia to lease 20 kilometres of Somaliland’s coastal land for naval and commercial purposes. In exchange, Ethiopia would be the first country to recognise Somaliland as an independent nation (later revised by Ethiopia to an ‘in depth assessment’ of recognition). The government of the Federal Republic of Somalia (FGS), which considers Somaliland part of its territory, called the deal a violation of its territorial sovereignty, a position supported by the EU and other international partners. In western Somaliland’s Awdal region, where the coastal land has been promised, there have been widespread protests. The Ethiopia-Somaliland deal has immediately increased tensions throughout the region. The timing of the agreement is significant as it occurred shortly after Somalia agreed to resume talks concerning Somaliland’s disputed constitutional status, putting an abrupt end to the dialogue. Regional blocs are already coalescing between those who support Somalia’s territorial integrity (notably Djibouti, Egypt and Eritrea) and those supporting Ethiopia (including the UAE and Sudan’s Rapid Support Forces). The possibility of a future war in the Horn is a real concern. Analysis has so far focused on Ethiopia’s expansionist actions, especially in light of a looming debt crisis and various internal conflicts, and support from the UAE, an influential regional player. However, it is unlikely that this deal would have been possible were Somaliland itself not already in crisis. Although the news of the agreement was met with celebration in the capital, Hargeisa, Somaliland is not approaching this deal from a position of strength. Since 2022, it has lost control of a significant portion of its eastern territory to pro-unionist forces who established their own administration, SSC-Khatumo. Internal unrest has also been brewing since 2022 due to delayed Presidential elections in Somaliland. Although President Muse Bihi Abdi has allowed clan elders to mediate the election-related disputes, the opposition remains skeptical as to whether elections will indeed occur by the end of 2024. The aim of the deal with Ethiopia is to restore the President’s reputation, and by extension Somaliland’s international reputation, contain domestic resistance, and revive its battered economy. Mediating between Somaliland, Somalia and Ethiopia is necessary, but not enough. Addressing the deep-rooted political crisis within Somaliland and clarifying its status in relation to Somalia are essential for finding a long-term solution to regional instability. Resolving the political status of both Somaliland and the newly established SSC-Khatumo should be a top priority in achieving long-term stability in the Horn.

7. From Conflict to Collaboration: Co-funding Environmental Peacebuilding in South-central Somalia

Abstract:
Somalia is experiencing significant impacts of climate change. Its climate-related vulnerabilities are exacerbated by the enduring effects of more than three decades of violent conflict and fragmented governance. As the effects of climate change become more pronounced, their interaction with social, economic and political realities threatens to create challenges that are complex and difficult to address. There is a need for policies and programmes that tackle climate change and conflict in tandem, but gaps persist in knowledge and evidence to inform actions under such policies and programmes. This SIPRI Policy Brief explores how the International Organization for Migration (IOM) in Somalia uses a co-funding mechanism for facilitating collaboration between groups in conflict on addressing shared local priorities. In south-central Somalia, IOM has applied the co-funding mechanism to projects that aim to address local climate-related vulnerabilities, build relationships between communities in conflict and strengthen the role of district councils. This policy brief finds that elements of this approach to project design can support environmental peacebuilding in contexts exposed to climate change and affected by conflict and offers recommendations for organizations and other donors with relevant mandates.

Abstract:
Oxfam is committed to working with communities before, during and after crises. In Somaliland, we have been piloting approaches that aim to achieve greater synergy between our humanitarian, development and peacebuilding programming and influencing. This innovative ‘triple nexus’ work recognises that communities' needs and ambitions are not met along the false silos created by aid agencies. It asks the international development and humanitarian sector to walk the talk on locally led programming to better meet the holistic needs and aspirations of communities. This case study clearly shows the impact of programming which simultaneously meets immediate needs and development gaps while also addressing the drivers of crisis (such as conflict and climate change) to achieve durable solutions in protracted crises.

9. Enhancing Women’s Meaningful Involvement in Reintegration: Lessons from Cameroon

Gender-sensitive approaches to disarmament, demobilization, and reintegration (DDR) processes tend to focus on the exclusion of women as participants in DDR programs. There has been less attention to including women’s civil society organizations (CSOs) in the design and implementation of DDR programs. One recent effort to involve women’s CSOs in reintegration was a project led by the National Disarmament, Demobilization, and Reintegration Committee (NDDRC) of Cameroon, the International Organization for Migration (IOM), and UN Women. Funded by the Gender and Youth Promotion Initiative (GYPI), this project focused on enhancing women’s roles in the reintegration aspect of DDR. This project highlights both the benefits and the challenges of including women’s CSOs in reintegration processes. This policy paper analyzes the gendered considerations and lessons learned for engaging women’s CSOs in the implementation of reintegration programming in the Far North of Cameroon. Over the course of the project, the engagement of women’s CSOs has evolved as they received capacity building on reintegration and education on the DDR process in Cameroon. Although the long-term impact of the project remains to be seen, this changing engagement has created a potential entry point to facilitate a shift in societal gender dynamics. The paper concludes with recommendations aimed at ensuring that reintegration processes are not only more gender-responsive but also lead to more sustainable outcomes: Develop a gender strategy as part of the overall DDR strategy Establish an infrastructure for systematic and sustained collaboration with civil society Invest in women’s CSOs’ long-term capacity to support reintegration Communicate details on the operationalization of the DDR process so that CSOs are set up for success Consider the role of masculinities when developing DDR gender strategies Anticipate and proactively address safety risks facing women’s CSOs supporting reintegration

10. An Overview of the African Peacebuilding Network’s (APN’s) Contribution to African Peacebuilding Literature

This working paper surveys, documents, and analyzes the contributions of APN scholars to the knowledge and practice of peacebuilding in Africa against the background of the 10th year anniversary of the APN program. It takes stock of the contributions and impact of the literature produced by APN scholars, particularly how these have brought different interdisciplinary perspectives and novel methodological approaches to bear on African peacebuilding. The paper systematically analyzes African perspectives on peacebuilding, debates between different schools of thought, provides an overview of different publications by APN scholars, and synthesizes the significance of these contributions to discourses on African and global literature on peacebuilding. As part of a broader intellectual project, the publications demonstrate how APN scholars have forged a nexus at which one can explore conflict, peacebuilding, media, gender, youth, boundaries and borderlands, land grabs, migration and refugees, faith-based initiatives, local/ communal cultures, identities, and COVID-19, among other topics. The publications under review transcend the narrow confines of the literature to engage in the complexities and multidimensional nature and contexts of African peacebuilding. In this regard, the publications mainstream African agency and views, particularly in the production of African knowledge in the field of peacebuilding.
