Abstract:
This paper presents and analyzes most empirical research about crime and police corruption in Kenya that has been based on vicitimization statistics. It shows the wide variation in outcomes and draws implications of this for the potential use of this approach for police and crime policy. This is used as a background for the researcher's own victimization study which combines this information with a survey of police officers' attitudes and experiences. In a more theoretical section it discuss how officer rotation, crime registration procedures and citizen mobility controls may work when crime policies are considered as a set of collective action games where both police officers and community members are engaged.

Abstract:
Despite marked improvements, numerous grievances that plunged Liberia into bloody wars from 1989 until President Charles Taylor left in August 2003 (originally for exile in Nigeria) remain evident: a polarised society and political system; corruption, nepotism and impunity; a dishevelled security sector; youth unemployment; and gaps and inconsistencies in the electoral law. The November 2011 election was the country's second successful postwar voting exercise but exposed its deep fault lines. The re-elected president, Ellen Johnson Sirleaf, needs to use her relatively weak mandate to focus on reconciling a divided nation.

Post-conflict justice mechanisms such as truth commissions, war crimes tribunals and reparations programs have emerged as a fundamental building block of durable peace settlements in Latin America, Africa and Asia. They are relatively rare, however, in Muslim countries recovering from conflict-despite the fact that social and criminal justice is a fundamental principle of Islamic law.
