61. Angola Terrorist Report

Abstract:
Until I did my report on the March, 1961 terrorist uprising in Angola, I had done well at my job as an intelligence analyst, especially at the hard slog of scanning thousands of pages of reports to assemble a good picture of communist efforts in Africa. My reports helped guide where and how the U.S. Information Agency (USIA) directed its propaganda efforts. They also helped convince Congress that USIA needed more money to match the communists. They outspent us in propaganda by about ten to one, measured by their output of films, radio broadcasts, books, pamphlets, magazines and exhibits tailored for Africa. Communists also gave more equipment and mass media training to Africans than did the U.S., though the West got the best students and other trainees and had a head start in African mass media and education programs. Few top students really wanted to learn Russian or Czechoslovakian for example, nor to live in those countries and to study communist theory in addition to their technical or academic work. A handful of African students at communist universities were recruited for communist intelligence work when they arrived back in Africa.

Turmoil in traditional geopolitical hotspots—Europe, Russia, the Levant, and Asia—has distracted the United States from the numerous opportunities and challenges across the Atlantic in Africa. Over the last decade, Africa has celebrated economic growth and new levels of political and economic engagement with the United States. But the continent faces many challenges to its continued economic development, security, and governance. In this latest Atlantic Council Strategy Paper, Atlantic Council Vice President and Africa Center Director Dr. J. Peter Pham persuasively argues that the United States needs to modernize its relations with a changing Africa to best engage a new range of actors and circumstances.

Abstract:
During the 2016 primaries, Donald Trump claimed he had more foreign policy experience than any of the GOP contenders. In fact, he has traveled widely to meet with presidents, prime ministers, financiers, and developers over the past decade as part of his highly profitable business of licensing the Trump name to large real estate developments around the world. On the campaign trail, Trump’s provocative statements about foreign policy have become part of the public record. From pressuring NAFTA members to bombing ISIS, his pledges have caused a stir in the arena of foreign relations. Publicly, candidate Trump threatened to close borders to Mexicans, slap tariffs on Chinese goods, restrict Muslims in the United States, among other vows. Without a record of public service to draw on, it is difficult to know how these declarations might translate into a Trump foreign policy. To understand what lies ahead for the new president, the Weatherhead Center for International Affairs asked its Faculty Associates in international relations to comment on the challenges and opportunities that await in five regions of the world: Africa, the Middle East and North Africa (MENA), Latin America, Europe, and China.

64. Blaise Compaoré in the Resolution of the Ivorian Conflict: From Belligerent to Mediator-in-Chief

In the often troubled politics of West Africa, Blaise Compaoré, the former president of Burkina Faso, is a quaint figure, almost of another era. Yet with all he has experienced over a quarter century of the region’s upheavals, he is also very much a man of his time, politically astute, and a fine strategist when it comes to preserving his friendships with powerful countries and leaders whose backing has provided immunity of sorts for his alleged crimes. Compaoré has always been equally keen on keeping a clean image as a peacemaker, given the intolerable association of his name and career with a bloody 1983 coup that cost the life of Thomas Sankara, the revolutionary pan-African figure. This paper is not, however, focused on Compaoré’s political career, and it is not a diatribe meant to support or amplify common critiques of his political activism or his perceived destructive practices. The popular insurgency of October 2014 that resulted in the resignation of the long-serving president gives a good measure of popular sentiment on Compaoré’s model of governance and moral ethics more emphatically than any speculative account on political rule in Burkina Faso. The aim here, rather, is to examine how, as a mediator, Compaoré builds and deploys a particular kind of “sovereignty,” informed by his capacity to tap into different registers of legitimacy, while reinterpreting the terms of mediation mandates as part of his strategies. This paper is concerned with his role in facilitating dialogue and brokering peace in the Ivorian conflict, and it specifically examines the “Compaoré system” at work in one of West Africa’s most protracted political crises. The question is whether there are ways in which a mediator can and does appropriate the mediation process by giving it a direction it might otherwise not have taken. In our case of interest—the 2002–10 military and political crisis—a consideration of Compaoré’s personal touch with regard to political and legal processes, the nature of agreements, actors’ conduct, and mediation outcomes points to different possibilities of understanding conflict management and resolution patterns in different African contexts. More important for the mediation literature, the ways of an unlikely mediator provide useful methodological and empirical resources for thinking differently about mediation as an applied science. In fact, Compaoré’s mediation career poses an analytical puzzle to perspectives commonly developed in the literature; this puzzle has to do with his counterintuitive and unconventional methods, which deserve proper engagement.

Abstract:
This paper begins with a description of the conflict, mediation and post- mediation clashes, and an analysis of the mediation process. The main argument is that post-mediation clashes were a result of the exclusion of the views and interests of residents of the Bakassi peninsula. Background information on the conflict is presented to situate the paper within extant ideas on international mediation and to provide theoretical underpinning and a theoretical basis for the conclusion. This study draws data from documentary sources complemented with interviews conducted during fieldwork between January and April 2013. Documentary sources include press reports and legal documents related to the dispute as well as scholarly publications. Data was analyzed using the content analysis approach.

Abstract:
Post-apartheid South Africa pursued a pro-multilateral stance in world – regarding multilateral institutions as crucial instruments for reinforcing its new-found image as a champion for southern African and African causes. Challenging the hegemony and dominance of western powers in particular, powerful countries in general, was at the heart of South Africa’s multilateral strategies. Central to all multilateral engagements was respect for international law and the centrality of the United Nations (UN), stressing the promotion of human rights, debt relief, peace and stability, an equitable global trading system and sustainable development. Also of priority was reform of the UN and institutions of global governance, including the World Bank and International Monetary Fund.

Abstract:
Reflecting upon the ambiguous relationship between international civil servants and international law in both theory and practice, this review essay examines several recent books that address the life and legacy of Dag Hammarskjöld, the second Secretary-General of the United Nations. Drawing upon recent theoretical work regarding international organizations, the essay argues that the authority of international civil servants should be understood as operating through three distinct yet interconnected modalities of discourse and practice: legal, moral and expert. Moreover, a comprehensive account of the authority exercised by international civil servants must take account of how they respond to any tensions that arise between their bases of authority as well as of their shifting relations with other ‘global governors’. The essay considers the depiction of Hammarskjöld by each of the books under review, highlighting the sometimes overlooked interconnections between the different sources of authority upon which he drew and suggesting some starting points for an alternative, integrated account of his thought and practice.

Despite their burgeoning reputation in peacekeeping, the African Union (AU) and the United Nations (UN) are apparently finding the conflict in the Central African Repub- lic (CAR) difficult to resolve. The explanation involves, in part, the complex situation within the country, apathy on the part of national political elites, and a lack of local participation in peacemaking. Other factors are linked to poor field leadership, the composition of the peacekeeping contingent, and the nature of the mandate. The situation demands more analysis of peace operations and the political conditions under which such operations occur, with a view toward lessening human suffering, making peacekeepers accountable, and brightening the prospects for peace.

Abstract:
Africa's changing economic landscape is prompting a shift in how U.S. policymakers view the continent. High growth rates, new technologies, and a rapidly expanding consumer class are driving greater global competition for investment and access to potential export markets, and the United States is recognizing that it will need to step up its game to remain relevant and influential in an increasingly crowded and competitive environment. This will mean placing a stronger emphasis on strengthening trade and investment ties and encouraging U.S. companies to take fuller advantage of expanding opportunities. Playing up these opportunities will not only serve long-term U.S. commercial interests in Africa but will serve U.S. development and diplomatic objectives as well. U.S. investments, done right, can have long-term development impacts in Africa, through technology and knowledge transfer, training, systems development, and partnerships. And a new, more optimistic engagement with Africa's citizens and entrepreneurs will have strong resonance with the continent's up-and-coming generation, creating links based on enduring mutual interest.
