111. 'These young men show no respect for local customs': Globalisation, youth and Islamic revival in Zanzibar

Abstract:
In recent years there has been a revival of Islam in Zanzibar, with heated debates about the nature of Islam and its role in society (Lodhi and Westerlund 1997, Gilsaa 2006). While Islam played a central role in society until independence in 1963, it was effectively removed from the public sphere by the socialist government after independence. Since the 1980s, however, Islam has again become a central issue in the public sphere, albeit in new forms. Like elsewhere in Africa, local forms of Islam are being challenged by a number of new reformist and revivalist kinds of Islam, influenced to some degree by a global Islamic revival, but shaped by the particular, local histories and politics. This has caused some friction – especially as the regime in place seeks to manipulate these tensions for political benefit. However, as it will be argued in this paper, the kind of Islamic revival taking place in Zanzibar is far from radical or violent. In fact, Islamic revivalists often coin their critique of the state in terms of human rights and good governance and provide an alternative modernity that at once challenges and articulates with secular, liberal forms of modernity. Hence, the present paper explores how global trends in Islam – but also global discourses on Human Rights and Good Governance – influence the current modes of Islamic revival in Zanzibar.

Le risque d'une reprise des violences en Ituri est aujourd'hui limité du fait de la présence de la Mission des Nations unies (MONUC), du démantèlement de la plupart des groupes armés et de la lassitude de la population après des années de souffrance et de destructions. Cependant, les problèmes de fond à l'origine des violences extrêmes qu'a connu le district pendant la guerre – un accès équitable à la terre et une gestion transparente des revenus issus de l'exploitation des ressources naturelles et minières – restent entiers. L'absence de réconciliation intercommunautaire et l'impunité pour la grande majorité des crimes commis pendant la guerre sont également extrêmement inquiétants en perspective d'élections locales en 2009. Afin d'éviter toute reprise de la violence, dont les femmes seraient les premières à souffrir, les éléments fondamentaux d'une paix durable doivent être urgemment mis en place dans le cadre d'une stratégie intégrée impliquant les institutions nationales et provinciales avec le soutien actif de la MONUC et des bailleurs de fonds du Congo.

113. A Comprehensive and Inclusive Peace Process for Chad

Analysts, policy makers and experts are now accepting that the conflicts in Chad and Sudan have mutually reinforcing dynamics. Chad's internal political instability is having devastating consequences on the peace processes in Sudan and the Central African Republic (CAR). The U.N. Security Council Sanctions Committee Panel of Experts on Sudan stated that Chad supports Sudanese insurgent groups with arms, ammunition, vehicles, food, training and safe haven Violations of humanitarian law and international human rights continue unabated in the region and violators in eastern Chad operate in an environment of almost total impunity. A new U.S. Government strategy must be created to stabilize Chad and bring to an end the continued degradation of conditions in the region. This strategy must work in parallel with the peace process for Sudan and with the efforts led by the “Contact Group” to normalize Chad-Sudan relations.

Abstract:
Latin America is a paradoxical world leader. In the twentieth century, Latin America led the struggle for democracy—and now, Latin America leads in unjust societies that cannot fulfill the promise of universal human rights despite elections and theoretical rule of law. The “citizenship gap” between developed formal entitlements and distorted life conditions, including massive personal insecurity, is greater than in any other region. While Latin America receives the highest scores on electoral democracy and political participation in the developing world, the region has the worst record on effective rule of law, crime, and corruption except for grossly impoverished Africa and South Asia. Latin America's experience demonstrates how the rule of law can be systematically undermined by private and transnational displacement of power, as well as incomplete democratization of state institutions. The persistence of injustice demonstrates the interdependence of democratic processes in the public sphere and democratization of social relations.

But far from the splendor of the Summer Games, the people of a remote area in the largest nation in Africa—the people of Sudan's Darfur region—will endure more death, disease and dislocation, and this will be due in no small part to China's callousness. Craving energy to keep its economic miracle humming, Beijing has forged a strong partnership with the Sudanese government in Khartoum.

One night in March 2007, soldiers arrived in the village of Buramba in the Democratic Republic of Congo (DRC). By the time they left at least 15 people were dead. 'At 5.30 in the morning', one survivor said, 'I saw the soldiers coming to our house...They kicked down the door, and killed eight people inside. Only my four grandchildren survived. [They] continued firing in the village. I fled into the bush. I returned three days later to see the bodies of my children and my mother. The bodies were in latrines; I could see the feet of my mother sticking out.'

Abstract:
A significant gain of the new political and constitutional dispensation ushered in South Africa in 1994 was a commitment to the protection of human rights. However, protecting human rights in a country where the gap between the rich and the poor is among the largest in the world was always going to be a daunting challenge. The challenge is even more daunting with the protection of socio-economic rights such as the right of access to adequate housing. This article explores the challenges that South Africa faces in protecting human rights in the face of persistent poverty of over half of the country\'s population, vast economic disparities and gross inequality. Focusing on the right of access to adequate housing, the author explores some prospects arising from the roles played by the constitution; domestic courts; other state institutions as well as non-state actors. The article concludes that although the challenges are real, the prospects are promising. However, a lot must be done if the democratic miracle that has characterized South African society over the last fifteen years is to be maintained.

The inter-party negotiations that have sought to end Zimbabwe's political, economic and now full-blown humanitarian crisis following the fraudulent June 2008 presidential election run-off are hopelessly deadlocked. Robert Mugabe and his ZANU-PF will not accept genuine power sharing, and Morgan Tsvangirai and his Movement for Democratic Change (MDC) are unwilling to join a ZANU-PF dominated administration as a junior partner, responsible for ending international isolation but without authority to implement needed reforms and emergency humanitarian relief.

Abstract:
There are over thirty- three million refugees and internally displaced people in the world today. A disproportionate percentage of these displaced people are in Africa. Most have been driven from their homes by the armed strife of both interstate and intrastate confl icts. Such coerced migration violates people's freedom, and most have been displaced into settings where conditions fall far short of what is required to live with basic human dignity. Such displacement, therefore, violates people's most basic human rights in multiple ways.
