11. Fifth Africa Think Tank Summit -- Tackling Africa’s Youth Unemployment Challenge: Innovative Solutions from Think Tanks

Abstract:
The Fifth Africa Think Tank Summit was held on 5 - 7 April 2018 at the Labadi Beach Hotel in Accra, Ghana, under the theme “Tackling Africa’s Youth Unemployment Challenge: Innovative Solutions from Think Tanks”. The Summit’s theme was based on the fact that jobs and opportunity for the youth are top priorities in the world today and while needing jobs, young people are also critical in creating them. It is with that understanding that the African Union Commission declared the years 2009–2018 as the “Decade for Youth Development”. A review, as the decade winds to an end, shows that while some African countries are experiencing high economic growth rates, these have not translated into jobs. The unemployment rate on the continent was approximately 8.0 percent in 2016- 2017, which, translated into absolute terms, corresponds to an increase in total unemployment of 1.2 million from 2016 to 2017. The reality, against which the Summit’s theme was designed, was that across Africa, youth are three times more likely to be unemployed than adults! The Summit’s concept paper, quoting a report from the African Development Bank, notes that “half of all youth (in Africa) are either unemployed or inactive while 35 percent are in vulnerable jobs. While gender inequality remains a challenge, a big concern and paradox is that youth unemployment rate is increasing with the level of education, suggesting that Africa’s education systems are not preparing people enough for the labour market”. Thus, despite the numerous policies and strategies that have been implemented across African countries to address youth unemployment, these have not led to any major breakthrough in job creation especially among the youth. Given these realities and building on the successes of the first, second, third and fourth Africa Think Tank, the fifth was being organized to harvest evidence and proffer actions to tackle youth unemployment on the continent. The 2018 Summit was organized in partnership with the Government of Ghana and the Institute for Democratic Governance (IDEG), a leading think tank in Ghana. Other collaborating partners were the African Development Bank (AfDB), the African Union Commission (AUC), the United Nations Economic Commission for Africa (CA), the United Nations Conference on Trade and Development (UNCTAD), the Think Tank Initiative, the Bill and Melinda Gates Foundation, the William and Flora Hewlett Foundation, the Regional Network of Agricultural Policy Research Institutes (ReNAPRI) and the Alliance for African Partnership (AAP).

13. Transformational Leaders and Social Change: IFP Impacts in Africa and the Middle East

Abstract:
The fourth report from our 10-year tracking study of the Ford Foundation International Fellowships Program (IFP), Transformational Leaders and Social Change provides important insights into the personal, organizational, community, and societal impacts of IFP alumni in Kenya, Nigeria, Palestine, and South Africa, drawn from the perspectives of 361 IFP alumni and local stakeholders. The results of this study show that the program had a positive impact on participants, with alumni saying that their IFP experience increased their confidence, awareness, self-identity, commitment, leadership, career advancement despite challenges upon re-entry at the end of the fellowship. Some alumni returned to face career barriers endemic to their community and home region, such as high unemployment rates and other labor market challenges. At an organizational level, alumni and community stakeholders said that these organizations now have a stronger work ethic, consistency, transparency, and accountability since alumni returned to their home communities. Stakeholders also said that the alumni they work with are more reliable and committed to getting the job done.

These are critical times for those who work to further the public interest. Across the globe, divisions and distrust erode the clarity required to tackle the great challenges of our day. Those who advocate for truth find themselves under attack from those who fear what they might lose if the status quo is changed. There is exceptional need today for powerful voices speaking on behalf of sound policy. The 10 articles in this 29th edition of the Journal of Public and International Affairs all reflect a dogged determination among young policy professionals around the world to press ahead in spite of the headwinds. These pages contain fresh ideas on electrifying rural Myanmar, reforming the U.S. banking system, strengthening the Jordanian labor market, and preventing recidivism among convicted sex offenders in Texas, to name just a few. The JPIA was born from the conviction that graduate students have a unique and invaluable voice in key policy debates. 15. Econometric Analysis of Gender and Labour Market Outcomes in Urban Cameroon

Abstract:
In every country, gender disparities are observed in various aspects of daily life, the most visible ones being those related to labour market outcomes. This paper highlights the importance of the labour market related gender disparities in Cameroon with special focus on the relative contribution of identified determinants on unemployment duration, employment status and remuneration. Based on the 2010 Employment and the Informal Sector Survey by the National Institute of Statistics, both parametric and non-parametric analyses of unemployment durations have been used. They include probit model estimates for the choice of non-wage earner status, estimates of Mincer-type equations and various extensions of the Blinder-Oaxaca decomposition. The results obtained can be summarized in three main points as follows. Firstly, women have longer periods of unemployment and are less likely to leave unemployment for a job than men. Results indicate that these gender disparities in exit probabilities from unemployment are due to differences in human capital endowments and to socioeconomic factors, which have a tendency of increasing women’s reservation wage. Also, unobserved heterogeneity with greater positive duration dependence for women is confirmed. Secondly, there are gender differences in probability transitions to either wage or non-wage employment with women being more likely to be self-employed. Of these gender differences, human capital endowment and job search methods account for 20.64% and 38.20%, respectively. The remaining part is due to unobserved factors. Thirdly, gender differences in labour market earnings are around 6% and 17% among wage and non-wage earners, respectively. Observable factors in wage equations account for only for 6% and 30% in the respective groups. These results suggest the formulation of several policies to reduce the observed differences. Some of these policies relate to the conception and implementation of vocational training targeting women and, to some extent, the setting up of programmes for relocating unemployed individuals to where employment opportunities are greater. 16. The EU Migration Partnership Framework: Time for a Rethink?

Abstract:
The European Union’s (EU) Migration Partnership Framework (MPF) was established in June 2016 and seeks to mobilise the instruments, resources and influence of both the EU and member states to establish cooperation with partner countries in order to “sustainably manage migration flows” (European Commission, 2017a, p. 2). Its strong focus on EU interests and positive and negative incentives mark a departure from previous EU migration initiatives and have generated significant controversy. This Discussion Paper examines the politics, implementation and impact of the MPF more than one year on from its establishment, asking what lessons it offers for the future direction of EU migration policy. The paper begins by introducing the MPF and examining the different perspectives of EU actors on the framework. It finds that there is significant disagreement both among EU member states and within EU institutions over the MPF’s approach and priorities. The paper explores the political and ethical controversies that the MPF has generated, including regarding its ambition to subordinate other areas of external action to migration goals; its use of incentives; and its undermining of EU development and human rights principles. The paper assesses the implementation and impact of the MPF in its five priority countries – Ethiopia, Mali, Niger, Nigeria and Senegal. It argues that the concrete achievements of the migration partnerships have been limited; that the MPF has largely failed to incentivise the cooperation that the EU was seeking; and that the EU’s migration programming in MPF partner countries has suffered from serious flaws. The paper takes an in-depth look at the Ethiopia partnership, which has been the most challenging. It describes how the interests and goals of the EU and Ethiopia have not aligned themselves, how the issue of returns has come to entirely overshadow engagement, and how the relationship between the partners has been soured. The paper goes on to examine how the MPF relates to African interests and how it has affected EU-Africa relations, arguing that the MPF approach is seen by many African actors as imposing EU interests and undermining African unity and continental ambitions. Finally, it explores how the EU can develop engagement with Africa on migration issues that is more realistic, constructive, and sustainable, with the aim of fostering intra-African movement and economic opportunities; ensuring protection for refugees and vulnerable migrants; and allowing both continents to benefit from large-scale, safe and orderly African labour migration to Europe. However, it warns that any such shift will require a change in mindset by European leaders and populations.

17. Exported as a Commodity: North Korean Workers Officially Dispatched Overseas

North Korea officially dispatches over 60,000 workers to a minimum of 20 countries in Asia, Africa, Europe, and the Middle East. The regime confiscates much of the USD 200 million earned by these workers annually. Despite the known exploitation and hardship, North Koreans continue to covet these positions, which provide rare opportunities to spend time outside the world’s most isolated dictatorial regime and send small amounts of money to their families at home. Only those deemed loyal to the regime as measured by North Korea’s songbun system have access to these jobs. Even those with “good songbun” frequently bribe government officials to secure one of the few positions available. Once overseas, workers labor under harsh and dangerous conditions that border on slavery. North Korea’s pervasive security apparatus continues to survey all activities while spouses and children serve as de facto hostages to prevent defections. The Kim Family Regime’s dispatch of workers amounts to exporting its subjects as a commodity. Efforts to address this issue must be based on applicable international standards. Governments bound by international agreements should first seek redress, as difficult as it may be, before terminating the contracts that cover North Korea’s overseas workers.

18. Women’s Contribution to Social Cohesion and Violence Prevention through the Community Work Programme

Abstract:
The Community Work Programme (CWP) is a public employment programme that provides two days of work per week to unemployed and underemployed people in economically marginalised areas. The CWP aims to be an employment safety net, ensuring a basic stable income for residents of CWP sites. CWP participants are intended to do ‘useful work’, defined as work that ‘contributes to the public good, community goods or social services’ and assists with community development.i This includes home-based care, early childhood development, support work at schools, community safety, and looking after the local environment by cleaning, building community gardens and planting trees. In March 2017 there were 244 919 participants at 186 CWP sites across South Africa. Of this total, 85% were women, and 25% were men. Out of the 85% of women, 42% were above 35 years of age.ii In light of these figures, this policy brief looks at the prominent role (older) women play in the CWP. Focusing on women participants’ involvement in community work and local social networks, it demonstrates their contribution to building social cohesion and driving crime and violence prevention activities through the CWP.iii After presenting the case of the Manenberg site, where women participants have done much to address violence in the community, the brief concludes with recommendations for fostering women’s contributions to the CWP.

19. Why northern Ghana lags behind in Ghana’s growth and poverty reduction success

Abstract:
Ghana’s post adjustment growth and poverty reduction performance has been hailed as impressive, albeit with spatial disparities in the distribution of welfare, especially between the north and south of the country. Researchers generally agree that economic growth does not always reduce poverty. Indeed, the effectiveness of growth in reducing poverty depends on the level of inequality in the population. Growth that increases inequality may not reduce poverty; growth that does not change inequality (distribution-neutral growth) and growth that reduces inequality (pro-poor growth) result in poverty reduction. Policy makers can promote pro-poor growth by empowering the poor to participate in growth directly. Policy makers can focus on interventions that improve productivity in smallholder agriculture, particularly export crops, increasing employment of semi-skilled or unskilled labour, promoting technology adoption, increasing access to production assets, as well as effective participation in input and product markets. Also, increasing public spending on social services and infrastructure made possible by redistribution of the benefits of growth benefits the poor, indirectly.

Abstract:
Nowhere in the world has sports in general and soccer in particular played such a key role in the development of a region than in the Middle East and North Africa. Yet, the nexus of sports, politics and society is one area that Middle East studies with few exceptions have ignored. Similarly, sports studies have focused on all parts of the world with one exception: the Middle East and North Africa. Nonetheless, sports and particularly soccer has been in various parts of the Middle East key to nation formation, nation building, regime formation, regime survival and the struggles for human, gender and labour rights. This working paper is an attempt to fill a gap in the literature and contribute to the development of theory on the role of sports in the Middle East and North Africa.
