Abstract:
This paper from the Proceedings of the 2nd International Conference on ICTs for Sustainability (ICT4S 2014) reviews findings from detailed consultation with 50 global experts in Agriculture and Information Communication Technologies (ICTs). The study explores how ICTs (particularly mobile phones) could be used to accelerate the uptake of sustainable agriculture in sub-Saharan Africa. The paper develops a detailed conceptual model, built around the smallholder farmer, for understanding the flow of information through the agriculture sector.

Since January 2012, Mali has been suffering an unprecedented and multi-dimensional socio-political, security and humanitarian crisis. It follows years of weakening state authority, poor governance, a disintegrating army and inter-community tensions. Antagonism and tension between and within communities have built up since the beginning of the conflict, and the rebuilding of social ties and the implementation of a genuine reconciliation process are among the main challenges that must be overcome in order to reconstruct Mali and ensure its long-term stability.

Since its endorsement in 2005, the Responsibility to Protect (R2P) has become central to how the global community responds to genocide and mass atrocities. The norm presently faces the “risk of relevance” as a result of the interventions in Libya and Côte d'Ivoire and the deadlock over the situation in Syria. The recommendations in this brief will strengthen preventive capacities, maximize the protection afforded to civilians and ensure the norm's future relevance.

Abstract:
There is an increased recognition that land issues are a key driver and sustaining factor of conflict in eastern DRC. Scholars and practitioners have identified a number of critical land-related factors contributing to violence and conflict, including a huge diversity of land governance forms; the existence of overlapping legal frameworks and the weakness of the statutory land law; competition between indigenous and migrant communities; limited access to arable land in demographically dense areas; the weak performance of the administration and justice system in the reconciliation and arbitration of land disputes; growing stress on local resources caused by massive displacement; the expansion of artisanal and small-scale mining; and increased competition between elites for the control over land and the consequent land concentration.

On 4 March Kenyans will vote in highly anticipated elections. These elections will be Kenya's first since widespread violence following the December 2007 presidential election shocked the country and world. The 2007/8 violence lasted two months, during which time 1,133 Kenyans were killed, over 600,000 driven from their homes and more than 110,000 private properties were destroyed. The stakes during the upcoming elections are high and, while not inevitable, there is a serious risk of a recurrence of widespread violence.

Abstract:
The frenetic search for hydrocarbons in Africa has become so intense and wide ranging that there is planned or ongoing oil and gas exploration in at least 51 of the continent's 54 countries. Knowledge about Africa's geology is improving rapidly, generating great optimism about the continent's energy future. Onshore and offshore rifts and basins created when the African continent separated from the Americas and Eurasia 150 million years ago are now recognized as some of the most promising hydrocarbon provinces in the world. Offshore Angola and Brazil, Namibia and Brazil, Ghana and French Guyana, Morocco and Mexico, Somalia and Yemen, and Mozambique and Madagascar are just a few of the geological analogues where large oil fields have been discovered or are be-lieved to lie. One optimistic but quite credible scenario is that future discoveries in Africa will be around five timestheir current level based on what remains un-explored on the continent versus currently known sub-soil assets. If proven true, this could have a pro-foundly positive impact on Africa's future growth and strategic position in the global economy.

When, why and how has foreign aid facilitated, or hindered, democracy in recipient countries? Focusing on sub-Saharan Africa, this policy brief examines the impact of foreign aid on supporting transitions from one-party to multi-party regimes, preventing democratic breakdown and the erosion of civil liberties, enhancing vertical and horizontal accountability, and enabling competitive political party systems. Particular attention is given to the trade-offs and complementarities between different types of foreign aid, namely democracy assistance and economic development aid. Select policy recommendations are offered to improve aid effectiveness at bolstering democratic trajectories within the region.

Then, as now, the message was clear – if fully implemented, the Strategy could resolve this devastating 26-year conflict and pave the way for the long-term recovery of the affected region and its people.

The „Regional Policy Forum on the Responsibility to Protect‟ (R2P) was held from 11-12 June 2012 in Abuja, Federal Republic of Nigeria. It was jointly organized by the ECOWAS Commission and the Global Centre for the Responsibility to Protect (GCR2P). The main objective of the Forum was to raise awareness on the concept of R2P within the region and to critically examine existing ECOWAS policies and institutions for protecting populations against mass atrocities. The Forum also aimed at identifying frameworks, institutions, and practices within ECOWAS for prevention and effective response to mass atrocities. The Regional Forum brought together about 60 international, regional and national participants from the public and private sectors, UN, regional organisations, the diplomatic community as well as international and national civil society organisations.
