31. Comparative analysis of livelihood recovery in the post-conflict periods in Karamoja and northern Uganda

Abstract:
This is the second in a series of three briefing papers that form part of the Mind the Gap: Bridging the Research, Policy, and Practice Divide to Enhance Livelihood Resilience in Conflict Settings project. This briefing paper accompanies a report that examines the parallel but separate trajectories of peace-building, recovery, and transformation over post-conflict periods in northern (Acholi and Lango subregions) and northeastern (Karamoja) Uganda. Parallels between these areas include a history of marginalization from the central state, underdevelopment and endemic poverty, and vulnerability to climate change and crossborder incursions. We argue that throughout the post-conflict periods, the initial peace processes in both locations were largely top-down in nature, with little participation from the affected populations. While keeping in mind the key differences in these areas, we highlight the nature of recovery, the ongoing challenges, and the need for external actors to be cognizant of the continuing fragility as they design policies and interventions for these locations.

32. Twin peaks: the seasonality of acute malnutrition, conflict, and environmental factors

Abstract:
This report highlights major new findings on the seasonal patterns of child malnutrition and their links to climate variability, conflict, and livelihood systems in Chad, Sudan, and South Sudan. Contrary to long-held assumptions about acute malnutrition escalating in the lean season, our data show that there are two peaks of acute malnutrition. The first and larger peak occurs at the end of the dry season, followed later by a second, smaller peak after the lean season. Our analysis demonstrates a significant relationship between acute malnutrition, conflict trends, and environmental factors. The findings underscore the importance of environmental variability and the persistence of climate, conflict, and other shocks in relation to livelihood resilience and transformation over time. The findings raise specific considerations for data collection, future research, programming, and policy, which are detailed in the report and briefing paper.

33. Apolou Baseline Report: Household Wealth and Market Quality

Abstract:
This report reflects findings from the baseline quantitative study of a four-year research project in the Karamoja sub-region of Uganda. We describe different aspects of wealth, such as animal-related wealth and farm-related wealth, and how they relate to two indices of wealth that we created as part of this study. We then examine how different wealth indices correlate with geographical and household characteristics, including food insecurity. We further explore market access and quality, and the relationship between these factors, Mercy Corps program layering, and wealth. The findings draw on survey research in a sample of Mercy Corps programming communities in Karamoja. A team from the Feinstein International Center, Friedman School of Nutrition Science and Policy at Tufts University in collaboration with Mercy Corps conducted this research between November 2018 and January 2019 as part of the USAID/FFP-funded Apolou Activity. Midline and endline data collection are expected to take place in 2019 and 2020. The overall study, which also consists of a qualitative component, explores how the recent transformations in the Karamoja sub-region, including expansion of markets, increase in trade, and monetization, are affecting households and communities.

Abstract:
Food security and yield production have been extensively studied in regard to fertiliser response in the context of Sub-Saharan Africa. Soil fertility gradients within farms interact with other complex factors such as plot management, alongside bio-physical as well as socio-economic constraints, to create extensive heterogeneity in yield production. Hence, blanket recommendations regarding increasing inputs may not just lead to limited or no change in productivity but may affect long term sustainability. To try and explore the relationships between these factors, Classification and Regression Tree (CART) analysis was used to simplify the effect of plot management decisions. Data was from the focal plots of the 2016 and 2017 Tanzanian Agronomy Panel Survey (TAPS 2017; n = 580) with a range of yields and socio-economic contexts (2.10tha-1 – 3.68tha-1). Results suggested that in low resource fields, management factors are subservient to extreme soil degradation while in high resource fields good management such as optimal planting are needed for maximum predicted yield (4.48tha-1; n = 51). Boundary line analysis was conducted, and maximum yield-nutrient response values calculated. The yield gap obtained suggested only up to 60% of locally obtainable yield is reached, highlighting the necessary balance between intensity of resource use and good management for sustainable and sufficient crop production, especially in the case of extreme soil degradation.

36. Predictors of food insecurity in Swaziland: Lessons from the 2015/16 El Niño induced drought

Abstract:
The National Food Security Policy (NFSP) 2005 stresses recurrent droughts and the high incidence of HIV/AIDS in Swaziland as the major contributing factors towards adverse food insecurity in the country. Consistently, when droughts hit the country, food production plummets and pushes a significant portion of the population into food insecurity. An investigation of the predictors of food insecurity among households during the 2015/16 drought provides information on the households that are prone to drought induced food insecurity, so as to inform food security risk mapping in the country. The assessment found that the most significant factors associated with increased food insecurity odds at the household level include households in the Lubombo region which is the poorest among the four regions. Households that do not have toilet facilities in their homesteads, those that depend on rainwater and boreholes as their main source of drinking water, as well as households that use lanterns or oil lamps as their main source of lighting are more likely to be food insecure. Another important factor that can be a good predictor of increased food insecurity during a drought is the ownership and use of tractors and hoes within households that depend on crop production as one of the main sources of food.

This study evaluates the performance of food crop sector in Nigeria from 1999-2016. The statistics show that Nigerian is having food insecurity problem: - very low value of food production per capita; low and declining average dietary energy supply adequacy; very high variability in per capita food production and supply, and a high depth of food deficit that has been on the increase since 2006. The result also shows that agriculture’s contribution to Nigerian GDP has consistently declined from 37.5 percent in 2002 to 21.2 percent in 2016, and that food crop production declined from over 34 percent of the GDP in 2002 to 18.6 percent in 2016. Due to this high depth of food deficit, over 14 million people in the country are undernourished, and this has been increasing geometrically since 2005. Also, more than six million of her under-five children are stunted, and the consumer price of foods has been high and rising. Compared to other countries, there has not been any significant improvement in reducing the depth of food deficit in the Nigeria.

Wild plants are a critical part of the regular South Sudanese diet and become even more important during the lean season. This paper explores seasonal consumption patterns and recent significant changes in those patterns in Panyijar County, Unity State during the acute food crisis in 2017. It provides information on local preferences and health perceptions of wild foods, and reconsiders the idea that wild food consumption is primarily a coping strategy.

Abstract:
In the arid and semi-arid land (ASAL) counties of Kenya, people are experiencing a food security and nutrition crisis as a result of the drought that has worsened since August 2016. The drought has undermined coping capacities and exacerbated vulnerabilities, for example by destroying livelihoods and triggering local conflicts over scare resources. This report draws on research conducted in two ASAL counties – Turkana and Wajir – on how people are coping. The main objective of the research was to understand the gendered needs, vulnerabilities and capacities of people in Turkana and Wajir and the specific gendered risks they face, in order to identify opportunities for increasing their agency, voice, participation and economic empowerment. The study also sought to understand the interactions between duty bearers and people affected by the drought, and the capacity of duty bearers to provide humanitarian assistance. The report presents key findings from the research and recommendations on how to strengthen the humanitarian response.
