11. Thabo Mbeki as African Pantheon: Claiming the 21st Century for Global Africa

Abstract:
This paper is inspired by the joint vision of the Vice Chancellor of the Universities of the West Indies, Professor Sir Hilary Beckles, and former Vice-Chancellor and Principal of the University of Johannesburg, Prof Ihron Rensburg, who challenged some of us in, 2016 and 2017, to brave, re-appraise and contest some of the Pan-African epistemologies, and go beyond old fashioned ideas of Africa and the Diaspora, review the concepts of epistemological ruptures in Pan-African and global contexts, and begin to re-interrogate and re-engage the ideas of Pan-Africanism in order to re-imagine Global Africa. There is need for self-examination as Africans and people of African descent. We come at the idea of a Global Africa re-engaged and re-imagined through the works and views of Thabo Mbeki, South Africa’s second democratically elected president, and arguably the most influential global Pan-African leader of his time, the man who Adekeye Adebajo depicted as Africa’s “Philosopher King” (Sunday Independent 2016). Called a ruthless Machiavellian by some, an AIDS-denialist by others, and thin-skinned by more others (Adebajo 2016), he was, no doubt, and continues to be, a global Pan-Africanist who pursued, and continues to pursue, a global African Renaissance vision.

12. Financing Energy Access in Sub-Saharan Africa

Abstract:
The electrification of Sub-Saharan Africa has traditionally suffered from a lack of adequate investments, given the scarcity of domestic funds and the higher regional risk perceived by foreign investors. And yet, electrification of the continent has accelerated lately, driven by innovative financing instruments that fit the African framework. Such tools as aggregation, securitization and guarantee instruments reduce risk premiums, thus increasing the attractiveness of the sector and making it easier for international institutions to provide back-up funding for private, local and decentralized projects. Critical in this regard has been Africa’s FinTech system, which enables forms of mobile payment and micro-credit access, resulting in innovative business models. Such sets of tools will be then fundamental to maintaining the current trends and, eventually, reach the long-awaited universal access to energy for those in Sub-Saharan Africa. 13. Cohesive Institutions and Political Violence

Abstract:
Can institutionalized transfers of resource rents be a source of civil conflict? Are cohesive institutions better at managing conflicts over distribution? We exploit exogenous variation in revenue disbursements to local governments and use new data on local democratic institutions in Nigeria to answer these questions. There is a strong link between rents and conflict far away from the location of the resource. Conflict over distribution is highly organized, involving political militias, and concentrated in the extent to which local governments are non-cohesive. Democratically elected local governments significantly weaken the causal link between rents and political violence. Elections produce more cohesive institutions, and vastly limit the extent to which distributional conflict between groups breaks out following shocks to the rents. Throughout, we confirm these findings using individual level survey data.

14. Under the gun: Resource conflicts and embattled traditional authorities in Central Mali

Abstract:
In the Mopti region of Mali, the livelihoods of most people depend on agriculture and pastoralism. Here, a variety of socio-professional groups - such as herders, farmers and fishers - coexist amidst the great natural richness of the inner Delta of the river Niger. Over recent years, poor resource management and subsequent conflict over access to these resources has threatened the livelihoods of virtually every community in central Mali. Formal and traditional justice mechanisms have each often proven incapable of mediating conflicts effectively and bringing justice to the victims and disputants. Moreover, the increase in communal conflicts in central Mali has created a fertile breeding ground for radical, armed groups. These groups have become actively involved in the regulation of access to natural resources, as well as in the mediation of related conflicts, to help create local legitimacy for their rule. That these groups could exploit conflicts to consolidate their power demonstrates that fighting them will not be enough to stop destabilisation in the Mopti region. Only solutions that address the underlying drivers of instability will enable sustainable peace to emerge. This report explores the lack of governance as a structural driver of resource conflict in the region and identifies a mix of short- and long-term measures to increase the legitimacy of the Malian state.

Abstract:
Cocoa production forms a very important part of Cameroon’s agroindustrial enterprise particularly along the coastal forest zones along the Littoral Quadrant. There are several communities in the South West region of Cameroon, which economies rely heavily on the cocoa industry. These communities that include areas like Munyenge, Bafia, Bai Bikum, Ekata and many others operate seasonal economies that depend on the fluctuating harvest of the cocoa farmers. The peak periods of harvest in these cocoa producing communities are usually periods of boom that have a serious ripple effect on these communities’ economy. The cocoa industry in these areas is well organized and it has attracted migrant labor from far and near. There are migrants from far off places in the North West and Western regions of Cameroon who come and settle in cocoa producing areas in the South West Region2 . In these areas, there are different categories of cocoa plantation operators: those who own cocoa farms as sole proprietors, while others work as paid labor and others as Two-party operators.3 In these producing areas, there are other categories of workers like the cocoa buyers who act as intermediaries between the farmers and the exporting companies like TELCA. Cocoa buyers are agents who buy cocoa directly from the farmers and intend to sell to exporting companies. Some of the cocoa buyers are independent operators while others act as agents to cocoa exporting companies. These companies alongside the Cameroonian’s government have contributed enormously to develop the cocoa sector, which is an important export exchange earner. The government of Cameroon through regional bodies like South West Development Authority (SOWEDA) and the Rumpi Participatory Development Project4 have taken interest in enhancing the cocoa industry because of the role that it plays in the development of these particular areas and the nation as a whole. The growth and expansion of the cocoa sector in these areas has attracted a huge influx of migrants and it is against this backdrop that this paper establishes a link between cocoa production, seasonal migration and some of the social ills associated with these seasonal movements.

Richard Aidoo looks at the landscape of anti-Chinese populism in the context of Africa’s resource scramble, while Alexander B. Makulilo takes an in depth look at the siren song of populism in Tanzania. Marten Brienen and Carlos de la Torre hone in on populism in Latin America, exploring its early 21st Century evolution and its relationship with democracy respectively. Additionally, the Journal is proud to publish an interview with Ron Boquier and Raul Castillo, both of whom are active supporters of human rights in Venezuela, a county was a harbinger of recent global populist sentiment. Abstract:
From Mao Zedong’s Great Leap Forward to Deng Xiaoping’s Opening Up, through Jiang Zemin’s Going Out (also known as the Going Global strategy) to Xi Jinping’s recent Chinese Dream, China has pursued diverse diplomatic engagements with African countries within these broad development visions. These engagements have evolved along with Africa’s changing political and economic circumstances, as well as China’s resurgence as a global economic power. Most significantly, in large parts of the developing world (including Africa), China has shifted away from its support for the struggle for ideological identity to assume geopolitical and geo-economic weight, as anti-imperialism rhetoric and support have given way to its business-is-business mantra, and noninterference diplomacy. In other words, from the late 1970s, Africa encountered Beijing’s gradual shift away from an ideological proselytizer to a global economic adventurer. After the Cold War, Chinese influence in Africa has grown significantly as it has traded, invested, and constructed its way to the most relevant economic partner to African economies. Chinese capital, aid, expertise, and diplomacy have brought increasing numbers of Chinese to the continent to serve as expatriate workers as they heed the call to “go out” and enhance the national ambitions and seek personal fortunes. In the past two decades, it has been remarkably evident that the relationship between China and Africa has entered into a different phase. Contrary to the rather simplistic and unilinear account of China’s scramble of the African continent, current engagements are rather complex with China as a pragmatic economic actor with both complementary and competitive impacts that draw different reactions from African populations – from the often reported embrace to intense local anger in certain parts. Along with a political independent and largely democratically governed Africa, China is also currently engaging mostly empowered African populations who will readily assert and preserve their sovereignties, political rights and civil liberties through public protests, pronouncements and political competitions like elections, and referendums. So, in spite of Beijing’s touted African embrace as the partner-in-development option for African states, some growing popular resentment for “most things Chinese” in some parts of Africa is confronting China as it deals with a continent in transition. Alternatively, though the effectiveness of popular African reactions towards the Chinese in African countries may be shaped by factors such as regime type, and economic status of the state in question,3 sustainability and longterm impacts of these people centered movements depend on more than any visceral efforts. Consequently, how will Beijing’s motives and strategies in Africa be impacted by popular reactions as African populations look to the past and present?

Abstract:
Africa’s ability to deliver on the ambitious post-2015 Agenda (also called the 2030 Sustainable Development Goals) and the African Union Agenda 2063 largely depends on the availability of adequate financial resources. But the funding sources for development programs have been neither stable nor predictable, particularly after the global financial crisis in 2008. It has become clear that while donor financing remains important, overreliance on donor funding will not sustainably drive the success of the two continental agendas, hence the need to focus on other development finance options such as domestic resource mobilization.1 If new sources of financing are not in place, Africa’s growth and industrialization strategies are likely to suffer an early setback. Agenda 2063 recommends that countries strengthen domestic resource mobilization, build continental capital markets and financial institutions, and reverse illicit financial flows for Africa to be self-reliant and finance its own development.

Abstract:
Success in implementing Agenda 2063 and the Sustainable Development Goals depends largely on the availability and adequacy of resources. Africa realizes that industrialization is the way to go, as outlined in the two continental development plans, but it is inevitable that resources to fund these programs must be mobilized domestically. Domestic resource mobilization (DRM)1 was recognized as one of the six leading sources of finance for the Millennium Development Goals (MDGs), but many African countries did not fully achieve the MDGs due to overreliance on donor funding. One part of DRM is generating taxes and savings, which implies that governments and the private sector have key roles in this process. Specifically, the private sector should mobilize private savings, expand its productive investments, conduct responsible business by not engaging in tax avoidance and illicit financial flows, and ensuring corporate social responsibility. The 2015 Africa Capacity Report (ACR 2015) identifies the private sector as very important in partnering and cooperating with governments and other key stakeholders to maximize tax revenues and promote savings and investment. This policy brief puts forward possible interventions for the private sector to enhance domestic resource mobilization in Africa

20. Sustainability Issues in the Cameroon Banana Supply Chain

Abstract:
Banana cultivation has long been a key aspect of agricultural development in Cameroon, actually taking advantage of this incentive impetus created for agricultural development. In the late 1970s, the Office Camerounaise de Banane (OCB), a state parastatal was put in place to regulate the banana industry in Cameroon. It received the mandate to organize the marketing chain of Cameroonian bananas (UNECA 1981). To better realize this mission assigned to her by the State, OCB was endowed with financial autonomy guaranteed through the allocation of public subsidies, ensuring the channeling of production, supervision of producers and access to credit and agricultural inputs to operators in the banana sector in Cameroon. The attractive and enticing prospects of a booming banana market and opportunities for land acquisition in a banana field that was seen as terra nullius aroused the interest of many international operators for the Cameroon banana sector. Until 1988 the banana sector in Cameroon was organized around coexistence between food crops and industrial cultivation. Since 1988, the organization of the productive system changed with the dissolution of the OCB in 1993—effectively signaling the end of small banana farms (Anania 2014, 173). Consequently, the field was left free to banana agribusiness consisting of giant multinational corporations. Under the impetus of these large industrial groups, Cameroon’s banana industry experienced tremendous growth. Thus, the industry pointed to the first largest export crops in Cameroon, imposing itself as a crucial economic activity (Atanga 2006)
