281. Growth without Economic Transformation: Economic Impacts of Ghana's Political Settlement

Abstract:
Since the Fourth Republic was inaugurated in 1993, politics in Ghana has been increasingly characterized by competitive clientelism. Ruling coalitions are characterized by a high degree of vulnerability in power due to a strong opposition party, by strong lower-level factions within the ruling coalition due to their importance in winning elections, and by a high degree of fragmentation among the ruling elite. These characteristics, combined with a weak domestic capitalist class and high inflows of foreign aid, have led the ruling elites across political parties to pursue and implement policies that have a short time horizon, that do not significantly shift the allocation of resources towards building productive sectors, and which are often plagued by problems of enforcement. The results have led to growth without economic transformation. In particular, the country has witnessed recurrent macroeconomic instability, a haphazard process of privatization of state-owned enterprises, and no serious attempt to build up productive sectors outside of cocoa and gold.

282. "Let us Rebuild our Country" Migration-development scenarios in Ghana

Abstract:
In recent years, there has been a reconfiguration of the relationship between states and international migrants. From an overall perception of migration as a problem to be solved, a number of international development agencies, policy makers, and academics are taking the position that migration contributes to national development – if well managed. This aspiration indicates the (re-)discovery of non-resident citizens or former citizens as populations to be governed by their states of origin. The implications of this aspiration are examined in this working paper, focusing on migration-development scenarios in Ghana. The paper is inspired by anthropological and critical development studies on statecraft and public policy, approaching migration-development scenarios as a cultural and political object of study. Using the theatrical metaphor of scenario, it analyzes actually implemented policies as well as policy visions and debates, focusing on the underlying narratives and imaginaries of how migration and development are interlinked and can be governed.

Aid flows provide developing countries with an important source of financing that can be used to help build schools, staff hospitals, construct roads and provide clean water. In 2010, aid totalled more than US$ 128 billion, one-fifth of which went to Africa.Yet aid, also known as official development assistance (ODA), has not always been effective at achieving results with the inputs provided. Corruption and mismanagement result from low levels of transparency, accountability and integrity by donor and partner countries.

The current Polish Development Cooperation system has been under gradual construction since 2004. Fortunately, recent reforms have raised the probability it eventually will evolve as a strong and important tool for Poland's external relations. Moreover, these positive changes are taking place at a very crucial moment in history when unprecedented turmoil in the Arab world has exposed the weaknesses of the European development policy and while Poland is holding the presidency of the EU Council. The convergence of these factors further strengthens the need for a swift finalization of improvements in its development cooperation system if Poland wants to play a more critical role internationally and prove its usefulness in assisting other countries to meet their political and economic aspirations. A development policy that is better-resourced and more balanced (geographically and thematically) would provide Poland with a credible tool of soft power and would strengthen the brand of Polish solidarity.

For several months, we have witnessed rapid change in the countries of North Africa. Researchers and politicians have raised questions about the future of Arab countries once the revolution has run its course. Will the new authorities attempt to build a theocratic state or will they follow the example of Turkey and implement democratic reforms? The latter choice is becoming increasingly popular in the Arab world. This article will address the key questions that come up in connection with Turkey and Arab countries, including: the source of Turkey's popularity in the Arab world, what do they have in common, what divides them and, finally, whether Turkey could become a model for Arab countries.

Abstract:
On 9 July 2011, South Sudan will declare its independence from the Republic of Sudan. The independence comes after 22 years of civil war, which ended in 2005 thanks to an internationally brokered Comprehensive Peace Agreement (CPA). The treaty was signed by President Omar al-Bashir and the late John Garang, head of the rebel Sudan Peoples' Liberation Movement (SPLM). It included provisions for a referendum in January 2011 in the 10 southern states to determine their political future. People in the south voted overwhelmingly (98.7%) for independence. The result of the referendum was recognised by the northern ruling National Congress Party (NCP). Most countries already have stated their intention to recognise the Republic of South Sudan.

Abstract:
Donors and NGOs are missing an opportunity: they should be helping to turn large-scale commercial mining activities into sustainable development for poor countries that are rich in minerals. Instead of shying away, they should engage their development expertise and technical assistance and join forces with mining companies and local governments. This would help increase the spill-over of economic gains into local societies in a just and sustainable manner.

289. Conflict Prevention through Natural Resource Management? A Comparative Study

Abstract:
Natural resources are often held responsible for intrastate conflicts. As a consequence, both national and international measures to avoid the detrimental impact of resource endowments have increasingly been discussed and implemented in resource-rich countries. These measures include stabilization funds, subregional development programs, revenue-sharing regimes, and transparency initiatives. However, comparative empirical studies of the actual impact of these measures, particularly regarding their contribution to conflict prevention, are scarce. This paper contributes to the filling of this gap: combining a medium-N sample of oildependent countries and three in-depth case studies (Algeria, Nigeria, and Venezuela), we evaluate different instruments of resource management and their effects on conflict risk factors. On the one hand, the findings do not show any systematic connection between the countermeasures and a reduction in resource-related risks; on the other, the paper highlights common causal factors for the lack of implementation of resource-related countermeasures.

290. IDA at 65: Heading Toward Retirement or a Fragile Lease on Life?

Abstract:
Even under conservative assumptions, IDA will likely face a wave of country graduations by 2025. We project that it will lose more than half of its client countries and that the total population living in IDA-eligible countries will plunge by two-thirds. The remaining IDA-eligible countries will be significantly smaller in size and overwhelmingly African, and a majority are currently considered fragile or post-conflict. This drastically altered client base will have significant implications for IDA's operational and financial models. We conclude with three possible options for IDA and recommend that World Bank shareholders and management begin frank discussions on its future sooner rather than later.
