371. Can the West Save Africa?

Abstract:
The last few years have seen unprecedented attention to an attempt by Western governments to rapidly develop Africa. British Prime Minister Tony Blair called at the World Economic Forum in Davos in January 2005 for "a big, big push forward" in Africa to end poverty, financed by an increase in foreign aid. Tony Blair commissioned a Report on Africa, which released its findings in March 2005, likewise calling for a "big push." Gordon Brown and Tony Blair put the cause of ending poverty in Africa at the top of the agenda of the G-8 Summit in Gleneagles, Scotland in July 2005. In the 2005 summit at Gleneagles, Scotland, the G-8 agreed to double foreign aid to Africa, from $25 billion a year to $50 billion to finance the big push, as well as to forgive the African aid loans contracted during previous attempts at a "big push." Two years later, Germany again made Africa an important item on the agenda of the G-8 summit it hosted in Heiligendamm in June 2007. There, the G-8 again reiterated the promises made in 2005. Japan pledged to double its own aid to Africa in May 2008 over the next five years. Most recently, the G8 Summit in Japan in July 2008 agreed: "We are firmly committed to working to fulfill our commitments on Official Development Assistance made at Gleneagles, and reaffirmed at Heiligendamm, including increasing...ODA to Africa by US$ 25 billion a year by 2010."

Abstract:
On February 18, 2008 the Ugandan government and the Lord's Resistance Army (LRA) reached agreement on an accountability and reconciliation accord that would provide for prosecution in Uganda of senior LRA leaders most responsible for atrocities committed over the course of the country's 20-year long civil conflict. The agreement also provides that lower level perpetrators will be held accountable by traditional justice mechanisms indigenous to Northern Uganda, where much of the violence occurred.

Abstract:
In partnership with Concordis International and the Preparatory Committee for the Darfur-Darfur Dialogue and Consultation (DDDC), USIP held a consultation with approximately30 members of the North American Darfur diaspora community from February 12-14, 2008.Representative of Darfur's constituencies, this group of Darfurians traveled to Washington, D.C. from throughout the U.S. and Canada in order to address a broad range of issues related to the conflict in their homeland. Through small-group brainstorming and plenary ession debates, the group developed a set of consensus recommendations aimed at creating the conditions necessary for a sustainable safe and secure environment to prevail in the troubled region.

374. Sudanese Universities as Sites of Social Transformation

Abstract:
Education is an important resource for any country, but it is especially valuable in spreading the values that transform a wartime society into one with a culture of peace. Some of the structural inequities besetting the educational system in Sudan today stem from the colonial period and policies set during the early days of independence. Efforts to unify the country through an Arabic national curriculum caused resentment and alienation in the non-Arab communities and exacerbated civil conflicts. Sudanese universities have historically been the incubators of political change in Sudan, and student unions in particular have retained a tradition of vibrant—and sometimes violent—political activity. The education revolution implemented by the current regime in the 1990s overextended Sudanese universities, resulting in an extreme teacher deficit and the degradation of university resources and degrees. Various additional policies had the effect of intimidating university students and teachers, changing the atmosphere on campuses and leading to a nonreflective focus on exam results and to little intellectual exchange. In the interim period between the signing of the Comprehensive Peace Agreement (CPA) and the general election, a new openness allowed universities to begin to revive their historical intellectual traditions. This openness will be vital for securing peace with the South and for eventually reconciling Darfur and the East. A productive model has been illustrated by efforts to engage Sudanese universities with their local communities as sites for the development and sharing of public information, culture, and the acceptance of difference. The international community should advocate creative collaboration, research, and teaching exchanges both to and from Sudan, encourage international conferences involving Sudanese students and faculty, and pay active attention to restoring Sudanese libraries and research facilities. Sudanese education officials, university faculty, and civil-society organizations should work together to counter four key educational problems: the lack of exposure to critical thinking and research skills; the lack of vibrant extracurricular life; the alienation of universities from their local communities; and the recurring pattern of violent student activism.

Climatic disasters are on the increase as the Earth warms up – in line with scientific observations and computer simulations that model future climate. 2007 has been a year of climatic crises, especially floods, often of an unprecedented nature. They included Africa's worst floods in three decades, unprecedented flooding in Mexico, massive floods in South Asia and heat waves and forest fires in Europe, Australia, and California. By mid November the United Nations had launched 15 'flash appeals', the greatest ever number in one year. All but one were in response to climatic disasters.

376. The Cleavage Model, Ethnicity and Voter Alignment in Africa: Conceptual and Methodological Problems Revisited

Abstract:
Recent research on political parties and ethnicity has challenged the conventional wisdom about ethnicity as the major factor that explains voter alignment in Africa. The paper maintains that the cleavage model, although modified to include ethnicity, still provides heuristically the best foundation for the explanation of party formation and voting behaviour in Africa. It points out that inconclusive and contradicting research results about the salience of ethnicity can be attributed to a variety of unresolved methodological and conceptual problems linked to the 'fluidity' of the concept of ethnicity. To overcome these problems refined research designs and more sophisticated analytical tools are required. Finally, it is safe to assume that the relevance of ethnicity for the formation of party systems and voter alignment is not a uniform pattern across Africa, but will differ from one country to the other.

377. Sectoral Transformations in Neo-Patrimonial Rentier States: Tourism Development and State Policy in Egypt

Abstract:
This article challenges claims that liberalising state regulated markets in developing countries may induce lasting economic development. The analysis of the rise of tourism in Egypt during the last three decades suggests that the effects of liberalisation and structural adjustment are constrained by the neo-patrimonial character of the Egyptian political system. Since the decline of oil rent revenues during the 1980s tourism development was the optimal strategy to compensate for the resulting fiscal losses. Increasing tourism revenues have helped in coping with macroeconomic imbalances and in avoiding more costly adjustment of traditional economic sectors. Additionally, they provided the private elite with opportunities to generate large profits. Therefore, sectoral transformations due to economic liberalisation in neo-patrimonial Rentier states should be described as a process, which has led to the diversification of external rent revenues, rather than to a general downsizing of the Rentier character of the economy.

Abstract:
Scholars of institutional design attribute large importance to the choice of new institutions. The comparative analysis of how Rwanda and Zambia crafted their new electoral systems and the systems of government regards procedural, structural and rational choice variables which may influence the option for particular solutions. External influences and the type of transition are determinants that can decide which actors make their interests prevail. The degree of innovation or conservatism of new institutions is mainly a result of the speed of the process and the kind of actors involved. However, rational reflections on how to produce legitimacy and minimize personal risks which take into consideration the state of conflict in the country decide on the speed and on innovative outcomes. The structured analysis of only two cases uncovers already that it is rather difficult to realise the transfer of design recommendations into reality.

379. Nigeria's Economic Reforms Progress and Challenges

Abstract:
Following years of economic stagnation, Nigeria embarked on a comprehensive reform program during the second term of the Obasanjo administration. The program was based on the National Economic Empowerment and Development Strategy (NEEDS) and focused on four main areas: improving the macroeconomic environment, pursuing structural reforms, strengthening public expenditure management, and implementing institutional and governance reforms. This paper reviews Nigeria's recent experience with economic reforms and outlines major policy measures that have been implemented. Although there have been notable achievements under the program, significant challenges exist, particularly in translating the benefits of reforms into welfare improvements for citizens, in improving the domestic business environment, and in extending reform policies to states and local governments. Consequently, we argue that the recent reform program must be viewed as the initial steps of a much longer journey of economic recovery and sustained growth. This paper concludes by outlining a number of outstanding issues that future Nigerian administrations must address.

380. Angolan Progress and Prospects: A Conference on Development and Reconstruction

On May 9, 2007, a conference and celebration were held honoring Angola Day. The organizers and supporters were the Africa Program of the Woodrow Wilson International Center for Scholars (WWICS), the Angolan Embassy, the United States Agency for International Development (USAID) and the U.S.-Angola Chamber of Commerce, with further sponsorship by an array of Angolan and international companies. The conference sought to share progress, challenges and opportunities facing Angola, now in its fifth year of peace following a brutal 27-year civil war. The celebratory nature of the event was not limited to the reception and cultural entertainment which took place at the WWICS that day, but also reflected the social, economic and political progress in Angola over these five years. For example, panelists in the conference shared information regarding an ambitious rehabilitation program of social infrastructure, steady economic growth, stabilizing political institutions and improved security conditions. They further cited specific opportunities for partnership with the United States, through international cooperation, private investment and increased trade. Scheduled to hold their first legislative and presidential elections since the end of the civil war in 2002, Angola is poised to become “a model of post-conflict democratic transition, and has the resources—human capital and natural endowments—to be a regional and global leader in world affairs” (Jendayi Frazer, U.S. Assistant Secretary of State for African Affairs.
