51. Conflict Prevention through Natural Resource Management? A Comparative Study

Abstract:
Natural resources are often held responsible for intrastate conflicts. As a consequence, both national and international measures to avoid the detrimental impact of resource endowments have increasingly been discussed and implemented in resource-rich countries. These measures include stabilization funds, subregional development programs, revenue-sharing regimes, and transparency initiatives. However, comparative empirical studies of the actual impact of these measures, particularly regarding their contribution to conflict prevention, are scarce. This paper contributes to the filling of this gap: combining a medium-N sample of oildependent countries and three in-depth case studies (Algeria, Nigeria, and Venezuela), we evaluate different instruments of resource management and their effects on conflict risk factors. On the one hand, the findings do not show any systematic connection between the countermeasures and a reduction in resource-related risks; on the other, the paper highlights common causal factors for the lack of implementation of resource-related countermeasures.

Abstract:
Before the current global recession, many resource-rich African countries were recording unprecedented levels of growth due to a raw material price boom. However, the collapse in raw material prices and the ensuing severe economic difficulties have again exposed the vulnerability of these countries' natural resource export-focussed economic structures. In this research brief, we describe how Africa's abundance of natural resources attracted disruptive and predatory foreign forces that have hindered innovation-based growth and economic diversification by delaying the accumulation of sufficient stocks of human capital. We suggest that for their long-term prosperity, resource-rich African countries shift their strategic emphasis from natural to human resources and technological capabilities needed to transform those natural resources into valuable goods and services to compete in the global market.

At the same time, the extent and nature of local water cooperation is often overlooked, just as we know little about the particular role of the poorest in water conflict and cooperation.

The political economy of mining in the Democratic Republic of the Congo (DRC) is central to sustaining the conflict in the east of the country. Transforming it is a priority in order to alleviate the conflict and suffering that it fuels. In an attempt to ensure that conflict minerals—minerals sourced from militia controlled mines—do not enter the legal supply chain, industrial actors, the Congolese Government and outside donors have established schemes to trace minerals such as cassiterite and coltan back to the mines of origin.

56. Dangerous Little Stones: Diamonds in the Central African Republic

Abstract:
In the diamond mines of the Central African Republic (CAR), extreme poverty and armed conflict put thousands of lives in danger. President François Bozizé keeps tight control of the diamond sector to enrich and empower his own ethnic group but does little to alleviate the poverty that drives informal miners to dig in perilous conditions. Stringent export taxes incentivise smuggling that the mining authorities are too few and too corrupt to stop. These factors combined – a parasitic state, poverty and largely unchecked crime – move jealous factions to launch rebellions and enable armed groups to collect new recruits and profit from mining and selling diamonds illegally. To ensure diamonds fuel developmen t not bloodshed, root and branch reform of the sector must become a core priority of the country's peacebuilding strategy.

The Nile River basin is a vast area covering ten states, of which five are among the poorest in the world. Home to more than 350 million people, it is a troubled region that has been ravaged by armed conflicts, state failure, genocide, severe drought, and aid dependency. But it is also an area with great potential and geopolitical significance. In the past, the Nile River, with its origin in East and Central Africa, has been at the center of international affairs, most critically during the Suez Canal Crisis in 1956. Currently, the Nile is among the postreferendum issues being negotiated by parties to the Comprehensive Peace Agreement in Sudan: the National Congress Party (NCP) and the Sudan People's Liberation Movement (SPLM).

The Sahel, a vast belt of land covering nine million square kilometers and encompassing ten countries, has always been a transit area for constant flows of people, trade, finance and religious groups. For the past twenty years, organized crime has had ample opportunity to develop here, either by using traditional networks or by taking over areas where there is no state control. It is also a region afflicted by perennial crises and weakened states, notwithstanding its undeniable strategic importance arising from its natural resources: oil, gold, phosphates, diamonds, copper, iron, coal, nickel, zinc, bauxite, uranium, plutonium, manganese, cobalt, silver, chrome and precious timbers.
