111. Who Drives Change? Comparing the Evolution of Domestic Climate Governance in India and South Africa

Abstract:
This paper compares and contrasts the nature and scope of change in the domestic climate governance of India and South Africa between 2007 and 2010. It uses an actor-centered approach to analyze the drivers of change. An exploratory test of fit shows that the concept of "communities of practice" captures the trends and actor relations well for the South African case, while more simple networks could be identified in India. Using data from an expert survey and from semi-structured interviews, this paper finds that both countries have generally not yet surpassed the level of second-order change, or double-loop learning. Differences exist for more specific parts of climate governance. Three resulting hypotheses give conditions for the development of either communities of practice or of networks, as conceptualized in formal network analysis. They target (1) the number of participating actors, (2) the size of the scientific landscape and the degree of competition among scientists, and (3) the centrality of a governmental actor with a certain knowledge and attitude within a network.

Après l'élection d'Alpha Condé à la présidence en novembre 2010, des élections législatives doivent clôturer une nouvelle étape de la transition politique guinéenne. La récente expérience de politisation violente des ethnicités et le manque de confiance des acteurs politiques dans le dispositif électoral sont des motifs d'inquiétude. Le président Condé a engagé unilatéralement une refonte du système électoral, mais il suscite d'autant plus de méfiance que les perspectives du parti présidentiel pour les législatives sont incertaines. Il n'a prêté que peu d'attention, et bien tard, à la réconciliation et au dialogue avec son opposition, très mobilisée. La Guinée ne peut se permettre ni un bricolage du système électoral ni une nouvelle campagne fondée sur des arguments ethniques. Un accroissement des tensions à l'approche du scrutin pourrait susciter des violences intercommunautaires. Il pourrait aussi offrir une opportunité d'agir à ceux qui, dans l'armée, se satisfont mal d'avoir regagné les casernes. L'attaque lancée le 19 juillet 2011 par des militaires contre la résidence du président confirme la réalité de ce risque. Un véritable accord entre les principaux acteurs politiques sur les modalités des élections législatives est impératif et urgent. Sans une forte implication internationale, les chances de parvenir à un tel accord sont minces.

113. No Easy Way Out: Traditional Authorities in Somaliland and the Limits of Hybrid Political Orders

Somalia has been without effective state institutions since 1991. Over the past two decades, moderately effective state-like institutions have been rebuilt in Somaliland and Puntland in northern Somalia, but they do not enjoy international recognition and are limited in power and scope. This text concentrates on the integration of non-state actors, particularly traditional authorities, during the process of state-formation in Somaliland. Arguably, this integration has brought about a hybrid political system that functioned quite well during the first years of existence of Somaliland. Hybrid political systems are currently of great interest in various African settings, including the possibility of integrating traditional authorities into (local) government in South Sudan. These systems, however, mix modes of legitimacy of different political actors in a way that, in the long run, either undermines the democratic capabilities of modern states or seriously damages the credibility and effectiveness of traditional authorities. Thus, hybrid political systems may be a way to stabilize politics in a transitory phase (e.g., after civil war or independence) but they are not the easy way out of the dilemma that state institutions in many African states are weak, have only a very limited outreach and in many regards lack popular legitimacy.

Abstract:
Since the Democratic Republic of the Congo (DRC) gained its independence in 1960, the country 's leadership has been lacking three attributes of the utmost importance to the country's welfare: a real vision for the DRC's future, the competence and ability to execute the vision, and the character needed to ensure the realization of the vision with sound judgment, integrity, and equity. To break from the DRC's past patterns of poor governance, a clear and practical vision for the country's future must be articulated and implemented, requiring concerted effort from a new and energized leadership. This type of leadership should come from the Congolese people—both those living in the country and those who are part of its far-flung diaspora. Opportunities and avenues for reform include revamping democratic governance and electoral reform, promoting economic growth by moving beyond aid and creating a favorable environment for investment, reforming the mining sector, improving the health and education systems, and strengthening the DRC's judiciary. A well-organized and invigorated Congolese diaspora can join with Congolese living in the DRC to work toward the reforms. The upcoming elections in November 2011 offer a chance to step up these organizational and advocacy efforts.

116. Diversity, Unity, and Nation Building in South Sudan

Abstract:
The government of South Sudan and its development partners appear to be heavily focused on state building and less so on nation building: the question of how to turn the young state into a nation in which all South Sudanese can see themselves represented. Whatever projects a new country conceives, it has to view nation and state as inseparable components of the same project, not focusing too much on one without investing in the other. Most South Sudanese interviewed for this project assert that the most obvious impediment to national cohesion is exclusion from the national platform, especially exclusion along ethnic lines. Corruption, nepotism, and exclusion from access to government jobs were also raised as issues that the government will need to address directly for citizens to have pride in their nation. There is a widespread sense of worry about the viability of South Sudan as a nation due to insecurity, especially insecurity rooted in the current ethnic conflicts occurring in seven out of the ten states. Both political leaders and ordinary citizens recognize the importance of national unity and the equitable display and celebration of cultural diversity as a national asset; representation of all ethnic nationalities and creation of a broad-based government is central to South Sudan's transition to nationhood. The immediate challenge involves creating programs that promote citizenship in the nation over ethnic citizenship. The opaque climate of the transitional constitutional review process has not earned the government much trust from all sectors of society, and this has made for a bad start toward national consensus. As a multiethnic society, South Sudan also is confronted with the question of a language policy. To speed up the process of nation building, the government will need to transform current discussions on language into practical decisions regarding the development of a national language. Identifying five national languages that represent the three greater regions of the country would be one way to approach it. Ultimately, a viable South Sudan has to stand on four strong pillars: political unity, a disciplined military, quick and equitable service delivery, and a vibrant civil society.

118. Competitive Clientelism, Easy Financing and Weak Capitalists: The Contemporary Political Settlement in Ghana

Ghana has exhibited rather strong economic growth since the 1980s, but little transformation of the productive structure of its economy. The paper argues that ruling elites' policy choices are shaped by their political survival strategies. In turn, these strategies are shaped by (1) the characteristics of the ruling coalitions, which include a high degree of vulnerability in power, strong lower-level factions of the ruling coalition, and a substantial amount of fragmentation among the higher factions of the ruling coalition; (2) the weak capabilities and political influence of the nascent productive capitalists; and (3) easy access to financing for the state and the ruling coalition from foreign aid, mining and cocoa bean exports. As a result, ruling elites' policy actions did not prioritize the development of new productive sectors (or upgrading of old ones), but were geared towards delivering benefits to the higher and lower levels of the ruling coalition, as well as delivering a small amount of visible goods and services to as much of the population as possible in an effort to 'swing' voters their way at election time. Neither of these political survival strategies resulted in significant productive sector investments.

119. Growth without Economic Transformation: Economic Impacts of Ghana's Political Settlement

Since the Fourth Republic was inaugurated in 1993, politics in Ghana has been increasingly characterized by competitive clientelism. Ruling coalitions are characterized by a high degree of vulnerability in power due to a strong opposition party, by strong lower-level factions within the ruling coalition due to their importance in winning elections, and by a high degree of fragmentation among the ruling elite. These characteristics, combined with a weak domestic capitalist class and high inflows of foreign aid, have led the ruling elites across political parties to pursue and implement policies that have a short time horizon, that do not significantly shift the allocation of resources towards building productive sectors, and which are often plagued by problems of enforcement. The results have led to growth without economic transformation. In particular, the country has witnessed recurrent macroeconomic instability, a haphazard process of privatization of state-owned enterprises, and no serious attempt to build up productive sectors outside of cocoa and gold.

120. Political Challenges to Developing Non-Traditional Exports in Ghana: The Case of Horticulture Exports

The nascent Ghanaian horticulture export sector, which emerged in the mid-1980s, has been ignored by ruling elites, especially after the return to multiparty democracy in 1993. Ruling elites across the two party governments between 1993 and 2008 did not actively pursue initiatives to support the industry. Without sustained political support, the types of public-private coordination of actions and investments needed to help the sector expand and upgrade were not forthcoming in an effective and timely manner. This private sector-driven non-traditional export sector constitutes a neglected opportunity for export diversification and building a new agro-industry, and also highlights some of the factors explaining why the country's economy was still dependent on the traditional exports of cocoa and gold by the close of the 2000s. The political challenges to changing the productive structure in Ghana can be found in the characteristics of ruling coalitions–vulnerability of the ruling elite in power, the high fragmentation within ruling coalitions, and their existing sources of and strategies for financing the state and the ruling coalition, combined with the country's existing economic structure as well as the size and capabilities of domestic capitalists. The characteristics of ruling coalitions in Ghana shaped the incentives facing ruling elites such that the ruling elites were not sufficiently compelled to support new productive sectors, such as horticulture export, which did not (yet) provide substantial revenues.
