3. Determinants of Child Malnutrition in Mauritania

Abstract:
The empirical context of this research is in an environment where malnutrition is a real public health concern. The objective of this study was to identify the determinants of the nutritional state of children under the age of five years in Mauritania. Using data obtained from multiple indicators cluster surveys (MICS) in Mauritania in 2007 and 2015, we undertook fixed-effects clusters techniques to control for unobserved heterogeneity. The empirical results demonstrate that the age and sex of a child, level of education of the mother, the standards of living of the household, the area of residence, the availability and use of health care services and access to drinking water are all important factors for the good health of children in Mauritania. These findings suggests improvements in nutritional health, for example, by education of girls until completion of secondary school; an improvement in the conditions of households that are headed by women and an expansion in the coverage rate of multi-purpose health centres.

The outbreak of COVID 19 in the Wuhan province of China has caused tremendous damages to human lives throughout the world while affecting the global economy due to the untold temporary lockdowns of businesses, companies, and the restriction of international travels across the globe. With high and mostly under-reported COVID-19-related fatalities in many countries as well as the added strain on healthcare services, the burden of this pandemic is easily palpable. The impact of the novel coronavirus outbreak in Cameroon continues to unfold and carries with it considerable human security risks. The United Nation’s Development Program considers seven main dimensions of human security through sustainable human development. These are economic, food, health, environmental, personal, community, and political security. The departure point of this article brings into focus the effects of the current coronavirus pandemic on health and food security. Based on available data from reliable sources (such as the Ministry of Public Health, the Nkafu Policy Institute’s Coronavirus Task Force, FAO, IMF, World Bank, WHO, etc.), we analyze the impact of COVID 19 on the afore-mentioned aspects of human security and propose recommendations that can help mitigate the overarching consequences of the virus on health and food security in Cameroon.

5. The Fall of al-Bashir: Mapping Contestation Forces in Sudan

Abstract:
What is the Sudanese Professionals Association (SPA) anyway, perplexed commentators and news anchors on Sudan’s government-aligned television channels asked repetitively as if bound by a spell? An anchor on the BBC Arabic Channel described the SPA as “mysterious” and “bewildering”. Most were asking about the apparently unfathomable body that has taken the Sudanese political scene by surprise since December 2018 when the ongoing wave of popular protests against President Omar al-Bashir’s 30-year authoritarian rule began. The initial spark of protests came from Atbara, a dusty town pressed between the Nile and the desert some 350km north of the capital, Khartoum. A crowd of school pupils, market labourers and university students raged against the government in response to an abrupt tripling of the price of bread as a result of the government’s removal of wheat subsidies. Protestors in several towns across the country set fire to the headquarters of the ruling National Congress Party (NCP) and stormed local government offices and Zakat Chamber1 storehouses taking food items in a show of popular sovereignty.

Abstract:
This is the third in a series of three briefing papers that form part of the Mind the Gap: Bridging the Research, Policy, and Practice Divide to Enhance Livelihood Resilience in Conflict Settings project. The first two briefing papers accompany regional case-study reports on Chad, South Sudan and the Sudan, and on Uganda that challenge many long-held assumptions about nutrition and livelihoods in countries struggling to recover from conflict, violence and fragility. FAO reviewed these regional case-studies on resilience and vulnerability at a two-day high-level workshop in Rome in November 2018. This brief summarizes the report highlights on the resilience and vulnerability of populations affected by conflict, including insights from the workshop participants and some implications for policies, programs, and future research.

7. Twin peaks: the seasonality of acute malnutrition, conflict, and environmental factors

Abstract:
This report highlights major new findings on the seasonal patterns of child malnutrition and their links to climate variability, conflict, and livelihood systems in Chad, Sudan, and South Sudan. Contrary to long-held assumptions about acute malnutrition escalating in the lean season, our data show that there are two peaks of acute malnutrition. The first and larger peak occurs at the end of the dry season, followed later by a second, smaller peak after the lean season. Our analysis demonstrates a significant relationship between acute malnutrition, conflict trends, and environmental factors. The findings underscore the importance of environmental variability and the persistence of climate, conflict, and other shocks in relation to livelihood resilience and transformation over time. The findings raise specific considerations for data collection, future research, programming, and policy, which are detailed in the report and briefing paper.

he implementation of South Sudan’s latest peace agreement appears to be at a standstill. Insecurity, food shortages and the breakdown in governance have forced more than 1.5 million people to flee the country. President Salva Kiir’s announcement of a forthcoming national dialogue offers some hope. Yet people are divided on the legitimacy of the process: is this a ruse to detract attention from important reforms, or is it an opportunity to finally broaden the political process in South Sudan? External actors, including the African Union (AU), are also at odds with one another. This report looks at how the AU can enhance the prospects for peace in South Sudan.

9. More Inclusive Decision-making Processes in Foreign Land Leasing: Policy Insights from Kenya

Abstract:
Foreign land leases could help developing countries to acquire foreign direct investments (FDIs), including technical expertise and income necessary for economic transformation. A lack of local stakeholder consultation and involvement in the design of land leases leads to the rejection or disruption of such leases by local communities and wastes investors' resources due to disruptions. Local public stakeholders in Kenya are willing to accept and participate in leases, provided they include certain provisions: that leases do not exceed 15 years; are renewable subject to mutual negotiations; offer formal employment to landowners' household members; and provide adequate monetary compensation for the leased land. Effective and transparent management of land leases requires the formation of management committees comprising local stakeholders such as youth, women and land experts. To enhance lease transparency, regular consultative meetings should be held, negotiation records must be shared with local community members and landowners should receive direct payment, rather than being paid through intermediaries.

Who wants to farm? In an era of land grabs and environmental uncertainty, improving smallholder productivity has become a higher priority on the poverty and food security agenda in development, focusing attention on the next generation of farmers. Yet emerging evidence about the material realities and social norms and desires of young people in developing countries indicates a reasonably widespread withdrawal from work on the land as an emerging norm. While de-agrarianisation is not new, policymakers are correct to be concerned about a withdrawal from the sector: smallholder productivity growth, and agricultural transformation more broadly, depend in part on the extent to which capable, skilled young people can be retained or attracted to farming, and on policies that support that retention. So who wants to farm, and under what conditions? Where are economic, environmental and social conditions favourable to active recruitment by educated young people into farming? What policy and programmatic conditions are creating attractive opportunities in farming or agro-food industry livelihoods?
