141. Moving Mugabe's Mountain: Zimbabwe's Path to Arrears Clearance and Debt Relief

Abstract:
Zimbabwe is embarking on a long, complex, and difficult journey to rebuild its economy, which has been shattered by years of neglect and destructive government policies. If the final political hurdles are overcome hopefully sooner rather than later—the new coalition government will be faced with making politically difficult decisions and addressing conclusively the economic ghosts of the past. One of those ghosts is more than $5 billion owed to external creditors, of which nearly 80 percent is arrears. Clearing Zimbabwe's external debt arrears and securing comprehensive debt relief will be a critical step in eventual recovery. By doing so, the government will remove a crippling burden on its budget, investment climate, and overall macroeconomic environment. More important to the success of the coalition government, it will unlock hundreds of millions of dollars in new external assistance for critical reconstruction programs that will improve the Zimbabwean people's quality of life. This paper provides a detailed overview of the arrears clearance and debt relief processes. The purpose is to spark a debate in creditor capitals and hopefully to buttress the government's analytical foundation. With a strong dedicated team of experts—and support from relevant donor agencies— the Zimbabwean government will one day conclusively address its crushing debt burden and proceed with the rebuilding of a once vibrant and proud nation.

Abstract:
Upon the invitation of the Ministry of Foreign Affairs of the Federal Democratic Republic of Ethiopia, The Carter Center observed the country's May 15, 2005, elections for the national and regional parliaments. The May elections marked an historic event in the country, as Ethiopia witnessed its first genuinely competitive campaign period with multiple parties fielding strong candidates. Unfortunately, what began with a comparatively open period of campaigning and an orderly voting process on election day was followed by flawed counting and tabulation processes in many areas; repeated incidents of serious postelection violence, including the killing of many dozens of people during electoral protests; a significant delay in finalizing election results; and an ineffective complaints review and investigation processes. In spite of the positive pre-election developments, therefore, The Carter Center concludes that the 2005 electoral process did not fulfill Ethiopia's obligations to ensure the exercise of political rights and freedoms necessary for genuinely democratic elections.

A la suite de travaux sur la « guerre nomade » ouest africaine, on s'interroge ici sur la sociologie politique d'un mouvement rebelle, entre ethnicité et internationalisation. Quels écarts entre les pratiques de violence discontinue envers les civils et les discours anti-discriminations, entre épuration ethnique larvée et positions révolutionnaires ? L'étude des strates successives du mouvement rebelle, des clans et groupes qui le composent aboutit à un « diagramme de pouvoirs » qui va des communautés locales aux alliances avec les pays voisins et aux soutiens occidentaux. Mais un approfondissement de la genèse du mouvement montre en fait certains caractères « post-modernes » de telles rebellions, où la sympathie plus ou moins manipulée de médias étrangers aboutit, via un sigle au début largement artificiel (MPCI), à une véritable co-création d'un mouvement politico-militaire, dont militaires, politiques et humanitaires occidentaux se sont emparés sans recul critique - notamment en refusant de connaître l'« idéologie mandingue », symétrique de « l'ivoirité » et justifiant par avance une violence conquérante. C'est aussi l'occasion, en termes foucaldiens, de jauger la « gouvernance par la violence » de la zone rebelle, mais aussi sa gouvernementalité : en termes d'informalisation des trafics en tous genres, de résistance des communautés villageoises, de persistance des factions militaires sous-tendues par les clivages de l'ethnicité ; enfin d'analyser les dilemmes politiques du mouvement rebelle, entre création d'un proto-Etat peu viable (ou son rattachement au Burkina), et ralliement - moyennant compensations -au processus de réintégration nationale, de désarmement et de participation au processus électoral.

147. Challenges to Security Sector Governance in the Middle East: the Libyan Case

The U.S.-led Coalition's swift victory over the Taliban regime in October 2001 created a security vacuum across Afghanistan that the international community was unprepared to fill. Winning the peace in Afghanistan has proven to be a much more complex, costly, and protracted endeavour than winning the war, an imposing burden that has severely tested the resolve of the international donor community. With only 11,000-13,000 Coalition troops mandated to eradicate the last remnants of al-Qaeda an the Taliban in the south and a limited NATO presence of 6,000 troops deployed in the capital to insulate the fledgling political process, the onus for maintaining security in the country fell on the Afghan government and its fledgling security forces. After 23 years of civil war the country's security sector was in a state of disarray, its infrastructure destroyed, resources limited, and facing a shortage of human capacity. To bolster Afghanistan's beleaguered security institutions and ensure they conform to international standards, the major donors engaged in the country launched a security sector reform (SSR) process. Security sector transformation rather than reform seems more appropriate to describe the task of creating efficient, effective, and democratically accountable security forces in Afghanistan, for the bulk of the country's formal security apparatus ceased to function over a decade ago. In spite of the massive challenges that face program, it has been portrayed as the primary means to redress Afghanistan's immediate security woes. What by its very nature is a gradual, long-term process has been thrust into the position as short-term panacea.
