Abstract:
This report explores how the relationships between food, water, and energy resources shape our world and its future, with emphasis on Africa and the transatlantic region. Called the food-water-energy “nexus,” the interdependencies between these resources are fundamental to all human endeavor on Earth. Understanding this nexus and managing it effectively is a critical challenge for policymakers and thought leaders in the transatlantic arena. Solving the challenges found on the African continent might present both the greatest task and the greatest reward. The potential pitfalls of failing to tackle Africa's foodwater- energy challenges are enormous, for Africans themselves and for all countries sharing the Atlantic Ocean space. But the potential downside is more than matched by the potential upside, and the gains to be had from solving nexus problems in Africa might prove as profound as any set of goals in the world.

Sub-Saharan Africa (SSA) is facing high rates of urbanization and increasing food insecurity. The informal food economy addresses food insecurity by providing access to affordable food and significant employment opportunities to the urban poor in SSA. The Committee on World Food Security should recognize the informal food economy as a critical governance issue. Different policy approaches need to be taken into account to address the diverse needs of the informal food economy, including the needs of "survivalist" traders, larger constrained enterprises and female vendors. Municipalities in SSA often have restricted budgets, which hinder their ability to appropriately govern and support the local informal food economy. Increases in municipal budgets to align with food security needs in urban Africa should be considered as decentralization continues across SSA.

Abstract:
From 2010 to 2013 the world experienced a number of extreme weather events, several of which were notable for their intensity, duration, and impacts on livelihoods and food security. This report focuses on four case studies – a heat wave in Russia, flooding in Pakistan, drought in East Africa, and a typhoon in the Philippines – that represent a range of extreme weather. It analyses the impact of these extreme weather events on food security, by considering when and why threats emerge. This involves characterization of the weather events, examination of the vulnerable groups affected, and analysis of livelihoods and the role of governance and capital.

SSA is a region undergoing a significant urban transition. UN-Habitat (2014) estimates that by 2050, 58 percent of the African continent will be living in urban regions, representing an increase from 400 million individuals to over 1.26 billion. This will be accompanied by a burgeoning informal sector, which has grown rapidly since the 1960s across the continent, providing income, employment and livelihoods for millions of poor urban households.

The past decade has witnessed a resurgence of interest in investing in agriculture. In 2003, heads of state from across Africa committed to allocate at least 10 per cent of their national budgets on an annual basis to agriculture and, through their commitment to the Comprehensive Africa Agriculture Development Programme (CAADP), to reduce poverty through agriculture-led growth.1 More recently, at the 2009 G8 Summit in L'Aquila, Italy, world leaders responded to the global spike in food prices by pledging to provide $22bn over three years to promote food security in developing countries.

Abstract:
Against a background of rapid global adoption rates and two decades of safe use, the overly cautious approach to genetic modification (GM) technology in agriculture by African governments seems misplaced. To date, only three African countries are engaged in commercial production of GM crops, although others are experimenting with the technology. Among those African countries experimenting with the technology, several are proceeding along a path toward commercialization and reside geographically close in East Africa, where the potential for regional trade impacts and issues exist. An examination of their historical circumstance and experience with GM technology, and the resultant effects on regulatory policy, can offer some useful insights about the various factors that impact GM technology adoption in Africa, especially from the perspective of the biosafety policies enacted.
