12. Identity Belonging and Constitutional Reform in Algeria: Reconciliating Ideologies for a Peaceful Transition

- On 1 November 2020, Algerians will vote in a referendum on a new constitution proposed by current President Tabboune. Algeria’s successive constitutions have historically overlooked the country’s diversity. This paper argues that this latest constitutional process was a missed opportunity to encourage peaceful and meaningful exchanges between the country’s different groups, ultimately worsening tensions between both secularists and Islamists and between Arabists and Berberists. It calls on civil society actors to challenge the grip of the central authorities over the identity debate and to initiate a much-needed societal dialogue.

- The Israeli discourse surrounding regional cooperation tends to focus primarily on the Gulf States and on security issues; as such, it often overlooks more moderate and pro-Western countries in the region, and alternative cooperation tracks that are more along civil and cultural lines. Israel should pay more attention to Tunisia, which constitutes an important geographical, historical, and political crossroads along the Mediterranean coast; which provides insight into democratization processes; which is home to an ancient Jewish community; and which may serve as either an enabling or inhibiting factor for the realization of Israel’s interests in Africa. Despite the current political obstacles to relations between the two countries, there exists a precedent of positive relations and cooperation between Israel and Tunisia, and there is a possibility of expanding this cooperation in the future. Meanwhile, positive interpersonal, cultural, and civil relations should be advanced. These will assist future political relations, once changes occur in regional politics and progress is made in the Israeli-Palestinian peace process.

- Since the beginning of South Sudan's civil war in 2013, the country's religious actors have sought to play an active role in turning the tide from war and violence to peace and reconciliation. Drawing on interviews, focus groups, and consultations, this report maps the religious landscape of South Sudan and showcases the legitimate and influential religious actors and institutions, highlights challenges impeding their peace work, and provides recommendations for policymakers and practitioners to better engage with religious actors for peace.

- More than five years after South Sudan’s first ceasefire agreement, ceasefire monitors are still on the ground. The hope was that their work would help overcome the mistrust between rival factions, halt ongoing violence, and deter further violations. Drawing on interviews with monitors, combatants, politicians, civil society representatives, diplomats, peacekeepers, and others, this report examines the history of ceasefire monitoring in South Sudan and offers recommendations for donors supporting future monitoring processes in South Sudan and elsewhere.

- The relationship between corruption and violent conflict is complex and significant. Corruption affects access to basic services, contributes to resource scarcity, and fuels organized crime. It was included on a European Commission checklist for the root causes of conflict, and it was cited as a potential driver of extremism in the 2019 report of the Task Force on Extremism in Fragile States. Focusing on several social movements in Kenya, this report reviews the efforts of collective civic action to combat corruption and advance transparency, accountability, and good governance.

- The share of Africa’s youth in the world is expected to increase to a staggering 42 percent by 2030 and is projected to continue to grow throughout the remainder of the 21st century, more than doubling from current levels by 2055. Data on direct conflict casualties suggests that more than 90 percent of all deaths occur among young adult males. Today, some 50 percent of the 1.4 billion people living in countries impacted by crises and fragility are under the age of 20. The Security Council has recognized that an estimated 408 million youth (ages 15-29) reside in settings affected by armed conflict or organized violence whereby 1 out of 4 youth globally are affected by armed conflict. These figures are gut-wrenching but indispensable for our understanding of peacebuilding in today’s age. With a global population of over 1.8 billion, young people— though disproportionally affected by armed conflict and organized violence—could potentially employ the unique capacity and ability to take on our planet’s most deep routed conflicts. Their inclusion and leadership are therefore imperative to the successful pursuit of peacebuilding.

- Liberia presents a unique case study in the constant evolution of gender roles in post-conflict African States. Seizing upon the social transformation of the post-conflict environment, Liberian women built upon their peacebuilding roles in an attempt to leverage their newly expanded presence in the public sphere into broader professional and political representation. Though women’s renewed civic engagement and the election of Ellen Johnson Sirleaf seemed to solidify women’s gains, Liberia remains a largely patriarchal society where women continue to be defined through an essentialist perspective – as wives, mothers, and peacemakers. Instead of fighting against this perception and the patriarchal status quo, women have largely played into this, understanding that it is an entry point by which they can justify their space in the decision-making process. Playing into this essentialism has been fruitful for several women’s peacebuilding organizations in the reconstruction era and has afforded them access to financing from international organizations eager to support their own simplified notions of gender mainstreaming. However, the inability of this approach to meaningfully shift the status quo is apparent when analyzing the struggles that professional women continue to face even as they attain an education and attempt to enter political life. This paper argues that while the essentialist approach to increasing women’s representation may appear to be an effective strategy initially, it continues to limit meaningful change in gender equality in the long-run. This paper concludes by making recommendations for policymakers and international organizations interested in furthering women’s political representation and participation in more meaningful and sustainable ways.

19. Late to the Party: Russia’s Return to Africa

- After a decades-long absence, Russia is once again appearing on the African continent. The Kremlin’s return to Africa, which has generated considerable media, governmental, and civil society attention, draws on a variety of tools and capabilities. Worrying patterns of stepped-up Russian activity are stirring concerns that a new wave of great-power competition in Africa is now upon us. U.S. policymakers frequently stress the need to counter Russian malign influence on the continent. On a visit to Angola in early 2019, Deputy Secretary of State John Sullivan said that “Russia often utilizes coercive, corrupt, and covert means to attempt to influence sovereign states, including their security and economic partnerships.”1 Advocates for a more forceful Western policy response point to high-visibility Russian military and security cooperation in the Central African Republic and the wide-ranging travels of Russian political consultants and disinformation specialists as confirmation that Russia, like China, represents a major challenge in Africa. Yet is that really the case? Are Russian inroads and capabilities meaningful or somewhat negligible? Hard information is difficult to come by, but any honest accounting of Russian successes will invariably point to a mere handful of client states with limited strategic significance that are isolated from the West and garner little attention from the international community. It remains unclear whether Russia’s investments in Africa over the past decade are paying off in terms of creating a real power base in Africa, let alone putting it on a footing that will expand its influence in the years to come. Nevertheless, Russia increasingly looks to Africa as a region where it can project power and influence. President Vladimir Putin will welcome leaders from across the continent to Sochi in late October for the first Africa-Russia summit, a clear indication of the symbolic importance that Africa holds for the Kremlin right now.2 It is clear that Russian inroads there would be far more limited but for the power vacuums created by a lack of Western policy focus on Africa in recent years. That state of affairs gives Russia (and other outside powers) an opportunity to curry favor with the continent’s elites and populations. More than anything else, it is opportunism that propels Russia’s relatively low-cost and low-risk strategies to try to enhance its clout and unnerve the West in Africa, just as in Europe, Latin America, and the Middle East.

- In 2016, ACCORD outlined its 2017-2021 Six-Pillar Strategy, which seeks to contribute to sustainable peace, security and development in Africa by mitigating conflict. One of the critical pillars of the Strategy is Pillar 2, which focuses on strengthening local and national infrastructures for peace. This Policy and Practice Brief aims to reflect on the practical experiences, challenges and lessons of ACCORD in advancing the concept of local and national capacity for peace, in the period 2018 to 2019. The preliminary reflections are drawn from ACCORD’s work in four countries, namely, Burundi, the Democratic Republic of the Congo (DRC), Lesotho and South Sudan.
