71. Zimbabwe: Waiting for the Future

Abstract:
The July 2013 election victory of the Zimbabwe African National Union-Patriotic Front (ZANU-PF) failed to secure broad-based legitimacy for President Robert Mugabe, provide a foundation for fixing the economy, or normalise external relations. A year on, the country faces multiple social and economic problems, spawned by endemic governance failures and compounded by a debilitating ruling party succession crisis. Both ZANU-PF and the Movement for Democratic Change-Tsvangirai (MDC-T) are embroiled in major internal power struggles that distract from addressing the corrosion of the social and economic fabric. Zimbabwe is an insolvent and failing state, its politics zero sum, its institutions hollowing out, and its once vibrant economy moribund. A major culture change is needed among political elites, as well as commitment to national as opposed to partisan and personal interests.

The Intergovernmental Authority on Development (IGAD), composed of Djibouti, Eritrea, Ethiopia, Kenya, Somalia, South Sudan, Sudan, and Uganda with its secretariat headquartered in Djibouti, covers northeast Africa, a region continuing to experience major changes, arguably more than any other part of the continent. This is the only region of Africa where colonially drawn borders have been redrawn. In contrast to other regions of Africa, this is also where the prospect of further redrawing of borders—with Somaliland seeking international recognition as a separate state—remains a real possibility.

Nigeria's presidential, parliamentary and state gubernatorial and assembly elections, scheduled for February 2015, will be more contentious than usual. Tensions within and between the two major political parties, competing claims to the presidency between northern and Niger Delta politicians and along religious lines, the grim radical Islamist Boko Haram insurgency and increasing communal violence in several northern states, along with inadequate preparations by the electoral commission and apparent bias by security agencies, suggest the country is heading toward a very volatile and vicious electoral contest. If this violent trend continues, and particularly if the vote is close, marred or followed by widespread violence, it would deepen Nigeria's already grave security and governance crises. The government, its agencies and all other national figures must work urgently to ensure that the vote is not conducted in an explosive situation as this could further destabilise the country.

Abstract:
There so many factors that influence road projects prioritisation. Considering the highly restrictive public resources at disposal and the huge cost requirements of road projects, cautious programme optimisation is essential. Projects must thus be prioritised according to their costs and net the benefit they are expected to provide. Our report presents an assessment of the relative importance of some road projects, most of them from the Link Zambia 8000 programme and the major trunk roads from Lusaka to major international destinations. In this brief we provide an alternative viewpoint project prioritisation based on transportation efficiency, accessibility and socio-economic factors. The result is a coherent projects evaluation framework that suggests the most feasible projects to invest our limited resources and thus making every kilometre count towards national development.

Abstract:
Against a background of rapid global adoption rates and two decades of safe use, the overly cautious approach to genetic modification (GM) technology in agriculture by African governments seems misplaced. To date, only three African countries are engaged in commercial production of GM crops, although others are experimenting with the technology. Among those African countries experimenting with the technology, several are proceeding along a path toward commercialization and reside geographically close in East Africa, where the potential for regional trade impacts and issues exist. An examination of their historical circumstance and experience with GM technology, and the resultant effects on regulatory policy, can offer some useful insights about the various factors that impact GM technology adoption in Africa, especially from the perspective of the biosafety policies enacted.

This Africa Policy Brief will look at the Kenyan elections of March 4th 2013 and examine what lessons can be learned from them. The argument that will be developed throughout this paper is that, although the violence was contained, the elections were not a success, because the drivers of conflict in Kenya remain untouched. The underlying reason being that the informal power of the political class still outweighs all the formal institutions and plans put in place. The ruling elite has acknowledged the drivers of conflict in Kenya for years but has shown very little interest in resolving them, because that could influence the drivers of their power.
