101. Multi-actor Approaches to Total Sanitation in Africa

Abstract:
Since the 2000s, African cities have witnessed a series of interventions to improve water and sanitation. This policy brief outlines key lessons learned from the intervention experience, drawing on the UNU research project Multi-level Urban Governance for Total Sanitation (2011-2013) under the Education for Sustainable Development in Africa (ESDA) Project. It highlights the importance of multi-actor approaches for promoting: (1) an institutional framework to coordinate civil society organizations, community-based organizations, and the state agencies across levels; (2) policy recognition of water and sanitation as socially embedded infrastructure with gendered dimensions; and (3) the relevance of scientific research and university education to ongoing policy interventions.

Across 34 African countries , people's ratings of government performance in providing basic services -- water, sanitation and electricity -- are poor and declining. Ratings for health and education are somewhat better, but also declining. Furthermore, large numbers identify serious shortcomings in these services. Ratings on the handling of HIV and AIDS are exceptions: absolute majorities approve of governments' performances.

Abstract:
The increase in the use of private motor vehicles for routine travel within the City of Lusaka suggests weakness in the Public Transport (PT) system. Regrettably, the majority of the intra-city travelers have to accept an ineffective and inefficient PT system or resort to walking/cycling whereas those who can afford turn to private motoring. . It is evident that the less privileged travelers of the City are the most affected by the weaknesses of the current PT system. The current PT fares are unsustainably high and service levels undesirable. This is largely owes to the minimal regulation approach to public transport operations in Zambia. The commitment by Government to invest in transport infrastructure such as ring roads, filter lanes and traffic light is backed by the realization that intra-city travel is becoming more and more problematic and that the situation would become unsustainable in future if it were to be left unaddressed. These measures will substantially tackle a lot of the emerging local travel problems, but the need to examine the current travel demand management and its effectiveness in promotion of public transport usage is equally important. Additional measures will be required to enhance PT services provision, making it more efficient, effective and affordable. Enhanced PT services are expected to engender a reduction in dependency on private motoring and the associated traffic congestion concerns on one hand and an increase PT usage on the other. In this research we investigated some of the key features of the PT system in the City of Lusaka, model its trips and analyses its costs. Our analysis is based on a survey of bus services, covering approximately 50 bus routes and over 1,700 passengers. GPS data was also gathered for purposes of modelling trips and charting bus routes. In our analysis we considered aspects of service specifications, current level of service, fuel consumption, revenue, average trip costs, driver expenses, operator expenses and bus revenue allocation. Most of these aspects were found to be far off from the international best practice and international benchmarking. Our research concluded that the PT system for Lusaka fails to sufficiently meet the routine travel requirements of the majority. Finally, we recommend some measure that could be considered to address the issues arising and to better manage the travel demand of the City’s population. These measures are first highlighted in isolation because they can be implemented as such. However, we recommend combining all the measures into a single set of actions which can be implemented in stages in order to harness the synergies of a joint implementation which could yield up to as much as 48 percent PT fare reduction.

104. Resource mobilisation and fundraising in basic schools: A case study of Copperbelt and North-Western province

Abstract:
Like many other countries, Zambia removed a major barrier to access to primary education when it abolished user fees for Grades 1–7 in 2002. The resulting fall in basic schools’ income, however, has not been relieved by adequate government resources trickling down through the complex school funding system. In an attempt to address their funding problems, some schools have adopted fundraising ventures as a way of supplementing government resources. The successes and practicability of implementation of such ventures remain to be seen. There is a lack of information about the adequacy of such measures and no institutional framework to guide their implementation. This study explores the range of resource mobilisation and fundraising activities adopted by basic schools. It looks into how basic schools are raising funds and how these funds are being utilised based on a sample of 30 basic schools (15 each from Copperbelt and North-Western provinces). The research was conducted through questionnaires with head teachers and school accountants/bursars as well as interviews conducted at the provincial and district level.

105. Coalition-driven initiatives in the Ugandan dairy sector: Elites, conflict, and bargaining

Abstract:
The dairy sector is one of the only agricultural sectors in Uganda that has enjoyed sustained high growth since the late 1980s. Milk and the cold dairy chain developed especially in the south-western part of the country. This paper explains why this is so by the sector's relation to the ruling coalition. We argue that the dairy sector was relatively successful because the south-western based ruling elite wanted to build a support base in its home area. In addition, the elite had a special interest in dairy since key elite members owned dairy cattle themselves. As milk production grew, the ruling elite wanted to regulate the sector as this would help the big processor, the state owned and later privatized Dairy Corporation. Regulation was relatively successful and a pocket of bureaucratic efficiency was established in an agency called the Dairy Development Authority. The reason why regulation was enforced to a considerable extent was the organization of dairy farmers and traders and the bargaining and compromise with the Dairy Development Authority this organization of industry actors enabled.

Abstract:
Maritime transport dominates international trade in licit and illicit goods. It accounts for the majority of seizures and suspect shipments of military equipment and dual-use goods (goods that have both civilian and potential military applications, including in the development of weapons of mass destruction and missiles) originating from or destined for embargoed states such as Iran and North Korea. It is the primary means of delivering shipments of conventional arms to actors involved in conflicts in c. Sea transport plays a major role in global flows of narcotics and associated chemical precursors. It is also the main mode of transport for other illicit and potentially destabilizing commodities, such as smuggled tobacco, oil and counterfeit goods.

The transfer of western norms and practices to police forces in West Africa is a substantial part of a billion-dollar business. Out of the US$452 million the Obama administration requested for law enforcement and narcotics control in Africa during the financial year 2010, US$8 million was allocated to United States officials and contractors for police training, infrastructure and equipment in Liberia alone, while between 2002 and 2009 the United Kingdom channelled some £37 million to reforming or improving the security and justice sector of Nigeria, a key anchor state for UK policies in sub-Saharan Africa (hereafter Africa).

The success of commercial activities in any city depends in great part upon the quality of infrastructure services available to businesses including (but not limited to) reliable electricity and liquid fuel supplies to power engines, sufficient supplies of clean water for irrigation and industrial processes, and reliable roads for obtaining raw materials and transporting finished goods in a timely and cost efficient manner. Poor quality infrastructure can drive up the cost of doing business and constrain economic growth in any city.
