11. Why Russia Is Not like China in Africa

Abstract:
As the first-ever Russia-Africa summit made headlines around the world in the past few weeks, the comparison between the Russian and the Chinese approach to Africa was recurrent. It originated in the fact that both China and Russia are not Western countries, both have seemingly ‘returned’ to Africa in the 21st century for economic and political reasons, both advocate a non-interference approach in the internal affairs of other countries and both are perceived as great powers in international relations. This makes them potentially able to shake the status quo and arouses paranoia, especially in the West, about their intentions and the consequences of their actions for Africa and other external actors. However, while there are similarities in China and Russia’s engagements with Africa, many more are the differences.

Abstract:
On October 23 and 24, the Black Sea town of Sochi, often called the southern capital of Russia, hosted the first-ever Russia-Africa summit. Held under the slogan “For peace, security and development”, the summit was combined with an economic forum and co-chaired by two presidents, Vladimir Putin and Abdel Fattah al-Sisi of Egypt, incumbent chairperson of the African Union. Forty-three heads of African states and the representatives of several African regional integration organizations took part in the summit. The summit led to a political declaration on the main areas of Russian-African cooperation, as well as a significant package of agreements on trade and investment.

Launched in 2013, China’s Belt and Road Initiative (BRI) is a highly ambitious development effort that would sew together infrastructure projects across more than 70 countries. Estimated to comprise of more than USD $1 trillion in Chinese investment, the BRI is arguably China's broadest economic engagement effort with the rest of the world — enhancing its connectivity through Southeast, South, Central, and West Asia; Africa; Europe; and South America. The Asia Society Policy Institute project – Navigating the Belt and Road Initiative – examines BRI with the aim of setting forth actionable recommendations for how China and partner countries can help ensure that BRI projects yield beneficial and sustainable developmental, economic, environmental, civic, and social outcomes. The project includes a report by the same name, which is available for download below, as well as an interactive visualization of 12 recommended practices and their specific implementation steps, intended outcomes, and relevant Chinese and international precedents. Ethiopia’s political opening under Prime Minister Abiy Ahmed has won well-deserved accolades but also uncorked dangerous centrifugal forces, among them ethnic strife. With international partners’ diplomatic and financial support, the government should proceed more cautiously – and consultatively – with reforms that could exacerbate tensions. What’s new? Clashes in October 2019 in Oromia, Ethiopia’s most populous region, left scores of people dead. They mark the latest explosion of ethnic strife that has killed hundreds and displaced millions across the country over the past year and half. Why did it happen? Prime Minister Abiy Ahmed has taken important steps to move the country toward more open politics. But his efforts to dismantle the old order have weakened the Ethiopian state and given new energy to ethno-nationalism. Hostility among the leaders of Ethiopia’s most powerful regions has soared. Why does it matter? Such tensions could derail Ethiopia’s transition. Meanwhile, reforms Abiy is making to the country’s powerful but factious ruling coalition anger opponents, who believe that they aim to undo Ethiopia’s ethnic federalist system, and could push the political temperature still higher. Elections in May 2020 could be divisive and violent. What should be done? Abiy should step up efforts to mend divisions within and among Ethiopia’s regions and push all parties to avoid stoking tensions around the elections. International partners should press Ethiopian leaders to curb incendiary rhetoric and offer increased aid to protect the country from economic shocks that could aggravate political problems.

Abstract:
Women who seek to participate in peace processes and political decision-making face many obstacles. To achieve sustainable peace and development, societies emerging from conflict must remove these obstacles. In so doing, they must recognize and prioritize that women are fully capable of active participation in all political processes. Women’s equal participation in leadership at every level and in every sector is imperative to eliminating gender-based violence, poverty and enabling sustainable peace. Across the globe, women are increasingly assuming political leadership. For example, Ethiopia elected a woman president in 2018, and half of the nation’s parliamentarians are women. In the Republic of Rwanda, women make up 78 percent of the representation in parliament.1 Leadership in politics and peacebuilding are linked. That is, women’s political leadership paves the way for women’s participation in peacebuilding processes and vice versa.

Almost fifty years have passed since the terrible day in 1971 when one State Department officer brutally killed another in the tiny, African country of Equatorial Guinea. What took place there is a lurid story of sex, madness and murder that almost every foreign service officer has heard about at one time or another. In many ways it’s the State Department’s version of the 1984 classic film, “Nightmare on Elm Street.” However, the murder in Equatorial Guinea is a real-life tale of horror that continues to intrigue foreign service officers.
