62. The Kenyan Military Intervention in Somalia

- The decision in October 2011 to deploy thousands of troops in Somalia's Juba Valley to wage war on Al-Shabaab is the biggest security gamble Kenya has taken since independence, a radical departure for a country that has never sent its soldiers abroad to fight. Operation Linda Nchi (Protect the Country) was given the go-ahead with what has shown itself to be inadequate political, diplomatic and military preparation; the potential for getting bogged down is high; the risks of an Al-Shabaab retaliatory terror campaign are real; and the prospects for a viable, extremist- free and stable polity emerging in the Juba Valley are slim. The government is unlikely to heed any calls for a troop pullout: it has invested too much, and pride is at stake. Financial and logistical pressures will ease once its force becomes part of the African Union (AU) mission in Somalia (AMISOM). But it should avoid prolonged “occupation” of southern Somalia, lest it turn local Somali opinion against the intervention and galvanise an armed resistance that could be co-opted by Al-Shabaab, much as happened to Ethiopia during its 2006-2009 intervention.

64. China's New Courtship in South Sudan

- In the wake of Sudan's partition, Beijing has accelerated a re-orientation of its engagement in the resulting two states, most significantly through a new courtship in Juba. China's historical support for Khartoum left a sour legacy in the South, but the potential for mutual economic benefit means a new chapter in bilateral relations is now being written. Balancing new friends in Juba with old friends in Khartoum, however, has proven a delicate dance. China has been drawn into a high-stakes oil crisis between the two, the consequences of which may temper an otherwise rapidly expanding relationship with Juba. A sustainable solution to the crisis cannot be achieved in isolation; North-South stability, mutual economic viability and the security of Chinese interests will also depend on answers to other unresolved political and security issues, including in Sudan's marginalised peripheries. The future of Beijing's dual engagement, and the kind of relationship that emerges in the South, will depend in part on how the oil standoff – and this broader reform agenda – are confronted.

- The rebels will have to rely on external lines of supply to replenish their arms and ammunition if they are to continue eroding the regime's control. The emergence of al-Qaeda-linked terrorist cells working against the regime poses risks to the United States and a challenge to those calling for material support of the armed opposition. As the militias continue to face overwhelming regime firepower the likelihood of their radicalization may increase. Moreover, the indigenous rebels may turn to al-Qaeda for high-end weaponry and spectacular tactics as the regime's escalation leaves the rebels with no proportionate response, as occurred in Iraq in 2005-2006. Developing relations with armed opposition leaders and recognizing specific rebel organizations may help to deter this dangerous trend. It is imperative that the United States distinguish between the expatriate political opposition and the armed opposition against the Assad regime on the ground in Syria. American objectives in Syria are to hasten the fall of the Assad regime; to contain the regional spillover generated by the ongoing conflict; and to gain influence over the state and armed forces that emerge in Assad's wake. Therefore, the United States must consider developing relations with critical elements of Syria's armed opposition movement in order to achieve shared objectives, and to manage the consequences should the Assad regime fall or the conflict protract.

- Each day, nearly 800 women die around the world from complications in pregnancy or childbirth. That's one woman losing her life, every 100 seconds, every day. And while, from 1990 to 2010, global maternal mortality rates declined by roughly 47%, from about 546,000 to 287,000, the regional disparities are enormous: 85% of all maternal deaths occur in sub-Saharan Africa and South Asia—and more than half of these occur in sub-Saharan Africa. These deaths are largely preventable with interventions and training to address complications such as hemorrhage, infection, and obstructed labor, and more broadly with increased access to reproductive health services.

- When the North Atlantic Treaty Organization (NATO) formed as a defensive military alliance more than six decades ago, one of its fundamental tasks was to deter Soviet aggression against Western Europe. Since the end of the Cold War, the Allies have come to understand that their security depends on their ability to face threats emerging from well beyond the Euro-Atlantic space. NATO has thus broadened its focus from collective defense to security management beyond its borders: its numerous operations in this capacity have included peace support, peacekeeping, disaster relief and counter-piracy missions. These operations have taken place not only in NATO's traditional areas of intervention such as the Balkans, but also as far afield as the Gulf of Aden, the Horn of Africa, Pakistan and Afghanistan.

- The government of the Democratic Republic of the Congo (DRC) led by President Joseph Kabila faces the prospect of collapse. Popular disaffection has grown as a consequence of endemic corruption and a failure to provide broad and sustained economic growth. The possibility of widespread violence around national elections scheduled for November 2011 as well as the emergence of antigovernment movements in the Kivus, Bas Congo, Katanga, or Equateur provinces could precipitate a major political and humanitarian crisis with destabilizing consequences for the region. Having provided billions in foreign assistance and UN peacekeeping support to the DRC and eager to avoid another violent catastrophe in central Africa, the United States faces a looming foreign policy challenge.

- China's engagement in Africa has obliged the EU to re-evaluate its own relationship with Africa. Since 2008, in an attempt to resolve the conflicts of norms and interests, the EU has proposed establishing a trilateral dialogue and cooperation mechanism between the EU, China and Africa, which so far has not yielded any substantial results. The differences between China's and the EU's Africa policies are mainly visible in two areas: aid and security. The contradiction between their respective aid policies lies in China's 'no-strings-attached aid' versus European 'conditionality' or emphasis on 'fundamental principles'. The contradiction between their security approaches in Africa lies in China's non-interference policy and the European concept of human security. Promoting common normative values and principles is at the core of the Common Foreign and Security Policy (CFSP), which is important for the EU's self-construction at present. China's non-interference policy is related to its domestic security and stability and in this context it engages in its own rhetoric. In matters of principle it is difficult for both sides to make compromises or accept limitations imposed by the other.
